{"id":96378,"date":"2025-10-01T07:03:10","date_gmt":"2025-10-01T07:03:10","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/96378\/"},"modified":"2025-10-01T07:03:10","modified_gmt":"2025-10-01T07:03:10","slug":"property-giants-plan-for-new-apartment-complex-at-holy-cross-drumcondra-site-stalled-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/96378\/","title":{"rendered":"Property giant\u2019s plan for new apartment complex at Holy Cross Drumcondra site stalled \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">Plans by the Irish arm of property giant <a href=\"https:\/\/www.irishtimes.com\/tags\/hines\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hines\/\">Hines<\/a> to build a \u20ac646 million large-scale apartment development on the grounds of the former Holy Cross College in Drumcondra, north <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\">Dublin<\/a>, have been stalled.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\"><a href=\"https:\/\/www.irishtimes.com\/tags\/an-coimisiun-pleanala\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/an-coimisiun-pleanala\/\">An Coimisi\u00fan Plean\u00e1la<\/a> (ACP) has confirmed it received one third-party appeal against the decision by <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\">Dublin City Council<\/a> (DCC) to give the <a href=\"https:\/\/www.irishtimes.com\/business\/2025\/09\/02\/hines-gets-green-light-for-1131-apartments-at-drumcondra-site\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/2025\/09\/02\/hines-gets-green-light-for-1131-apartments-at-drumcondra-site\/\">green light to the development<\/a>. It would involve the construction of a 1,131-unit scheme, including a 13-storey apartment block, at the site of Holy Cross College, Clonliffe Road in Drumcondra. CWTC Multi Family ICAV, a partner fund of Hines, had sought and been granted DCC permission.<\/p>\n<p class=\"c-paragraph paywall \">The 1,131 apartments are to comprise 268 studios, 282 one-bed apartments, 392 two-bed apartments, 132 three-bed units and 57 four-bed units.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The appeal has been lodged by Ciaran Lynam and Anne Loughlin of Drumcondra Park, Drumcondra.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The bulk of the joint appeal submission, when the case was before DCC, concerned the lack of information provided by the applicants in relation to their obligations to provide social housing under Part V of the Planning &amp; Development Act.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">They pointed to what they saw as omissions in the council planning file on the applicant\u2019s Part V obligations. They asked that \u201cthis information is requested by way of a \u2018Further Information\u2019 request, before the application is considered further\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">DCC does not make costings concerning applicants\u2019 Part V agreements publicly available on its planning applications. However, this information is available at the applicant\u2019s dedicated website for the proposed apartment scheme.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Mr Lynam and Ms Loughlin said that the Part V units identified by the applicant within Blocks A2 and A3 are \u201clocated in the most congested area of the development, with limited open space, within the northern corner of the subject site\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">In the planning documentation lodged with the application, Hines put an indicative price tag of \u20ac64.57 million on 113 apartments and studios it is planning to sell for social housing to DCC.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Indicative prices range from \u20ac717,843 for the two-bed  units, \u20ac569,892 for one-bedroom units and \u20ac360,266 for studios.<\/p>\n<p class=\"c-paragraph paywall \">The council planning report recommending that planning permission be granted strongly endorsed the scheme.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The planning report  said \u201cthe site provides a significant opportunity to provide high-quality residential development at a sustainable density within walking distance of a key urban village in the city\u201d.
