As reservoirs fall, aquifers collapse and rivers dry, the country is undergoing a silent but profound reshuffling of where people can live and how the state allocates survival.<\/p>\n<p>A nation in \u201cwater bankruptcy\u201d<\/p>\n<p dir=\"ltr\">The World Resources Institute classifies Iran as facing \u201cextremely high\u201d baseline water stress, using more than 80% of its renewable water each year. In 2025, a population of about 92 million consumed roughly 100 billion cubic metres (bcm) of water\u2014around 13 bcm more than naturally replenished supplies can sustain. This chronic deficit has pushed parts of Iran into what experts now call \u201cwater bankruptcy\u201d, a condition of structural overshoot where demand consistently exceeds what the environment can regenerate.<\/p>\n<p dir=\"ltr\">The UN\u2019s 2026 Global Water Bankruptcy report, co-developed with Iranian scientist Kaveh Madani, frames this not as a temporary drought but as a systemic failure of governance and planning. Over 600 dams were constructed to store seasonal flows and expand irrigated agriculture, but many now sit with low levels, trap evaporating water, or disrupt natural recharge of wetlands and aquifers. The city faced its worst water crisis in six decades, with taps going dry in some districts and desperation paving the way for deadly protests in December 2025 and January 2026.<\/p>\n<p dir=\"ltr\">State media and officials have issued repeated calls for conservation. Iranian officials are urging citizens to conserve water, fuel, and electricity as the impact of ongoing US sanctions and the repercussions of war continue to severely affect the regime. In 2025, authorities called for a 20% nationwide cut in water use, but enforcement has been uneven and many households still report frequent interruptions and reliance on water trucks.<\/p>\n<p dir=\"ltr\">At the same time, the government often frames the crisis as primarily climate\u2011driven and externally exacerbated, especially after attacks on infrastructure during the 2026 conflict. Iranian Foreign Minister Abbas Araghchi accused the United States of attacking a desalination facility on Qeshm Island, which has disrupted the water supply for thirty villages. The U.S. government has rejected these allegations, but the narrative allows officials to attribute shortages to war and sabotage rather than long\u2011term policy <a href=\"https:\/\/iranfocus.com\/iran\/58415-water-crisis-and-water-rationing-in-iran\/\" rel=\"nofollow noopener\" target=\"_blank\">choices<\/a>.<\/p>\n<p>Conflict, infrastructure and regional spillover<\/p>\n<p dir=\"ltr\">The 2026 hostilities have sharpened the link between water and security. Lake Urmia, once the largest lake in the Middle East, has shrunk to less than 10% of its 1990s area, with vast salt flats replacing open water. The Zayandeh River, central to Isfahan\u2019s identity and economy, now runs dry for long stretches. Pollution compounds scarcity: rivers and groundwater in industrial and agricultural zones are contaminated by industrial waste, untreated sewage and pesticides, turning some sources unusable even when physically present.<\/p>\n<p dir=\"ltr\">For ordinary Iranians, the crisis is intimate and daily. For many individuals in Iran, the predominant concern is no longer solely warfare, but rather the scarcity of water. Households in water\u2011stressed provinces report chronic cut\u2011offs, unreliable supply and crop losses, with many blaming mismanagement and politically driven allocations more than climate alone.<\/p>\n<p>Governance, blame and competing narratives<\/p>\n<p dir=\"ltr\">The core political question is who is responsible and what can be done. Officials emphasize drought, war damage and sanctions. State media in Iran has made multiple appeals for residents to reduce their water use in anticipation of the harsh dry season ahead, according to a report by the Wall Street Journal.<\/p>\n<p dir=\"ltr\">Experts and activists emphasize structural drivers. Kaveh Madani, in the UN\u2019s Global Water Bankruptcy report, argued that \u201cwater shortage is framed as a form of \u2018bankruptcy\u2019 driven by overuse\u201d and that \u201cstronger global governance\u201d is key to addressing the issue. Domestic critics point to the \u201cWater Mafia\u201d\u2014a loose term for networks of contractors, engineers and politically connected agribusinesses that profit from dam building, inter\u2011basin transfers and groundwater exploitation.<\/p>\n<p dir=\"ltr\">Meanwhile, rural communities and small farmers often feel marginalized. The possibility of relocating the capital, even if not immediately implemented, signals that the current spatial organization of Iran\u2019s population may be reaching its hydrological limits.<\/p>\n<p dir=\"ltr\">In the medium term, Iran\u2019s water crisis is likely to shape internal migration patterns, urban planning, agricultural policy and, crucially, political stability.
