The International Maritime Organization (IMO) is preparing to oversee the phased evacuation of more than 11,000 seafarers stranded in and around the Strait of Hormuz, following the signing of a Memorandum of Understanding (MoU) between the United States and Iran<\/a> aimed at bringing an end to recent hostilities in the region.<\/p>\n

The International Maritime Organization (IMO) announced that implementation of an evacuation plan for more than 11,000 seafarers stranded in the region will now begin.<\/a> The operation is to be conducted in close coordination with Iran, Oman, other coastal states in the region, the United States, and the wider maritime industry.<\/p>\n

According to the IMO, the necessary safety assurances have been secured and navigational conditions have been thoroughly assessed to support the operation. The organization reaffirmed its commitment to safeguarding seafarers<\/a> and maintaining the uninterrupted flow of global trade.<\/p>\n

According to the full Notice to Mariners issued by Oman (NAVAREA IX):<\/p>\n

The Sultanate of Oman, recognizing its responsibilities regarding the Strait of Hormuz and the Strait\u2019s importance to the global economy, remains committed to international law and the United Nations Convention on the Law of the Sea (UNCLOS).<\/p>\n

Oman continues to support freedom of navigation through the Strait without imposing transit tolls, consistent with understandings and efforts undertaken by the United States and the Islamic Republic of Iran.<\/p>\n

As explained, due to the increased risk of collisions and other navigational hazards, vessel movements must be managed through a gradual and controlled departure process.<\/p>\n

To reduce these risks, the IMO has developed a phased transit plan that organizes vessel departures into designated groups, in full coordination with the Omani authorities.<\/p>\n

Current assessments indicate that the existing Traffic Separation Scheme (TSS) is unsafe for use at this time. Based on guidance from the IMO, vessels departing through the Strait of Hormuz may use one of two temporary routes: one located south of the existing TSS and the other north of it.
\nVessels assigned to designated transit groups will be contacted individually by parties coordinated through the IMO and provided with specific departure instructions.
\nEach vessel will be advised of its assigned transit date and schedule directly by the relevant coordinating authorities.
\nUpon receiving these instructions, vessels may proceed to the designated waiting area in international waters, located within a 3-nautical-mile radius of position 26\u00b016.17\u2019N, 055\u00b046.52\u2019E.
\nUpon arrival at the waiting area, vessels must contact the relevant coastal state responsible for their selected route to confirm that traffic conditions permit safe passage. Vessels transiting via Omani waters must also contact Radio Station A4N on VHF Channel 16 when they are within 1 nautical mile of the first designated waypoint.<\/p>\n

For the Sultanate of Oman, the routes that have been authorized for eastbound transit only are as follows:\u00a0<\/p>\n

Shipowners and Masters remain fully responsible for conducting their own voyage-specific risk assessments before departure and throughout the voyage.
\nVessels must keep their Automatic Identification System (AIS) operational while transiting. Long-Range Identification and Tracking (LRIT), where applicable, should also be used. All vessels must comply with instructions issued by coastal states via VHF radio.
\nThe IMO will provide daily reports on the number of vessels that have safely departed the region.
\nVessel traffic may be temporarily suspended when necessary for safety or security reasons, including the need to deconflict commercial traffic with naval vessel operations.<\/p>\n

The Iran-USA agreement has paved the way for the gradual reopening of maritime traffic through one of the world\u2019s most strategically important waterways, where commercial shipping operations have been severely disrupted by the conflict.<\/p>\n

In response to the breakthrough, IMO Secretary-General Arsenio Dominguez issued the following statement after the signing of the Memorandum of Understanding between the Islamic Republic of Iran and the United States:<\/p>\n

After months of hardship and distress for thousands of innocent seafarers,<\/a> and negative impact for the whole world, I welcome with deep satisfaction the peace agreement concluded between the United States and Iran, marking a decisive step towards restoring maritime security and bringing to an end the unacceptable attacks against civilian shipping.<\/p>\n
