{"id":95637,"date":"2025-09-30T22:35:10","date_gmt":"2025-09-30T22:35:10","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/95637\/"},"modified":"2025-09-30T22:35:10","modified_gmt":"2025-09-30T22:35:10","slug":"budget-2026-to-include-support-for-holiday-locations-such-as-west-cork-and-kerry-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/95637\/","title":{"rendered":"Budget 2026 to include support for holiday locations such as west Cork and Kerry \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\"><a href=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\">Taoiseach Miche\u00e1l Martin <\/a>has signalled a focus in the budget on rural Ireland and seasonal businesses in terms of the Government\u2019s commitment to a 9 per cent VAT rate in the hospitality sector.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He told <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/04\/29\/independent-ireland-open-to-nominating-presidential-candidate\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/04\/29\/independent-ireland-open-to-nominating-presidential-candidate\/\">Independent Ireland leader Michael Collins <\/a>in the D\u00e1il that \u201cyour representations are heard\u201d as the Cork South-West TD appealed for the VAT rate to be cut from 13.5 per cent to 9 per cent for the hospitality sector.<\/p>\n<p class=\"c-paragraph paywall \">His comments follow calls for a more focused set of policy actions if the Government wants to help the industry.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The Taoiseach also said there would be \u201cmeasures in respect of carers\u201d as <a href=\"https:\/\/www.irishtimes.com\/tags\/holly-cairns\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/holly-cairns\/\">Social Democrats leader Holly Cairns <\/a>appealed for the Government to bring an end to means testing for carers. <\/p>\n<p class=\"c-paragraph paywall \">The Taoiseach if they increased funding for one category \u201cby definition other categories may not get a similar increase or may not get an increase at all\u201d.<\/p>\n<p class=\"c-paragraph paywall \">They had to balance this and that was why ending means-testing for carers would be done incrementally.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The issues were raised in the run-up to <a href=\"https:\/\/www.irishtimes.com\/budget\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/budget\/\">Budget 2026, <\/a>which takes place in the D\u00e1il next Tuesday.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1751385259703-344bb236-da7b-40da-8b68-b022c6126080.jpeg\"\/>Presidential debate: who came out on top and who struggled? <\/p>\n<p class=\"c-paragraph paywall \">Independent Ireland has repeatedly called for a VAT reduction from 13.5 per cent to 9 per cent for the hospitality sector, citing the 600 cafes and restaurants shut down last year. <\/p>\n<p class=\"c-paragraph paywall \">Mr Collins said \u201cthe VAT rate has to drop or the doors will shut\u201d. <\/p>\n<p class=\"c-paragraph paywall \">He said the crisis the sector is in is so bad that a VAT rate drop \u201cwill not go to customers as a reduction. It will just help to pay bills, such as energy bills, that have spiralled out of control.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The issue \u201ccannot be kicked down the road any longer. We cannot allow these small, but effective businesses &#8230; just to shut their doors.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The Taoiseach responded: \u201cI do recognise this is a very important issue.\u201d<\/p>\n<p class=\"c-paragraph paywall \">He added: \u201cPeople do need a break in terms of viability and that is where we are focused.<\/p>\n<p class=\"c-paragraph paywall \">\u201cYou could have a crowded restaurant, but the margins might not be great when it comes to the owner\u2019s bottom line. A lot of hard work goes into this industry and maybe the yield has not been what the hard work would deserve.\u201d <\/p>\n<p class=\"c-paragraph paywall \">He said he had been \u201chounded\u201d by his own party TDs from \u201call the counties where hospitality is particularly strong in the summer period\u201d on the issue of VAT.<\/p>\n<p class=\"c-paragraph paywall \">He said the difficulties apply to urban and rural Ireland. But \u201cthere is no doubt there are certain counties, particularly given the seasonal nature of rural Ireland and holiday areas such as west Cork, Kerry and the west of Ireland, where it is a significant issue\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">On the <a href=\"https:\/\/www.irishtimes.com\/tags\/carer-s-allowance\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/carer-s-allowance\/\">carer\u2019s allowance<\/a>, Ms Cairns said removing the means test would cost \u20ac375 million a year. \u201cThe Government could more than pay for that by tripling the bank levy, which would raise \u20ac400 million.\u201d <\/p>\n<p class=\"c-paragraph paywall \">The Taoiseach said that the Department of Social Protection estimated the cost at \u20ac600 million. About 100,000 people receive the carer\u2019s allowance and expenditure has gone from about \u20ac611 million to \u20ac1.24 billion, he added.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe Government proposes to phase in the removal of the means test.
