{"id":93742,"date":"2025-09-30T01:38:16","date_gmt":"2025-09-30T01:38:16","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/93742\/"},"modified":"2025-09-30T01:38:16","modified_gmt":"2025-09-30T01:38:16","slug":"the-lucrative-lobbying-careers-forged-by-lucinda-creighton-phil-hogan-and-dara-murphy-in-brussels-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/93742\/","title":{"rendered":"The lucrative lobbying careers forged by Lucinda Creighton, Phil Hogan and Dara Murphy in Brussels \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">Several Irish former politicians have developed lucrative lobbying careers in Brussels working for tech multinationals, the pharmaceutical industry and big banks, according to company accounts and financial filings. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It was the amount of time former junior minister and <a href=\"https:\/\/www.irishtimes.com\/tags\/fine-gael\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/fine-gael\/\">Fine Gael<\/a> TD Dara Murphy was spending in Brussels, and not in the D\u00e1il, that saw his political career <a href=\"https:\/\/www.irishtimes.com\/news\/politics\/miriam-lord-fine-gael-s-invisible-men-appear-for-murphy-s-full-house-1.4103849\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/news\/politics\/miriam-lord-fine-gael-s-invisible-men-appear-for-murphy-s-full-house-1.4103849\">end in controversy<\/a>. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Ironically, that left him well placed to carve a path after politics as a well-paid lobbyist and political consultant, advising private clients on how to navigate European Union (EU) institutions. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Murphy resigned as a TD in late 2019 following the controversy over expenses he claimed for D\u00e1il attendance, at a time when he was also working in Brussels as director of elections for the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-peoples-party\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-peoples-party\/\">European People\u2019s Party<\/a> (EPP). It was a full-time, paid role with the political grouping that includes Fine Gael and other centre-right parties. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">After a brief stint in the European Commission as an adviser, Murphy took a job with Rasmussen Global, a public affairs consultancy set up by former Danish prime minister and head of Nato, Anders Fogh Rasmussen. <\/p>\n<p class=\"c-paragraph paywall \">The firm isn\u2019t typical. It advises private companies, but also countries. The governments of Japan, Taiwan and Armenia are all clients. <\/p>\n<p class=\"c-paragraph paywall \">Murphy is now a vice-president of Rasmussen, a full-time role where he focuses on tech and energy policy, among other things. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe\u2019ll only work with democratic governments. Not every democracy is perfect, but it has to be a democracy,\u201d Murphy says. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe don\u2019t sort of lobby as such, we more explain to governments [and companies] how the systems work, how Europe functions,\u201d he says. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Murphy has well-established links inside the EPP, the grouping that dominates the European Parliament and counts nearly a dozen EU leaders as members, along with commission president <a href=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\">Ursula von der Leyen<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">As a former Minister of State for European affairs, Murphy has been inside the rooms where decisions were hashed out between member states. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/09\/25\/pharma-lobbyists-cash-in-on-brussels-red-tape-rampage\/?\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Pharma lobbyists cash in on Brussels red tape rampageOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">A lot of the work with Rasmussen entails advising governments and companies how to work the so-called Brussels bubble. That means knowing which commission officials or MEPs they need to target to have a better chance of influencing the EU machine in their favour. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Separate to his senior role with Rasmussen, Murphy carries out some work for the US tech giant <a href=\"https:\/\/www.irishtimes.com\/tags\/apple\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/apple\/\">Apple<\/a>. That lobbying work is conducted through a company he registered in Ireland, Epecon Ltd. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Financial accounts for the firm show Murphy took in profits of \u20ac96,000 last year and \u20ac155,000 the year before. It has assets of \u20ac360,000, records show. This revenue is on top of his Rasmussen salary, which is significant. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt\u2019s a comfortable living that I\u2019m earning,\u201d he says when the figures are put to him. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Lobbyists have to submit declarations to a public EU transparency register. This information is available through declarations that lobbyists are required to submit to a public EU transparency register. He started lobbying for Apple around the same time he joined Rasmussen in 2021. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">As a former politician from <a href=\"https:\/\/www.irishtimes.com\/tags\/cork\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cork\/\">Cork<\/a>, where Apple has a large manufacturing base and employs 6,000 people, Murphy says he has \u201calways had a lot to do\u201d with the iPhone maker. