{"id":114580,"date":"2026-05-15T01:57:30","date_gmt":"2026-05-15T01:57:30","guid":{"rendered":"https:\/\/www.europesays.com\/iran\/114580\/"},"modified":"2026-05-15T01:57:30","modified_gmt":"2026-05-15T01:57:30","slug":"beirut-accuses-tehran-of-violating-vienna-convention-in-complaint-to-un","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/iran\/114580\/","title":{"rendered":"Beirut accuses Tehran of violating Vienna Convention in complaint to UN"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">The founder and president of the Alma Research and Education Center warned that the UN&#8217;s \u201ccapability to enforce anything is very, very low\u201d and Iran\u2019s allies will likely \u201cget into the picture\u201d there.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Beirut penned a letter to the <a href=\"https:\/\/www.jpost.com\/international\/article-896122\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:United Nations;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;United Nations&quot;}\" class=\"link \">United Nations<\/a> in late April, complaining that Tehran had violated diplomatic protocol and was conducting unauthorized activities on Lebanese territory, according to a copy of the letter released by Arab and Lebanese media on Wednesday and authenticated by a statement later issued by the Lebanese foreign ministry.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In a statement to local media, the foreign ministry said the letter was not a formal complaint but a response to letters <a href=\"https:\/\/www.yahoo.com\/news\/articles\/chinese-companies-planning-clandestine-arms-025340064.html\" data-ylk=\"elm:link;elmt:article_link;slk:Tehran;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Tehran&quot;}\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">Tehran<\/a> sent to the Security Council, according to the Lebanese media site L\u2019Orient Today.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the letter, dated April 21, 2026, Beirut accused Tehran of violating the 1961 <a href=\"https:\/\/www.jpost.com\/travel\/article-895962\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:Vienna;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Vienna&quot;}\" class=\"link \">Vienna<\/a> Convention on Diplomatic Relations and interfering in Lebanon\u2019s sovereign decision-making, including by refusing to recall former diplomats no longer welcome in the country.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Tehran refused to recall its ambassador to Lebanon after <a href=\"https:\/\/www.yahoo.com\/news\/articles\/hezbollah-planning-occupy-beirut-pressure-004038263.html\" data-ylk=\"elm:link;elmt:article_link;slk:Beirut;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Beirut&quot;}\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">Beirut<\/a> declared Mohammad Reza Shibani persona non grata.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Under Article 9 of the Vienna Convention, \u201cThe receiving State may at any time and without having to explain its decision, notify the sending State that the head of the mission or any member of the diplomatic staff of the mission is persona non grata or that any other member of the staff of the mission is not acceptable. Sarit Zehavi, the founder and president of the Alma Research and Education Center, told The Jerusalem Post that she was unsure if the letter was a sign that Beirut is ready to confront Iran\u2019s influence in the country, but said she thought it was likely an indicator Lebanon was \u201cafraid\u201d of \u201cdirect confrontation\u201d if it challenged Iran.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While Beirut may be seeking help from the UN to enforce international conventions on Iran, Zehavi warned that the UN&#8217;s \u201ccapability to enforce anything is very, very low\u201d and Iran\u2019s allies will likely \u201cget into the picture\u201d there.<\/p>\n<p>IRGC accused of illegal acts against Lebanon<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The letter also accused Iran\u2019s Islamic Revolutionary Guard Corps (IRGC) of \u201cillegal acts committed in open defiance of decisions by the Lebanese government.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Tehran alleged that it informed Beirut of the presence of its officials in Beirut\u2019s Ramada Hotel, which Israel struck in March. In addition to hosting key commanders of Iran&#8217;s elite Quds Force of the Revolutionary Guards, the hotel was also holding a number of individuals displaced by the war, some of whom were injured in the attack.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The foreign ministry denied that it had coordinated the IRGC visit with the Iranian embassy and disclosed that some of those killed were not registered as diplomats, which also violates the Vienna Convention.
