{"id":98199,"date":"2025-10-02T02:26:09","date_gmt":"2025-10-02T02:26:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/98199\/"},"modified":"2025-10-02T02:26:09","modified_gmt":"2025-10-02T02:26:09","slug":"the-four-potentially-tricky-elements-in-gaza-ceasefire-plan-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/98199\/","title":{"rendered":"The four potentially tricky elements in Gaza ceasefire plan \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">The world is still waiting for the <a href=\"https:\/\/www.irishtimes.com\/tags\/hamas\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hamas\/\">Hamas<\/a> response to the <a href=\"https:\/\/www.irishtimes.com\/tags\/gaza-strip\/#:~:text=Israeli%20strikes%20kill%20at%20least%2019%20people%2C%20including,also%20say%20boat%20communications%20%E2%80%98jammed%E2%80%99%20with%20Abba%20songs\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/gaza-strip\/#:~:text=Israeli%20strikes%20kill%20at%20least%2019%20people%2C%20including,also%20say%20boat%20communications%20%E2%80%98jammed%E2%80%99%20with%20Abba%20songs\">Gaza<\/a> ceasefire plan, outlined by US president <a href=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\">Donald Trump<\/a> at a White House press conference on Monday night.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The 20-point document, drawn up after intensive contacts with <a href=\"https:\/\/www.irishtimes.com\/tags\/israel-hamas-conflict\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/israel-hamas-conflict\/\">Israel <\/a>officials and Arab mediators, is purposely vague, allowing the different parties to interpret the clauses in a manner acceptable to their own domestic constituencies. <\/p>\n<p class=\"c-paragraph paywall \">But the policy of deliberate ambiguity could create pitfalls moving forward, assuming that Hamas eventually agrees to the framework. Here are some of the potentially problematic clauses.<\/p>\n<p>1. Hostages<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The plan says that \u201cwithin 72 hours of <a href=\"https:\/\/www.irishtimes.com\/tags\/israel\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/israel\/\">Israel<\/a> publicly accepting this agreement, all hostages, alive and deceased, will be returned\u201d.<\/p>\n<p class=\"c-paragraph paywall \">But what will happen if some of the 20 hostages believed to be alive (among the total of 48 hostages) are no longer alive? What will happen if Hamas claims it cannot locate all the bodies of the deceased hostages due to the destruction caused by Israeli attacks? Last week Hamas stated that it had lost contact with two of the hostages being held in Gaza City. The release of the hostages is Israel\u2019s top priority and anything but a full implementation of this clause could potentially derail the entire process.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Familiy members of Israeli soldiers serving in Gaza, attending a protest in Tel Aviv, Israel, earlier this week. Prisoner releases<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The plan states that \u201conce all hostages are released, Israel will release 250 life-sentence prisoners plus 1,700 Gazans who were detained after October 7th, 2023, including all women and children detained\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The return of Palestinian prisoners is of critical importance to Hamas. Although the numbers are specified in the agreement, disagreements over the identities of the prisoners to be released are inevitable. Hamas will seek the release of veteran, well-known militants who are regarded as heroes on the Palestinian street. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Israel will try to keep to a minimum those who participated in attacks that resulted in mass civilian fatalities or particularly gruesome incidents- still a raw nerve in Israel, years after the event. Hamas will insist that Nukhba militants from its military wing be among the Gazans to be released. Israel will resist freeing militants who participated in the October 7th attack. Who will decide on the names of the Palestinians to be released? What happens if the two sides cannot reach an agreement?<\/p>\n<p>3. \u2018Terror-free areas\u2019<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The plans says the <a href=\"https:\/\/www.irishtimes.com\/tags\/israel-defence-forces\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/israel-defence-forces\/\">Israel Defense Forces<\/a> (IDF) will progressively hand over the Gaza territory it occupies to an \u201cInternational Stabilisation Force\u201d in \u201cterror-free areas\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Who will determine if an area is \u201cterror-free\u201d? Who will make up the ISF force, when will it be deployed in Gaza, and what will be the relationship between its deployment and the disarmament of Hamas? What will happen if Israel receives intelligence information that Hamas is constructing new tunnels or bomb-making workshops in areas transferred to ISF control and the new force fails to act to thwart such activity?<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"More than 65,600 Palestinians have been killed in the Gaza Strip since October 2023, according to the Palestinian ministry of health. Palestinian statehood<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The plan refers to providing a \u201ccredible pathway to Palestinian self-determination and statehood\u201d, subject to reforms being \u201cfaithfully\u201d implemented by the <a href=\"https:\/\/www.irishtimes.com\/tags\/palestinian-authority\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/palestinian-authority\/\">Palestinian Authority<\/a> (PA).<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The words \u201cpathway\u201d and \u201cstatehood\u201d were carefully chosen so that Binyamin Netanyahu could deny he agreed to the creation of a Palestinian state. But what does pathway and statehood actually mean? And who will determine whether the PA reforms \u201cfaithfully\u201d? <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">If reforms take place, will they be enough to warrant a role for the PA in Gaza\u2019s postwar governance?
