This was followed by several of Iraq&#8217;s<br \/>\nmost powerful Iran-aligned armed factions announcing steps toward disengagement<br \/>\nfrom the Popular Mobilization Forces (PMF) and transferring their weapons and<br \/>\npersonnel to state authority.<\/p>\n<p>Consolidating<br \/>\nweapons under exclusive state authority is the first pillar of al-Zaidi&#8217;s<br \/>\ngovernment <a href=\"https:\/\/www.shafaq.com\/en\/Report\/Ali-Al-Zaidi-sworn-in-as-Iraq-s-prime-minister-with-a-program-already-failed\" target=\"_blank\" rel=\"nofollow noopener\">program<\/a>, a commitment that, in most countries, would be procedural,<br \/>\nbut in Iraq represents the central unresolved dilemma of the post-2003<br \/>\npolitical order. The program does not dissolve the PMF. It commits to enhancing<br \/>\nthe force&#8217;s combat capabilities while formally defining its responsibilities<br \/>\nwithin the military structure according to law. <\/p>\n<p>The PMF is a<br \/>\nstate-sanctioned paramilitary umbrella formally incorporated into Iraq&#8217;s<br \/>\nsecurity apparatus following the mobilization against ISIS after 2014. Many of<br \/>\nits constituent factions have simultaneously operated under the banner of the<br \/>\nIslamic Resistance in Iraq, maintaining independent command structures, funding<br \/>\nchannels, and a declared alignment with Iran&#8217;s regional network.<\/p>\n<p>Factions In,<br \/>\nFactions Out<\/p>\n<p>Two of the most<br \/>\nconsequential announcements came from <a href=\"https:\/\/shafaq.com\/en\/Iraq\/Asaib-Ahl-al-Haq-moves-to-sever-ties-with-PMF-orders-weapons-handed-to-state\" target=\"_blank\" rel=\"nofollow noopener\">Asaib<\/a> Ahl al-Haq (AAH) and Kataib <a href=\"https:\/\/shafaq.com\/en\/Iraq\/Kataib-al-Imam-Ali-armed-faction-Ali-moves-to-sever-PMF-ties\" target=\"_blank\" rel=\"nofollow noopener\">al-Imam Ali<\/a>, both Iran-aligned armed groups that operate brigades inside the PMF while<br \/>\nretaining independent organizational identities.<\/p>\n<p>AAH announced<br \/>\nthe formation of an internal central committee to implement its disengagement<br \/>\nfrom PMF structures and the transfer of its weapons, personnel, and equipment<br \/>\nto the state authority. The group said the decision was taken in alignment with<br \/>\nthe call of the supreme religious authority, Ayatollah Ali al-Sistani, in<br \/>\nresponse to the national position of the Coordination Framework, and in<br \/>\naffirmation of a declaration made by AAH Secretary-General Qais al-Khazali on<br \/>\nDecember 13, 2017, calling for the severance of armed faction ties with the PMF<br \/>\nand the consolidation of weapons under the state. AAH currently operates<br \/>\nBrigades 41, 42, and 43 within the PMF.<\/p>\n<p>Kataib Imam Ali<br \/>\nsimilarly announced it would sever its organizational ties with the PMF and<br \/>\nbegin procedures to place weapons under state control, describing the move as<br \/>\ncompliant with the CF&#8217;s position and consistent with its national commitments.<\/p>\n<p>Ansar Allah<br \/>\nal-Awfiya and Kataib Sayyid al-Shuhada issued statements expressing support for<br \/>\nrestricting weapons to state authority but stopped short of announcing any<br \/>\nconcrete steps toward implementation.<\/p>\n<p>The catalyst<br \/>\nwas a decision by Muqtada al-Sadr, leader of the Patriotic Shiite Movement and<br \/>\none of Iraq&#8217;s most influential Shiite clerics, to <a href=\"https:\/\/www.shafaq.com\/en\/Iraq\/Muqtada-Al-Sadr-places-Saraya-Al-Salam-under-state-authority\" target=\"_blank\" rel=\"nofollow noopener\">place<\/a> Saraya al-Salam \u2014the<br \/>\narmed wing of his movement\u2014 under state control. Al-Zaidi welcomed the move<br \/>\npublicly, describing it as a step that would strengthen Iraq&#8217;s security<br \/>\ninstitutions in performing their constitutional duties, and called on other<br \/>\narmed factions to follow through.<\/p>\n<p><a href=\"https:\/\/shafaq.com\/en\/Report\/Why-Iraq-s-PMF-disarmament-is-a-different-battle-from-Lebanon-s-Hezbollah\" target=\"_blank\" rel=\"nofollow noopener\">Read more: Why Iraq\u2019s PMF disarmament is a different battle from Lebanon\u2019s Hezbollah<\/a><\/p>\n<p>The Holdouts<\/p>\n<p>Kataib<br \/>\n<a href=\"https:\/\/shafaq.com\/en\/Iraq\/Iraq-s-Kataib-Hezbollah-welcomes-state-control-of-weapons\" target=\"_blank\" rel=\"nofollow noopener\">Hezbollah<\/a> and Harakat <a href=\"https:\/\/shafaq.com\/en\/Iraq\/Iraq-s-Al-Nujaba-reiterates-opposition-to-disarmament\" target=\"_blank\" rel=\"nofollow noopener\">al-Nujaba<\/a> rejected disarmament outright, conditioning any<br \/>\ndiscussion of limiting weapons to the state on the restoration of Iraq&#8217;s full<br \/>\nsovereignty, the security of the country, and the prevention of foreign<br \/>\ninterference. Ashab al-Kahf, one of Iraq&#8217;s prominent clandestine armed groups,<br \/>\nrejected any political calls for factions to surrender their weapons,<br \/>\ndismissing arguments invoking the supreme Shia religious authority in support<br \/>\nof disarmament as false.