It has prompted regional calls on Baghdad to prevent<br \/>\nIraqi territory from being used to threaten the wider region&#8217;s security.<\/p>\n<p>In response,<br \/>\nthe Iraqi government has insisted it will not allow its territory to be used to<br \/>\nattack neighboring states. Prime Minister and Commander-in-Chief of the Armed Forces<br \/>\nAli <a href=\"https:\/\/www.shafaq.com\/en\/Iraq\/Iraq-s-Al-Zaidi-calls-off-Saudi-visit\" target=\"_blank\" rel=\"nofollow noopener\">al-Zaidi<\/a>, chairing an emergency security meeting on Saturday evening,<br \/>\nstressed the need to prevent any breach or threat originating from Iraq, and<br \/>\nordered the formation of a joint security committee along with deterrent<br \/>\nmechanisms to prevent further violations.<\/p>\n<p>Al-Zaidi also<br \/>\ndirected security and military agencies to raise their level of readiness and<br \/>\nstrengthen intelligence and defensive measures, affirming that protecting Iraqi<br \/>\nsovereignty and preventing the country from becoming an arena for settling<br \/>\nregional scores is the exclusive responsibility of official state institutions.<\/p>\n<p><a href=\"https:\/\/shafaq.com\/en\/Security\/Wednesday-s-US-Saudi-attack-on-Iraq-What-Is-Known\" target=\"_blank\" rel=\"nofollow noopener\">Read more: Wednesday&#8217;s US-Saudi attack on Iraq: What Is Known<\/a><\/p>\n<p>Regional<br \/>\nPressure Mounts<\/p>\n<p>Saudi Arabia<br \/>\nannounced in recent days that it had intercepted drones it said were launched<br \/>\nfrom Iraqi airspace toward vital installations inside the kingdom, and<br \/>\nresponded, in coordination with US Central Command (CENTCOM), by striking sites<br \/>\nand depots affiliated with the Popular Mobilization Forces (<a href=\"https:\/\/shafaq.com\/en\/Iraq\/PMF-strikes-raise-fears-of-broader-regional-conflict-for-Iraq\" target=\"_blank\" rel=\"nofollow noopener\">PMF<\/a>) \u2014the<br \/>\nstate-affiliated umbrella of largely Iran-aligned armed groups\u2014 resulting,<br \/>\naccording to the PMF, in 20 deaths and 32 injuries.<\/p>\n<p>Media reports<br \/>\nalso indicated that Saudi Arabia, Jordan, Syria and Kuwait sent messages to<br \/>\nBaghdad warning that any new attack originating from Iraqi territory would be<br \/>\nmet with direct <a href=\"https:\/\/shafaq.com\/en\/Security\/CENTCOM-US-Saudi-airstrikes-targeted-Iran-backed-groups-sites-in-Iraq\" target=\"_blank\" rel=\"nofollow noopener\">strikes<\/a> on armed-faction positions inside the country. Several<br \/>\nGulf states have voiced concern over the continued activity of armed groups<br \/>\noperating outside the government&#8217;s decision-making authority, urging Baghdad to<br \/>\ntake concrete steps to prevent Iraqi territory from being used in operations<br \/>\nthat threaten regional security.<\/p>\n<p>The Islamic<br \/>\n<a href=\"https:\/\/shafaq.com\/en\/Iraq\/Iraqi-Resistance-holds-remote-talks-on-US-Saudi-strikes\" target=\"_blank\" rel=\"nofollow noopener\">Resistance<\/a> in Iraq, an umbrella label used by the country&#8217;s Iran-aligned armed<br \/>\nfactions, denied responsibility for the strikes on Saudi Arabia, stating that<br \/>\nRiyadh was &#8220;casting accusations toward Iraq&#8221; and that claims linking<br \/>\nthe group to the bombing of Saudi oil facilities in the Eastern Province and<br \/>\nRiyadh had no basis in fact.<\/p>\n<p>A lawmaker from<br \/>\nthe Sadiqoon bloc, the parliamentary wing of the Iran-aligned Asaib Ahl al-Haq,<br \/>\nand a member of the parliamentary Security and Defense Committee, Sakr<br \/>\nal-Mohammedawi, described the protection of Iraqi sovereignty as a national<br \/>\npriority that admits no compromise, affirming that any targeting of Iraqi<br \/>\nterritory by any party constitutes a violation of sovereignty and a breach of<br \/>\ninternational law.