Documents,<br \/>\nevidence, and the officials&#8217; answers to lawmakers&#8217; questions established that<br \/>\nthe incident resulted \u201cfrom negligence by the Naval Force Command and its<br \/>\nfailure to protect Iraqi fishermen inside Iraqi territorial waters.\u201d<\/p>\n<p>According to the report, Kuwaiti personnel opened fire on<br \/>\nIraqi fishermen inside Iraqi territorial waters on July 4 and detained them.<br \/>\nFisherman Najm Abdullah Khalid Al-Tamimi was <a href=\"https:\/\/www.shafaq.com\/en\/Iraq\/Kuwait-accused-of-killing-Iraqi-fisherman\" target=\"_blank\" rel=\"nofollow noopener\">killed<\/a> and a second fisherman<br \/>\nsustained a head wound.
