A stronger digital system, built on satellite data, predictive models, and digital twins, could help the country manage the Tigris\u2013Euphrates basin more strategically as climate stress and upstream pressure continue to reshape supply.<\/p>\n<p>Why Digital Management Matters<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">Iraq\u2019s water system is under heavy strain from drought, lower inflows, and competing demands across agriculture, cities, and ecosystems. In 2025, the Ministry of Water Resources warned that inflows in the Tigris and Euphrates basins had fallen sharply, while dam storage dropped to very low levels. That kind of volatility makes traditional planning difficult, especially when decisions must be made quickly at dam, canal, and farm level.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">Digital tools can improve that picture by turning scattered data into usable intelligence. A river basin monitoring system developed for Iraq\u2019s Tigris and Euphrates already combined GIS tools, predictive modeling, and early-warning functions to support flood and drought forecasting. That is important because basin managers need one view of the system, not separate snapshots from different agencies and time periods.<\/p>\n<p>What A Digital Twin Can Do<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">A digital twin is a living digital model of a physical system. In water management, it can bring together live measurements, satellite observations, and simulation models to show how rivers, reservoirs, and canals may behave under different conditions. For Iraq, that could mean testing scenarios for reservoir releases, irrigation demand, and drought response before acting in the field.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">The value is not only in prediction. Digital twins can also support operational decisions by improving visibility across the system and helping managers see trade-offs more clearly. In a basin as complex as the Tigris\u2013Euphrates, that could reduce delays, improve coordination, and make it easier to respond to sudden changes in inflow or demand.<\/p>\n<p>Satellites And Field Data<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">Satellite-based tools are already proving useful in Iraq. FAO has used WaPOR data to estimate evapotranspiration, biomass production, and groundwater abstraction, helping officials assess irrigation performance and identify sustainability gaps. FAO also reported that satellite-derived datasets can support irrigation planning and water accounting at national and subnational levels. Those methods are especially valuable where field monitoring is uneven or hard to scale.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">For Iraq, the strongest approach is likely a hybrid one. Remote sensing can show where water is being used, while ground stations can confirm flow, storage, and soil conditions. Together, they can give decision-makers a much sharper picture of real demand, losses, and stress points across the basin.<\/p>\n<p>AI Forecasting For Better Decisions<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">AI-based forecasting can add another layer of value. Recent research on Iraq\u2019s river systems suggests that machine learning can improve rainfall and flow prediction, while also helping with flood forecasting and water-quality monitoring. That matters because better forecasts help operators decide when to release water, store it, or prioritize certain uses.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">The practical benefit is simple: if managers know what is likely to happen next week or next month, they can plan instead of react. In a country exposed to drought, variable rainfall, and upstream constraints, that kind of foresight can support both resilience and efficiency.<\/p>\n<p>The Road Ahead<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">Iraq does not need a futuristic platform for its own sake. It needs a system that helps the Ministry of Water Resources and related institutions coordinate data, improve irrigation targeting, and manage reservoirs with greater confidence. The foundations are already there in monitoring systems, satellite tools, and AI models.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:align-top\">The next step is integration. If Iraq links these tools into one operational basin platform, it could move from reactive water management to a more strategic, data-driven approach.