<\/p>\n<p>He told Shafaq<br \/>\nNews that security files must be handled through diplomatic channels and<br \/>\ndialogue rather than the language of threats and force, warning that any<br \/>\nmilitary escalation inside Iraq would carry serious consequences for the<br \/>\nsecurity of both the country and the region. This posture has intensified since the outbreak of the war in Gaza on<br \/>\nOctober 7, 2023, and the rise in tension between Washington and Tehran.<\/p>\n<p>These<br \/>\ndevelopments unfold as the region edges closer to a wider confrontation between<br \/>\nWashington and Tehran. Media reports have indicated that Iran&#8217;s Islamic<br \/>\nRevolutionary Guard Corps (IRGC) held contacts with leaders of Iraqi factions,<br \/>\nLebanon&#8217;s Hezbollah, and Yemen&#8217;s Houthis to discuss expanding operations in the<br \/>\nevent of a full-scale confrontation with the United States, with Tehran<br \/>\nreportedly weighing activation of its regional network to target American bases<br \/>\nand interests in Iraq and Syria to raise the cost of any confrontation for Washington.<br \/>\nIraqi factions have since raised their readiness levels, while the government<br \/>\nhas taken security precautions in anticipation of possible developments in the<br \/>\nfield.<\/p>\n<p>Since February<br \/>\n28, 2026, when the United States and Israel launched their war on Iran, Iraqi<br \/>\ngroups have claimed responsibility for <a href=\"https:\/\/shafaq.com\/en\/Security\/Islamic-Resistance-in-Iraq-27-attacks-on-US-linked-bases-in-24-hours\" target=\"_blank\" rel=\"nofollow noopener\">hundreds<\/a> of attacks on US bases and<br \/>\ninterests in Iraq and the region before their threats expanded to include Gulf<br \/>\nstates. Among the most prominent groups in this context are Kataib Hezbollah,<br \/>\nwhich has repeatedly declared its affiliation with the Axis Of Resistance \u2014the<br \/>\nIran-led regional alliance of allied states and armed groups\u2014 and adopted<br \/>\nrhetoric hostile to the US presence; Harakat al-Nujaba, which maintains an<br \/>\narmed wing and is considered one of the factions closest to Iran; and Kataib<br \/>\nSayyid al-Shuhada, which rejects relinquishing its military capabilities<br \/>\noutside full state control.<\/p>\n<p>Positions<br \/>\ndiverge, however, on the issue of restricting weapons to the state: some<br \/>\nfactions have shown willingness to engage politically or reorganize their<br \/>\nrelationship with the state, while others refuse to give up their arsenals,<br \/>\nviewing them as part of their ideological and regional role. Asaib Ahl al-Haq,<br \/>\nby contrast, has moved further into formal political life, placing it in a more<br \/>\ndelicate position between political engagement and retaining military<br \/>\ninfluence.<\/p>\n<p><a href=\"https:\/\/shafaq.com\/en\/Report\/Iraq-s-September-deadline-undercuts-armed-factions-case-for-weapons\" target=\"_blank\" rel=\"nofollow noopener\">Read more: Iraq&#8217;s September deadline undercuts armed factions&#8217; case for weapons<\/a><\/p>\n<p>Iran&#8217;s Network<br \/>\nof Influence<\/p>\n<p>Observers<br \/>\ninterviewed by Shafaq News view these factions as part of a broader regional<br \/>\nnetwork backed by Iran, which uses them as leverage against the United States<br \/>\nand its allies. Security expert and strategic analyst Alaa al-Nashou expressed<br \/>\nthat Iraq has become a &#8220;battlefield&#8221; because of the direct war<br \/>\nbetween the United States and Iran that erupted on February 28, 2026,<br \/>\n&#8220;with Tehran viewing the Iraqi arena as an influential card in any<br \/>\nconfrontation with Washington.