{"id":107692,"date":"2026-05-11T04:11:08","date_gmt":"2026-05-11T04:11:08","guid":{"rendered":"https:\/\/www.europesays.com\/iran\/107692\/"},"modified":"2026-05-11T04:11:08","modified_gmt":"2026-05-11T04:11:08","slug":"asean-leaders-call-for-middle-east-calm-reopening-of-strait-of-hormuz-the-diplomat","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/iran\/107692\/","title":{"rendered":"ASEAN Leaders Call For Middle East Calm, Reopening of Strait of Hormuz \u2013 The Diplomat"},"content":{"rendered":"<p>Southeast Asian leaders have called for an immediate cessation of conflict in the Middle East and reopening of the Strait of Hormuz, as well as the ratification of a joint oil-sharing pact within the 11-nation ASEAN bloc.<\/p>\n<p>In a <a href=\"https:\/\/asean.org\/asean-leaders-statement-on-the-response-to-the-middle-east-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">statement<\/a> issued on Friday, at the close of the 48th ASEAN Summit in Cebu, the region\u2019s leaders \u201cexpressed serious concern over the rapidly evolving situation in the Middle East\u201d and its impacts on \u201cregional and global peace and stability.\u201d<\/p>\n<p>\u201cWe urged all parties involved to maintain conducive conditions for the full and effective implementation of the ceasefire, by exercising utmost restraint, ceasing all hostilities, and avoiding any acts that may aggravate the situation,\u201d it stated.<\/p>\n<p>The bloc\u2019s statement also affirmed \u201cthe importance of maintaining maritime safety and security\u201d and freedom of navigation, and \u201ccalled for the restoration of the safe, unimpeded, and continuous transit passage of vessels and aircraft in the Strait of Hormuz.\u201d<\/p>\n<p>The closure of the Strait has led to a <a href=\"https:\/\/www.economist.com\/finance-and-economics\/2026\/03\/03\/the-nightmare-iran-energy-scenario-is-becoming-reality\" rel=\"nofollow noopener\" target=\"_blank\">sudden spike<\/a> in the price of oil and gas from the Middle East. This has had particularly serious impacts in Asia, which sources around 60 percent of its crude oil imports from the Gulf. Most Southeast Asian nations are now facing a significant rise in fuel and energy costs that is likely to force up the prices of food and other essential goods.<\/p>\n<p>ASEAN\u2019s leaders discussed the economic ramifications of the conflict, stressing \u201cthe need to preserve the unimpeded flow of energy and essential goods, including food, agricultural inputs, pharmaceutical products, and transport fuels.\u201d<\/p>\n<p>They also pledged to coordinate more closely to safeguard the region\u2019s energy and food security. This included \u201cthe expeditious completion of national processes towards ratification of the ASEAN Framework Agreement on Petroleum Security (APSA) to ensure its earliest possible entry into force.\u201d The APSA is a voluntary, commercial-based framework that would enable \u201ccoordinated emergency fuel sharing and collective responses to \u200bsupply disruption,\u201d Philippine Trade Secretary Cristina Roque \u200b<a href=\"https:\/\/www.reuters.com\/business\/energy\/asean-ratify-petroleum-security-deal-philippine-minister-says-2026-04-30\/\" rel=\"nofollow noopener\" target=\"_blank\">said last month<\/a>.<\/p>\n<p>The Philippines, as this year\u2019s chair of ASEAN, has been particularly active in pushing the APSA. The country also has a strong incentive of its own to conclude the agreement. In late March, President Ferdinand Marcos Jr. <a href=\"https:\/\/thediplomat.com\/2026\/03\/what-the-energy-emergency-means-for-philippine-politics\/\" rel=\"nofollow noopener\" target=\"_blank\">declared<\/a> a \u201cnational energy emergency,\u201d citing the \u201cimminent danger\u201d posed by the disruption in oil supplies from the Middle East, and the country has seen the <a href=\"https:\/\/thediplomat.com\/2026\/03\/philippines-approves-shift-to-dirtier-fuels-as-oil-supply-crisis-bites\/\" rel=\"nofollow noopener\" target=\"_blank\">sharpest rise<\/a> in the price of petrol and diesel of any nation in ASEAN.<\/p>\n<p>ASEAN member states have varying degrees of exposure to the Hormuz oil supply shock, but have so far <a href=\"https:\/\/thediplomat.com\/2026\/03\/southeast-asia-reels-from-middle-east-oil-supply-shortages\/\" rel=\"nofollow noopener\" target=\"_blank\">taken a number of steps<\/a> to counter its impact, including measures for \u200bconserving energy, absorbing supply shocks, and\/or depressing demand for petrol and other fuels.<\/p>\n<p>Speaking to reporters on Friday, Marcos <a href=\"https:\/\/www.reuters.com\/world\/china\/southeast-asian-leaders-seek-strategy-ease-impacts-iran-war-2026-05-08\/\" rel=\"nofollow noopener\" target=\"_blank\">expressed optimism<\/a> that member states would soon ratify the APSA, but that the exact mechanisms of the agreement still needed to be worked out.<\/p>\n<p>\u201cWe\u2019re \u200btrying to examine everything we can do,\u201d he said. \u201cHow is the sharing? Who gets \u200bwhat? How do you pay for it? Do you pay for it? Is it an exchange? \u2026 We haven\u2019t done it before. And what do \u2060we do about the others who are also in need? Who comes first? Those are the questions that still need to be decided.\u201d<\/p>\n<p>Aside from the APSA, yesterday\u2019s statement did not advance much beyond the <a href=\"https:\/\/thediplomat.com\/2026\/03\/asean-calls-for-self-restraint-return-to-diplomacy-as-iran-war-intensifies\/\" rel=\"nofollow noopener\" target=\"_blank\">previous<\/a> <a href=\"https:\/\/thediplomat.com\/2026\/03\/asean-again-calls-for-halt-to-iran-war-citing-possible-sustained-economic-challenges\/\" rel=\"nofollow noopener\" target=\"_blank\">statements<\/a> issued by ASEAN, expressing concerns about the Iran conflict and calling for greater regional coordination in response.<\/p>\n<p>While the bloc\u2019s economic ministers on Thursday <a href=\"https:\/\/thediplomat.com\/2026\/05\/as-summit-gets-underway-asean-calls-for-joint-response-to-iran-war-fallout\/\" rel=\"nofollow noopener\" target=\"_blank\">said that<\/a> they had identified \u201cpractical, concrete response measures on strengthening energy security, safeguarding food security, and coordinating humanitarian responses.\u201d But as Reuters <a href=\"https:\/\/www.reuters.com\/world\/china\/southeast-asian-leaders-seek-strategy-ease-impacts-iran-war-2026-05-08\/\" rel=\"nofollow noopener\" target=\"_blank\">noted<\/a>, these proposals \u201clacked specific details and it was unclear what, if any, action might be taken.\u201d<\/p>\n<p>To be sure, coordinating energy supply measures among 11 nations of varying degrees of economic development and dependence on energy imports will not be easy \u2013 especially when nations feel pressure to deal with the issue on their own.