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Former EU commissioner <a href=\"https:\/\/www.irishtimes.com\/tags\/phil-hogan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/phil-hogan\/\">Phil Hogan<\/a> has also gone on to set up a <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/20\/phil-hogans-consultancy-firm-earned-1m-last-year-for-brussels-work-filings-show\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/20\/phil-hogans-consultancy-firm-earned-1m-last-year-for-brussels-work-filings-show\/\">lucrative<\/a> lobbying consultancy providing \u201cstrategic advice\u201d to companies.<\/p>\n<p class=\"c-paragraph paywall \">As a past commissioner who held the powerful trade portfolio, Hogan is still a high-profile figure around the corridors of the EU\u2019s institutions. He splits his time between Ireland and Brussels. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Filings show his big clients include US banking giant JP Morgan, law firm DLA Piper, telecoms firm Vodafone and payments company Visa. <\/p>\n<p class=\"c-paragraph paywall \">The former Fine Gael environment minister declared significant work for Ardagh, the glass bottles and drink cans company built up by Irish financier Paul Coulson, though they are no longer listed as a client. <\/p>\n<p class=\"c-paragraph paywall \">Hogan\u2019s work for those top clients brings in revenues of between \u20ac100,000 and \u20ac300,000 a year, per company, according to transparency filings. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He is providing consultancy advice to Irish firms, such as Co Kildare veterinary diagnostics lab Enfer. Irish-headquartered aviation firm AerCap, which buys and leases aircraft to airlines, was recently declared as a new client. <\/p>\n<p class=\"c-paragraph paywall \">Retaining Hogan or other senior former politicians gave businesses a valuable \u201cinsider perspective\u201d, one source in the corporate lobbying industry said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThey know the unwritten rules of how policy is made and how governments operate,\u201d the source said. <\/p>\n<p class=\"c-paragraph paywall \">His firm, Triton, trades under the name Hogan Strategic Advisory Services. It was incorporated in Ireland as an unlimited company, meaning it is not required to file annual accounts detailing its profits or other financial information. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">However, declarations made to the EU\u2019s transparency register state it has taken in \u20ac1 million or more in annual revenue from Brussels-related work in the last number of years. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Knowing how EU institutions work can be very beneficial to companies. Photograph: Thierry Monasse\/Getty Images <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Separately, records show Hogan lobbied <a href=\"https:\/\/www.irishtimes.com\/tags\/bernard-gloster\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/bernard-gloster\/\">Bernard Gloster<\/a>, the chief executive of the <a href=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive-hse\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive-hse\/\">Health Service Executive<\/a> (HSE), making representations on behalf of several clients. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He sat down with Gloster this July in the HSE\u2019s Dr Steevens\u2019 Hospital head offices. They discussed cancer screenings, waiting lists for obesity patients and \u201cinnovative\u201d new fertility treatments, notes of the meeting show. <\/p>\n<p class=\"c-paragraph paywall \">In paperwork disclosing the meeting under Irish lobbying regulations, Hogan\u2019s firm said he was acting for three companies: Certior, an Irish company that produces blood tests to help detect cancers; Auralia, an Irish plastic surgery business set up by an Iraqi surgeon, and Hertility, a UK start-up that sells home fertility tests to women. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Hogan\u2019s company was established in early 2021, several months after he was <a href=\"https:\/\/www.irishtimes.com\/news\/politics\/phil-hogan-s-resignation-delivers-latest-casualty-in-a-major-political-controversy-1.4339675\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/news\/politics\/phil-hogan-s-resignation-delivers-latest-casualty-in-a-major-political-controversy-1.4339675\">forced to resign as EU trade commissioner for attending a dinner organised by the Oireachtas golf society<\/a>, at a time when Covid-19 restrictions on large gatherings were in place.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The commission has rules to stamp out perceptions of a revolving door between the top of the EU\u2019s executive arm and private industry. During a two-year \u201ccooling-off\u201d period, Hogan had to refrain from any lobbying or consultancy work that overlapped with his old portfolios of trade and agriculture in the commission. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The Irish Times previously reported that he had to temporarily drop international law firm DLA Piper as a client, <a href=\"https:\/\/www.irishtimes.com\/politics\/2024\/09\/26\/phil-hogan-consultancy-work-risked-damaging-european-commissions-reputation\/\" rel=\"nofollow noopener\" target=\"_blank\">after the commission\u2019s ethics board felt he could be breaching those rules<\/a>. The restrictions on his consultancy work came to an end in September, 2022. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It is understood Hogan Strategic Advisory Services is largely the former Fine Gael politician acting solo, with at least one other employee working as an assistant. It has an office on Fitzwilliam Square, Dublin, with Hogan frequently travelling to Brussels for meetings. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Internal documents show Hogan\u2019s firm lobbied commission officials earlier this year on behalf of a US-based client, OathLife, which makes products to \u201creplenish\u201d the health of soil. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">In a January 28th email to John Bell, then a high-ranking Irish official in the commission, Hogan\u2019s firm touted a \u201cnew soil technology that may be interesting for farmers, climate emissions, carbon measurement\u201d. A follow-up meeting the following week between Bell and Hogan discussed what the company was working on, minutes show. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">At a separate meeting in February with an official in the commission\u2019s agriculture department, there was a discussion around how OathLife was applying for product approval in several EU states, having already secured authorisation in the US. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Minutes of the meetings and the internal correspondence were released to The Irish Times on the back of EU access-to-information requests. <\/p>\n<p class=\"c-paragraph paywall \">Hogan did not respond to queries from The Irish Times about his consultancy work. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Similar to Murphy, former Fine Gael TD <a href=\"https:\/\/www.irishtimes.com\/tags\/lucinda-creighton\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/lucinda-creighton\/\">Lucinda Creighton<\/a> grew to know how the EU really worked during her stint as junior minister for European affairs. Creighton was in that job the last time Ireland took over the rotating EU presidency in 2013, which put Enda Kenny\u2019s coalition government at the heart of the Brussels deal-making process. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Creighton, who broke with Fine Gael when it moved to ease restrictions on abortion access, formed a new centre-right party, Renua, before leaving politics in 2016 and moving into the world of public affairs. <\/p>\n<p class=\"c-paragraph paywall \">Creighton\u2019s firm, Vulcan Consulting, employs about 20 staff between its main offices in Dublin and Brussels, plus some more casual advisers. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It has steadily built up a roster of clients. There are recognisable names from the pharma and tech industry, but some unexpected ones such as an organisation that represents US cranberry growers. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The firm is owned and run by Creighton. Her husband, former Fine Gael TD <a href=\"https:\/\/www.irishtimes.com\/tags\/paul-bradford\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paul-bradford\/\">Paul Bradford<\/a>, is a director and chairman. Financial accounts show it reported profits of \u20ac220,000 last year and \u20ac120,000 in 2023. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Creighton opened the firm\u2019s Brussels office a few months before the Covid-19 pandemic shut down the world, which was not ideal. Declarations filed to the EU transparency register state the firm has revenues of at least \u20ac1 million a year. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Chipmaker Intel, Apple, online giant Amazon, Enterprise Ireland, pharma firm Johnson &amp; Johnson and the industry umbrella body the Irish Pharmaceutical Healthcare Association are among those who retain Vulcan\u2019s services. <\/p>\n<p class=\"c-paragraph paywall \">Some of this work involves keeping tabs on how various pieces of legislation are winding their way through the EU system. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Sometimes it involves more direct lobbying, where Vulcan will contact members of the Government, TDs and MEPs, seeking to influence their thinking, or set up face-to-face meetings with their clients. <\/p>\n<p class=\"c-paragraph paywall \">Logs of its lobbying in Ireland show Vulcan was very active in helping the pharmaceutical industry convince the Government to oppose proposed reforms of the sector being debated at EU-level this year. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2025\/05\/22\/government-pivots-to-back-pharma-industry-position-in-proposed-eu-reforms\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Government U-turns on EU pharma reforms after lobbyingOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The company reported receiving between \u20ac200,000 and \u20ac300,000 last year for its work with Teksend Photomask, a Japanese company involved in semiconductor production. Massachusetts-based Analog Devices, another player in the semiconductor sector, paid Vulcan a figure in the same range last year, according to transparency register filings. <\/p>\n<p class=\"c-paragraph paywall \">Vulcan won a valuable public contract to advise the Hungarian Integrity Authority, a newly established independent body intended to be a check on efforts by prime minister Viktor Orban\u2019s government to further erode the rule of law in Hungary. <\/p>\n<p class=\"c-paragraph paywall \">Creighton says the political system needs input from business to work well. <\/p>\n<p class=\"c-paragraph paywall \">\u201cYou can\u2019t have one without the other,\u201d she says. <\/p>\n<p class=\"c-paragraph paywall \">Politicians could only be expected to master a \u201csuperficial\u201d understanding of any given policy or topic, having to be across so much. <\/p>\n<p class=\"c-paragraph paywall \">\u201cEven as a minister you\u2019re being pulled in so many different directions; you have your constituency as well,\u201d she says. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cI am enjoying getting to really delve into policy in a way that wasn\u2019t possible as a politician, which is ironic.