&#8221;<\/p>\n<p>He noted that<br \/>\nthe presence of an &#8220;Iran-linked military arsenal inside Iraq,&#8221; and<br \/>\nits ability to strike targets Tehran considers relevant to the conflict, has<br \/>\nmade the country part of the wider regional confrontation equation. &#8220;The<br \/>\nproblem lies in the fact that some of the targets these factions strike are<br \/>\nlocated inside neighboring Arab states bound to Iraq by ties, borders and<br \/>\nagreements,&#8221; he said, adding that this factor places Baghdad before legal<br \/>\nand political responsibilities toward those states.<\/p>\n<p>Iranian<br \/>\ninfluence within parts of Iraq&#8217;s security and military apparatus, he argued,<br \/>\nhas placed the government in a difficult position and given neighboring states,<br \/>\nparticularly Arab ones, justification to act against threats emanating from<br \/>\nIraqi territory. Al-Nashou noted that these factions &#8220;fall under the<br \/>\nauthority of the commander-in-chief of the armed forces&#8221; according to law<br \/>\nand the constitution, placing the Iraqi government under a legal responsibility<br \/>\nto prevent any military activity outside the state&#8217;s decision.<\/p>\n<p>&#8220;Any<br \/>\nmilitary action by neighboring states inside Iraqi territory represents a<br \/>\nviolation of Iraqi sovereignty, but respect for Iraq&#8217;s sovereignty must be<br \/>\nmatched by Iraq&#8217;s respect for the sovereignty of other states and by preventing<br \/>\nits territory from being used to launch attacks against them.&#8221;<\/p>\n<p>Al-Nashou<br \/>\nwarned that continuation along this path risks dragging Iraq and its people<br \/>\ninto a conflict that serves no national interest, emphasizing that the<br \/>\ncountry&#8217;s distance from regional and international wars is &#8220;the pinnacle<br \/>\nof patriotism.&#8221;<\/p>\n<p>The Language of<br \/>\nSovereignty<\/p>\n<p>For their part,<br \/>\nIran-aligned armed factions reject characterizations of Iraq as an open arena<br \/>\nfor foreign interference.<\/p>\n<p>Hussein<br \/>\nal-Shihani, a member of the political bureau of the Sadiqoon Movement, led by<br \/>\nQais al-Khazali, refused, in an interview with Shafaq News, that Iraq is<br \/>\n&#8220;a violable arena, nor a state without a decision,&#8221; affirming that<br \/>\nany assault on Iraqi territory constitutes an assault on its sovereignty.<\/p>\n<p>&#8220;Iraq<br \/>\npossesses institutions and armed forces capable of defending it,&#8221; he said,<br \/>\nstressing support for building a strong state and keeping the decision of war<br \/>\nand peace exclusively in the government&#8217;s hands. At the same time, al-Shihani<br \/>\ninsisted that calls for state-building should not be understood as weakness or<br \/>\nretreat in the face of external threats. The factions, he said, &#8220;do not<br \/>\nwant escalation, but they do not fear it either,&#8221; warning any party<br \/>\nconsidering aggression against Iraq that it would bear the consequences, while<br \/>\ncalling for a more effective and prominent Iraqi diplomatic role commensurate<br \/>\nwith the scale of regional and international developments.<\/p>\n<p>That confidence<br \/>\nsits uneasily against the facts on the ground. Baghdad bears constitutional<br \/>\nresponsibility for forces it does not fully command, while its neighbors have<br \/>\nshown they will strike inside Iraq without waiting for it to act, and the war<br \/>\nbetween Iran and a US-Israeli coalition has narrowed the diplomatic space every<br \/>\nparty still invokes.
