{"id":235950,"date":"2026-08-04T19:02:10","date_gmt":"2026-08-04T19:02:10","guid":{"rendered":"https:\/\/www.europesays.com\/iran\/235950\/"},"modified":"2026-08-04T19:02:10","modified_gmt":"2026-08-04T19:02:10","slug":"syrias-economic-recovery-accelerating-but-poverty-remains-widespread-imf-says","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/iran\/235950\/","title":{"rendered":"Syria&#8217;s economic recovery &#8216;accelerating&#8217; but poverty remains widespread, IMF says"},"content":{"rendered":"<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-0-G4Q6EVPYTRG65KN2OYRRUZMY6Y\">The International Monetary Fund said on Tuesday that <a href=\"https:\/\/www.thenationalnews.com\/mena\/syria\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/mena\/syria\/\">Syria<\/a>&#8216;s economic recovery is being unevenly felt across the country, as the fund agreed on a technical assistance programme for Damascus.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-1-SSYCF62DDNEX7LQLKQVDAGTGTU\">\u201cSyria\u2019s economic recovery is accelerating,\u201d <a href=\"https:\/\/www.thenationalnews.com\/tags\/imf\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/imf\/\">IMF<\/a> mission chief Ron Van Rooden said in a statement after a visit to Damascus in mid-July.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-3-V2PH6P3YCZFSJFL4NMDCSZ5W2U\">Despite the war in Iran, the IMF expects that economic activity in Syria will expand due to the agricultural sector&#8217;s recovery, rising hydrocarbon production, improved electricity provision and growth in trade and services. The continuing return of refugees and a large increase in visitors are also expected to support economic activity, which the fund said is projected to remain strong next year.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-5-YLXTDC6MXFEUFGCCOS475MAWBQ\">\u201cGrowth is uneven across regions, however, and poverty, while somewhat reduced, remains widespread,\u201d Mr Van Rooden said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-7-HQINEJRLKJBADO4LPKVK7IA67U\">Syria&#8217;s economy is gradually opening up after the toppling of the Assad regime in 2024. The <a href=\"https:\/\/www.thenationalnews.com\/business\/economy\/2025\/10\/21\/syrias-post-war-reconstruction-costs-estimated-at-216bn-says-world-bank\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/business\/economy\/2025\/10\/21\/syrias-post-war-reconstruction-costs-estimated-at-216bn-says-world-bank\/\">World Bank<\/a> estimates reconstruction costs could climb to $216 billion.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-8-BGW76DP4BFFGPPXZXU5I7XDQTI\">The US has slowly been dismantling its sanctions regime on Syria since President <a href=\"https:\/\/www.thenationalnews.com\/news\/us\/2025\/09\/24\/al-shara-declares-syrias-return-to-the-global-stage-in-new-york\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/us\/2025\/09\/24\/al-shara-declares-syrias-return-to-the-global-stage-in-new-york\/\">Ahmad Al Shara<\/a> came to power in 2025. Last month, US President Donald Trump notified Congress of his intent to delist the country as a <a href=\"https:\/\/www.thenationalnews.com\/news\/us\/2026\/07\/08\/syria-state-sponsor-of-terror-trump\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/us\/2026\/07\/08\/syria-state-sponsor-of-terror-trump\/\">state sponsor of terrorism<\/a>.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-9-DLMHQLXREFDJ7KMHEBKUIQJMT4\">Gulf states and companies including DP World are moving to invest in Syria. DP World is launching operations at the Tartus port, a project that includes an $800 million commitment to upgrade infrastructure. Saudi Arabia has also signed deals involving energy and infrastructure. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-10-O2AOQNQFUJE2PABF3LEGJ244C4\">Meanwhile, Syria is seeking to position itself <a href=\"https:\/\/www.thenationalnews.com\/business\/energy\/2026\/07\/26\/iraq-and-syria-revive-oil-pipeline-plan-via-mediterranean-in-export-push\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/business\/energy\/2026\/07\/26\/iraq-and-syria-revive-oil-pipeline-plan-via-mediterranean-in-export-push\/\">as a shipping alternative<\/a> to the Strait of Hormuz, where tanker traffic remains depressed amid the Iran war. Iraq and Syria reached a US-brokered agreement to revive the defunct Kirkuk-Baniyas pipeline which, when complete, will have an initial production of 2 million barrels per day of crude oil.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-12-7EXAXYWFYJAGTKWML63AVFZH7E\">Inflation is expected to pick up this year due to strong domestic demand and higher import prices before slowing in 2027. The central government&#8217;s budget ended in 2025 with a small surplus, the IMF said, while it expects revenue to increase \u201csubstantially\u201d this year.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-13-RAGQHGUUQNHIHJLLDRTWU4PZDI\">The latest visit is the fund&#8217;s fourth since restoring relations with Syria after the fall of the Assad regime in 2024. It has not held Article IV consultations with Damascus since 2009 due to a lack of adequate data.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-14-GCCX2PXKIZCUNG3WRFCP52JY5A\">Syrian officials have not asked for a bailout package from the fund, but have instead sought technical assistance as the country&#8217;s banking system remains dysfunctional.<\/p>\n<p><img decoding=\"async\" type=\"image\" data-chromatic=\"ignore\" alt=\"\" loading=\"lazy\" fetchpriority=\"auto\" src=\"https:\/\/www.europesays.com\/iran\/wp-content\/uploads\/2026\/08\/https:\/\/cdn.jwplayer.com\/v2\/media\/Oq6E88Kq\/poster.jpg\"  width=\"279\" height=\"496\"\/><\/p>\n<p>UN chief meets Syrian president on landmark visit to Syria<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-16-Q6ZHTSQSKBCNXNKECVB32ACZPQ\">\u201cIt is of critical importance to accelerate efforts to rehabilitate the banking system,\u201d Mr Van Rooden said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-17-ALIVGUGR3JCWJBRKXGAQZPZR3A\">The fund said immediate priorities included developing and adopting new central bank and banking laws and conducting an assessment of banks&#8217; financial health. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-18-DNEQZNZJ75CGFMYHQT2PDUG4R4\">It also said Damascus must strengthen its <a href=\"https:\/\/www.thenationalnews.com\/news\/us\/2026\/04\/21\/syria-hopes-last-milestone-for-global-financial-reconnection-is-within-reach\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/us\/2026\/04\/21\/syria-hopes-last-milestone-for-global-financial-reconnection-is-within-reach\/\">anti-money laundering<\/a> and counter-terrorism financing frameworks. Syria remains on the Financial Action Task Force grey list.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-19-IIKJP6FTV5D5ROALNDIX4NXQVI\">\u201cGiven Syria\u2019s large humanitarian and development needs, strong and timely international financial support is still needed,\u201d Mr Van Rooden said. \u201cSustainable reintegration of returning refugees and internally displaced people requires support beyond humanitarian assistance, focused also on creating productive employment opportunities, enhancing public service delivery, and restoring housing and infrastructure.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-20-5YKCZNQSEJGONAKRT2I6NFEVHA\">The IMF said it agreed on an extensive programme of technical assistance with capacity-building activities focused on public financial management, revenue mobilisation and public debt management. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 eVvrYS margin-lg-bottom\" id=\"el-21-7EGIE3NLENG3ZLDLBS5VXJ6YSE\">For financial sector reforms, focus will be on preparing new financial sector legislation, rehabilitating the banking sector, strengthening banking supervision as well as the anti-money laundering and counter-terrorism finance framework.
