{"id":85710,"date":"2025-09-25T23:44:11","date_gmt":"2025-09-25T23:44:11","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/85710\/"},"modified":"2025-09-25T23:44:11","modified_gmt":"2025-09-25T23:44:11","slug":"norma-foley-to-consider-relief-proposals-for-parents-paying-highest-creche-fees-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/85710\/","title":{"rendered":"Norma Foley to consider relief proposals for parents paying highest creche fees \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">Parents paying the highest creche fees could be in line for a boost in the budget, under proposals being examined by Minister for Children <a href=\"https:\/\/www.irishtimes.com\/tags\/norma-foley\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/norma-foley\/\">Norma Foley<\/a>. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The Government introduced a cap on <a href=\"https:\/\/www.irishtimes.com\/tags\/childcare\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/childcare\/\">childcare<\/a> fees earlier this year. This means no parents should pay more than \u20ac295 a week for a child attending a service participating in the Government\u2019s Core Funding scheme for between 40 and 50 hours a week. This cap has only recently been implemented and will not yet be reflected in data relating to payments made by parents.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It is understood, as part of preparations for Budget 2026, Ms Foley is examining measures which would focus on how to bring down fees for families paying the highest costs. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It is also expected the frozen-fees arrangement, which has fixed fees at 2021 levels, will be extended. <\/p>\n<p class=\"c-paragraph paywall \">It is not clear if more universal measures \u2013 such as an increase in the amount paid out under the National Childcare Scheme \u2013 will come through in the budget. The coalition has committed to bringing the cost of childcare down to a maximum of \u20ac200 per month per child.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Targeting the most expensive creche fees would likely benefit more parents around <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\">Dublin<\/a> and other cities, departmental data on charges suggests. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Data released by the Department of Children earlier this month suggests average weekly fees are highest in Dun Laoghaire-Rathdown, where full-day care costs \u20ac258.57 per child; Wicklow (\u20ac232.43) and Dublin Fingal (\u20ac230.77).<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Other Dublin local authority areas are also among the highest in the state, with an average of \u20ac226 in South Dublin and \u20ac220.48 in Dublin City.<\/p>\n<p class=\"c-paragraph paywall \">Cork City comes in at an average of \u20ac218.40, while the lowest average cost is in Monaghan, at \u20ac155 weekly for full-day services. These figures are reduced for users by around \u20ac96 due to the application of State subsidies. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Elsewhere, Minister for Social Protection <a href=\"https:\/\/www.irishtimes.com\/tags\/dara-calleary\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dara-calleary\/\">Dara Calleary<\/a> is expected to push for an increase in the child-support payment that would at least match last year\u2019s increase. In Budget 2025, the payment increased by \u20ac4 weekly for under-12s and \u20ac8 for over-12s. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Sources said the Department of Public Expenditure had emphasised the importance of \u201cmoderating expenditure\u201d in early talks on welfare. They added that agreement had not yet been reached on the overall size of the package, or specific measures. <\/p>\n<p class=\"c-paragraph paywall \">Advocacy groups have sought an increase of \u20ac8 and \u20ac15 respectively for the two age groups receiving the payment, which is paid in respect of children whose parents are on welfare. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Mr Calleary is also expected to seek that the fuel allowance be paid to families in receipt of the working family payment, in line with Programme for Government commitments. <\/p>\n<p class=\"c-paragraph paywall \">Minister for Education Helen McEntee is expected to focus on special education, funding for DEIS and schools. <\/p>\n<p class=\"c-paragraph paywall \">Government sources said that a proposed move to cut VAT on the sale of new apartments has not yet been agreed, although they confirmed that such a move is on the table as part of negotiations for Budget 2026.
