{"id":95288,"date":"2025-09-30T18:54:07","date_gmt":"2025-09-30T18:54:07","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/95288\/"},"modified":"2025-09-30T18:54:07","modified_gmt":"2025-09-30T18:54:07","slug":"gardai-booked-e248500-worth-of-unused-hotel-beds-for-2024-uefa-europa-league-soccer-clash-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/95288\/","title":{"rendered":"Garda\u00ed booked \u20ac248,500 worth of unused hotel beds for 2024 Uefa Europa League soccer clash \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\"><a href=\"https:\/\/www.irishtimes.com\/tags\/garda-siochana\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/garda-siochana\/\">An Garda S\u00edoch\u00e1na<\/a> spent \u20ac590,000 on hotel accommodation over three nights for members policing the May 2024 <a href=\"https:\/\/www.irishtimes.com\/tags\/uefa\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/uefa\/\">Uefa<\/a> <a href=\"https:\/\/www.irishtimes.com\/ireland\/2024\/05\/22\/its-amazing-especially-the-guinness-and-the-pubs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2024\/05\/22\/its-amazing-especially-the-guinness-and-the-pubs\/\">Europa League<\/a> final in Dublin, of which \u20ac248,500 was spent on accommodation that was never used, the Office of the <a href=\"https:\/\/www.irishtimes.com\/tags\/comptroller-and-auditor-general\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/comptroller-and-auditor-general\/\">Comptroller and Auditor General<\/a> (C&amp;AG) has said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">A month before the match, the force had 727 rooms booked, with a potential occupancy of 1,454 members, but the <a href=\"https:\/\/www.irishtimes.com\/tags\/garda-representative-association\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/garda-representative-association\/\">Garda Representative Association<\/a> complained shared rooms were unsatisfactory, it said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">An Garda S\u00edoch\u00e1na pointed out twin rooms which were booked as single rooms cost almost the same when the single occupancy supplement was added, the C&amp;AG report said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">When the force cancelled 246 rooms in the run-up to the special policing operation, it was charged \u20ac91,577 by six of the 11 affected hotels. It also booked an additional 59 rooms during this period.<\/p>\n<p class=\"c-paragraph paywall \">This left the force with 500 twin and 40 single-occupancy rooms, providing potential accommodation for 1,040 members per night, for three nights, the report said.<\/p>\n<p class=\"c-paragraph paywall \">However, when the manual spreadsheet allocating the rooms was examined, it was discovered that an average of 315 beds were unused each night, at a cost of \u20ac145,698.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It was also found 13 Garda members were assigned two rooms in the same hotel, and 11 were assigned two hotel rooms in two different hotels, the report said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">An audit also found there had been 145 subsistence claims for members that included claims for accommodation from those who had been allocated hotel rooms. <\/p>\n<p class=\"c-paragraph paywall \">The cost of the overlapping payments was \u20ac32,598, according to the C&amp;AG report.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The preparations for the special policing operation, code-named Operation Argillite, included arrangements for meal allowances.<\/p>\n<p class=\"c-paragraph paywall \">When the C&amp;AG examined the payments, it found a potential overpayment of \u20ac2,408 in 108 cases of claims for meal allowances where deductions should have been made in respect of meals directly provided.<\/p>\n<p class=\"c-paragraph paywall \">The total policing costs for the event, which saw more than 20,000 people travel to Dublin from abroad to see Italian club Atalanta beat German club Bayer Leverkusen 3\u20130, was \u20ac7.8 million.<\/p>\n<p class=\"c-paragraph paywall \">The largest item on the bill, which was paid by the State, was overtime payments of \u20ac4.92 million.<\/p>\n<p class=\"c-paragraph paywall \">In its conclusions on the cost of the policing operation, the C&amp;AG criticised the level of expenditure on accommodation that went unused.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe level of wastage does not represent value for money,\u201d it said.<\/p>\n<p class=\"c-paragraph paywall \">It also identified more than \u201c250 cases of potential overpayment of travel and subsistence claims totalling \u20ac35,000\u201d and said that this was likely to be an underestimate.<\/p>\n<p class=\"c-paragraph paywall \">\u201cAn Garda S\u00edoch\u00e1na has stated that internal audit will review this information and all overpayments substantiated will be recouped,\u201d the report said.<\/p>\n<p class=\"c-paragraph paywall \">Among the weaknesses identified by the C&amp;AG was the use of a manual process when allocating hotel rooms during the 2024 operation.<\/p>\n<p class=\"c-paragraph paywall \">\u201cAn Garda S\u00edoch\u00e1na will investigate the use of a more sophisticated method for the allocation of accommodation, to reduce the