<\/p>\n<p>Kataib Sayyid<br \/>\nal-Shuhada took a more qualified position. Its spokesperson, Kazem al-Fartousi,<br \/>\ntold Shafaq News the group supports al-Zaidi in managing the state and<br \/>\nmaintaining stability but opposes disarmament at the current stage, arguing<br \/>\nthat the faction&#8217;s weapons are tied to ongoing threats facing Iraq rather than<br \/>\nbeing personal arms.<\/p>\n<p>The<br \/>\nGovernment&#8217;s Framework<\/p>\n<p>The CF and<br \/>\nal-Zaidi agreed in May to establish a committee tasked with overseeing the<br \/>\n<a href=\"https:\/\/shafaq.com\/en\/Iraq\/Faction-disarmament-dispute-stalls-Iraq-cabinet-formation\" target=\"_blank\" rel=\"nofollow noopener\">disarmament<\/a> of armed factions. A government source told Shafaq News that some<br \/>\npolitical forces and armed groups had shown greater flexibility regarding<br \/>\nefforts to place all weapons under state control, adding that any handover<br \/>\nprocess would be implemented according to a specific timetable.<\/p>\n<p>Another source<br \/>\nsaid that al-Zaidi separately proposed a plan to the United States that would<br \/>\nlink the expansion of US-led service and investment projects in Iraq to efforts<br \/>\nto restrict weapons to state control and facilitate the disarmament of armed<br \/>\nfactions, a political source told Shafaq News.<\/p>\n<p>On the<br \/>\nfinancial side, Iraq&#8217;s government plans to seek the release of <a href=\"https:\/\/shafaq.com\/en\/Iraq\/PMF-restructuring-plan-prompts-Iraq-request-for-frozen-funds\" target=\"_blank\" rel=\"nofollow noopener\">frozen<\/a> state<br \/>\nfunds held in the <a href=\"https:\/\/shafaq.com\/en\/Iraq\/Washington-rejects-Iraqi-PM-s-condition-on-disarming-factions\" target=\"_blank\" rel=\"nofollow noopener\">United States<\/a> and several European countries to finance the<br \/>\nintegration of more than 800,000 armed faction members into the PMF and other<br \/>\nsecurity institutions, another source told Shafaq News.<\/p>\n<p>Political<br \/>\nforces within the CF have also asked international mediators to provide<br \/>\nconcrete guarantees that armed factions will not be targeted during efforts to<br \/>\ndissolve them and integrate their members into state security institutions. The<br \/>\nproposed guarantees include assurances that the factions will not be attacked or<br \/>\ntargeted during the process, and that the dissolution and integration steps<br \/>\nwill not be tied to a fixed timeline, as the initiative is intended to remain<br \/>\nan internal Iraqi process.<\/p>\n<p><a href=\"https:\/\/www.shafaq.com\/en\/Report\/After-Al-Sadr-s-Saraya-al-Salam-decision-is-Iraq-closer-to-restricting-weapons-to-the-state\" target=\"_blank\" rel=\"nofollow noopener\">Read more: After Al-Sadr\u2019s Saraya al-Salam decision, is Iraq closer to restricting weapons to the state?<\/a><\/p>\n<p>Us Pressure And<br \/>\nThe September Deadline<\/p>\n<p>Washington has<br \/>\napplied sustained pressure on Baghdad to bring all weapons under state<br \/>\nauthority. The US State Department dismissed a prior Iraqi attempt to link<br \/>\ndisarmament to the future of the US-led Global Coalition in Iraq, urging<br \/>\nBaghdad to dismantle \u201cIran-backed militias.\u201d A Department spokesperson told<br \/>\nShafaq News earlier that these groups engage in violent and destabilizing<br \/>\nactivities in Iraq, adding that their actions drain the country&#8217;s resources and<br \/>\nact against its national interests.<\/p>\n<p>Baghdad and<br \/>\nWashington finalized an agreement last year setting a roadmap for the full<br \/>\nwithdrawal of American forces by September 2026. The approaching deadline has<br \/>\ncompressed the timeline for any settlement on the weapons file.<\/p>\n<p>Expert<br \/>\nAssessment<\/p>\n<p>Iraqi experts<br \/>\nwho spoke to Shafaq News urged caution. Legal expert Mohammad Jumaa noted that<br \/>\nIraqi law, including the Weapons Law and Penal Code, criminalizes the<br \/>\npossession or use of arms outside state authority, stressing that any weapon<br \/>\noutside the state&#8217;s structure is illegal, whether licensed without official<br \/>\npermission or entirely unlicensed. <\/p>\n<p>Strategic<br \/>\nanalyst Ahmad al-Sharifi argued that dismantling armed factions in Iraq is<br \/>\nblocked by entrenched power-sharing and the dominance of the Shiite Coordination<br \/>\nFramework, which backs the current government, saying that the government, as a<br \/>\nproduct of that framework, cannot make decisions that run counter to its<br \/>\ninterests or Iran&#8217;s preferences.<\/p>\n<p>Al-Zaidi&#8217;s<br \/>\ngovernment program frames the weapons file as non-negotiable.
