Israel’s Program 720, which aims to incorporate artificial intelligence into the education system, will be powered by key players in the AI world, such as Microsoft, Google, and Amazon, The Jerusalem Post learned, with the Education Ministry saying on Monday that these companies must comply with the highest security and privacy regulations.

“This process includes extensive reviews and compliance requirements covering information security, privacy protection, accessibility, and other regulatory obligations established by the ministry,” Deputy Director-General and Head of the Innovation and Technology Administration at the Education Ministry, Meirav Zerbib, told the Post.

While privacy protection regulations are established by the government, one key requirement from the National AI Regulatory Sandbox initiative, which is a key aspect of the project, is that all the companies involved in this project need to offer “scalable, adaptive personalized learning capabilities,” and not a solution that only offers an isolated function.

In other words, the project aims to be as personalizable as possible, with the objective of offering a unique learning experience to every Israeli student without compromising the national curricula and their learning experience.

“For the coming school year, the Program 720 includes schools from across Israel, from the north to the south, and represents the diversity of the education system, including Arab, Bedouin, Haredi, Religious Zionist, and general education schools,” Zerbib added.

Israel’s unique regulatory sandbox

The Post learned that the program’s main selling point is this “regulatory sandbox,” which allows for innovation and rapid iteration while maintaining safety and minimizing disruption to students or curricula.

While other countries like Germany have made slower progress because of heavier regulatory systems, Israel is using this agile framework to scale the project effectively.

The program had a pilot test during the 2025 school year with 28 schools and will expand to 180 schools in the next phase, with 300 interested in using it going foward.

The program moves from traditional AI solutions that focus on single situations to a wide solution that optimizes the learning experience of every student involved.

As the Post understands, the program will also change the role of teachers from only focusing on the materials to guiding every student and searching for the best academic path that they can follow given their strengths and weaknesses.

Both central, agentic AI used together

The models powering the system will work both in an agentic way, focusing on simple tasks in the day-to-day tasks, and in a central way, gathering data and creating a long-term plan for every student.

The AI agents used focus on monitoring progress, taking attendance, and updating all of the students’ goals, while the system is able to adjust content, pace, and direction in real time.

The platform also works closely with people from every sector to offer personalized options that adapt to the requirements established by each community.

“The platform will be available in both Hebrew and Arabic, and in the 2026- 2027 school year we will continue our work to better understand the unique needs of each population,”  Zerbib told the Post. “These insights will enable us to continuously refine the platform and expand culturally and pedagogically appropriate support as the program grows.”

Top-of-the-line software, hardware

“The platforms participating in the program are developed as cloud-based web applications. This architecture was chosen to support high standards of information security, system maintenance, reliability, and the ability to continuously improve and update the products,” said Zerbib.

She also explained that, in the event of connection issues or hardware failure, the platform allows for limited work locally, meaning that it’s not dependent on the cloud settings. “As a result, even in the event of a temporary connectivity issue, teaching and learning can continue,” she said.

Nevertheless, she also pointed out that access to the platform’s digital capabilities may be limited until connectivity is restored, even if the system doesn’t depend on these functions.
