Excelerate notes that jetty reinforcement and fixed terminal infrastructure construction have experienced temporary setbacks because of the Middle East conflict. Consequently, the terminal is no longer projected to begin operations in the third quarter of 2026 as earlier indicated; instead, the startup is now foreseen in 2027. The enduring fundamentals underpinning the venture are described as unchanged, fueled by persistent electricity deficits and constrained domestic gas processing capabilities in Iraq. Present circumstances are thought to underscore the nation’s requirement for dependable and expandable LNG import infrastructure, and building activities will recommence when conditions permit.

Excelerate emphasizes that its terminal services operations performed as anticipated during the first three months of 2026, backed by long-term, premium contracts. The Explorer and Express FSRUs stayed fully functional in the UAE, with crews secure and assets running dependably to assist Dubai, Abu Dhabi, and the wider area as part of the country’s energy security framework. After receiving a force majeure notification in March 2026 from QatarEnergy related to its long-term LNG supply agreement due to the Middle East conflict, the U.S. company sent a matching notice to Petrobangla under its own long-term supply deal. Excelerate stressed that the arrangements are structured on a back-to-back basis, with delivery duties aligned to supply commitments and safeguarded by contractual force majeure provisions.
