Premier Li Qiang has called for more action to boost consumption and investment, as the world\u2019s second-largest economy strives to meet its annual growth targets despite facing growing headwinds in the second half of the year.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">\u201c[We] should recognise the hard-won achievements and the strong resilience as well as dynamism of China\u2019s economy, reinforcing confidence, while also acknowledging the risks and challenges in the economy and the complex external environment,\u201d he told a meeting of the State Council, China\u2019s cabinet, on Monday.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Li stressed the need for measures to drive up consumption and investment, specifically mentioning the need to further stabilise the property market.<\/p>\n<p>The cabinet called for solid measures to consolidate the stabilising trend and unleash demand for property through <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3321463\/shanghai-plans-housing-upgrade-drive-boost-consumption-investment?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">urban renewal projects<\/a>, including the renovation of run-down housing and \u201curban villages\u201d.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The premier also called for more efforts to unleash potential consumption by removing restrictions on spending and accelerating the development of new growth drivers such as service industries and other new forms of consumption.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The government will step up its efforts to expand investment, with major projects playing a leading role in driving growth, according to the meeting.<\/p>\n<p>The Monday meeting was held to review authorities\u2019 progress in implementing the directives set out in last month\u2019s Politburo meeting, and also to signal how policy will develop following last month\u2019s economic data, which <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/economic-indicators\/article\/3321925\/chinas-economy-shows-signs-strain-retail-sales-industrial-output-lose-momentum?module=top_story&amp;pgtype=section?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">showed growing signs of strain<\/a> in the economy, said Guo Lei, chief economist at GF Securities, in a
