Shahar Feinstein Gavriel didn’t actually know what lay in store for him. So on one of the last Saturdays of summer vacation, he decided to visit the neighborhood in which he was planning to create a new primary school. Setting out from home in Be’er Yaakov, a small city near Rishon Letzion, he, his wife and their young son wandered through the Shapira neighborhood in south Tel Aviv.
