The North Lebanon Township Board of Supervisors unanimously approved five dates for 2027 budget meetings at its monthly meeting Monday.
The board will meet at the following dates and times to develop next year’s budget:
Sept. 29, 2 p.m.
Oct. 6, 5:30 p.m. (fire chiefs)
Oct. 14, 2 p.m.
Oct. 21, 2 p.m.
Oct. 28, 2 p.m.
During budget discussions, municipalities balance expected expenses against revenues, and plan projects like annual roadwork (which is paid for in part using state liquid fuel funding).
The 2026 budget, which did not include a tax increase from 2025, sets tax rates at 1.59 mills for the general purpose tax, .42 mills for fire protection, .5% for earned income tax, $52 per person for the local services tax, and a streetlight tax of 51 cents per foot for properties within 250 feet of a streetlight. It also includes a $132,000 surplus. The largest expense is police at 46%, followed by public works at 15% and administrative costs at 10%.
In other developments, the board unanimously approved a stormwater management site plan for Zimmerman Mulch, as well as an improvements guarantee, financial security, and an O&M agreement.
The plan includes management for an already-constructed building that had received a stormwater exemption due to plans to turn part of a driveway into grass. However, once construction started, developers realized this was not feasible and developed a plan to bring stormwater from the building’s roof into a stormwater system.
The board also approved time extensions for the following developments (active plans shown on the township’s website):
Manna Foods stormwater-only plan until Nov. 22.
Whispering Pines subdivision and land development plan until Dec. 4.
Stanley Martin subdivision plan until Nov. 17.
Supervisors also unanimously approved the release of financial security for the following plans:
Texas Eastern Transmission, remaining funds of $2,607.
Auto Suds West, remaining funds of $2,965.44.
Matrice LLC (Starbucks), remaining funds of $1,238.61.
Schulte lot addition, remaining funds of $387.50.
In other news, the board:
Unanimously accepted a $5,000 donation from the Northern Lebanon Rotary Club and authorized the purchase of two metal signs at Lions Lake for $6,041.55, agreeing to cover the remaining $1,041.55.
Unanimously ratified the sale of a 2016 Ford pickup truck on MuniciBid for $15,200. The truck was shared between North Lebanon and South Lebanon townships, originally purchased for $28,364 split between the townships, so North Lebanon received $7,600 for the sale.
Unanimously approved the release of $30,000 to Glenn Lebanon Fire Company from the Fire Company Capital Reserve Fund for an annual payment to Kansas State Bank.
Unanimously agreed to authorize the fire police to assist with traffic control at the Family Karate Trunk or Treat event Oct. 16 from 5 to 8:30 p.m.
Unanimously agreed to allow parking on Hanford Drive Sept. 5 and Oct. 31 from 6 a.m. to 2:30 p.m. for Lebanon Valley College track meets.
Unanimously approved a drop-off receptacle site license renewal for the Lebanon Valley Mall.
Heard resident concerns about e-bike usage and safety.
Heard a warning from the Lebanon County Regional Police Department about continued car break-ins, particularly of cars left unlocked.
Heard reports and approved minutes and payroll.
North Lebanon Township meets the third Monday of each month at 7 p.m. These meetings are open to the public and do not require prior registration.
