This meeting occurred alongside ceasefire talks between American and Iranian diplomats in Islamabad and Doha.<\/p>\n<p>Oman has stated its desire to return to the pre-conflict situation in the Strait of Hormuz, where the International Maritime Organization-endorsed Traffic Separation Scheme (TSS) carries the force of international law. Both channels of the TSS lie entirely within Omani territorial waters, and Oman has administered the TSS as a free service for decades without tolls or pilotage fees.<\/p>\n<p>Oman took an independent stance in the peace talks between Iran and its adversaries. It did not join Circular Letter 5028, which was submitted to the International Maritime Organisation on May 20 by all <a href=\"https:\/\/app.indexbox.io\/companies\/profile\/5586660\/\" target=\"_blank\" rel=\"noopener nofollow\">Gulf Cooperation Council<\/a> states except Oman, and was fronted by the United Arab Emirates. The Circular condemned Iran for unilaterally assuming powers of sovereign governance through its Persian Gulf Strait Authority, and for attempting to divert traffic to an unsafe channel to levy fees and exert controls. The Circular specifically cited Iran&#8217;s attempt to divert the established Strait of Hormuz TSS, which lies entirely within Omani territorial waters and has been internationally recognized since 1968. Omani diplomats have declined to explain why Oman did not join the demarche.<\/p>\n<p>Oman has barely acknowledged Iranian drone attacks on its infrastructure and has not taken Iran to task for damage and casualties inflicted on port facilities and ships in Omani territorial waters. This restraint has perplexed some other GCC leaders. Government delegations have been flying between Tehran and Muscat while negotiations have taken place elsewhere, and it is inconceivable that these aircraft movements were not notified to U.S. military authorities in advance.<\/p>\n<p>The most likely explanation for Oman&#8217;s apparently incongruous position is that it seeks to distance itself from Iran&#8217;s adversaries to maintain better influence with Iran bilaterally. Oman prides itself on diplomatic links with Iran built over decades of interaction. This political capital is probably the most useful contribution Oman can make to solving the crisis, but it is only valuable if deployed discreetly.<\/p>\n<p>In this scenario, Oman uses its influence to persuade Iran to moderate its position over the Strait of Hormuz, and Iran then reflects that new positioning when it next meets American negotiators. Signing up to IMO Circular Letter 5028 would have weakened Oman&#8217;s ability to reason with Iran in the talks on May 24 and would run contrary to the Omani Foreign Minister&#8217;s long-followed diplomatic approach of talking to anyone for the good of everyone. As negotiations between Iran and the United States continue, it is expected that Oman will sit close to Iran, acting as a friend while discreetly persuading Iran to take conciliatory steps toward ending the war, without claiming credit and probably earning some disfavor for doing so.<\/p>\n<p>\t\t1.
