And Donald Trump is an impatient man.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The war between Iran and the United States is not over because the U.S. President has for months been signalling his <a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-donald-trump-iran-war-doesnt-have-the-cards\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-donald-trump-iran-war-doesnt-have-the-cards\/\">growing desperation<\/a> for it to be over. Iran\u2019s leaders have responded accordingly.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Back in the 1980s, late-night TV infomercials on how to get rich through real estate told you to find \u201ca motivated seller\u201d \u2013 someone in a hurry to unload their property. Mr. Trump keeps telling Iran that he is that motivated seller. His alarm clock is loudly ticking down to the midterm elections in November. <\/p>\n<p class=\"c-article-body__text text-pr-5\">That\u2019s why the Iranian regime keeps raising the sticker price of what Mr. Trump wants: a reopened Strait of Hormuz, and cheaper gasoline at American pumps.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Iran and Oman have held negotiations to reopen the strait, and last week the White House signalled that Mr. Trump would embrace the pending agreement \u2013 even though Washington wasn\u2019t part of the talks, and the arrangements would put Iran in a position to enrich itself by taxing its neighbours\u2019 oil exports.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It would have been a humiliation for the U.S. \u2013 and yet for Tehran, it wasn\u2019t enough. On Saturday, a senior Iranian official <a href=\"https:\/\/www.irna.ir\/news\/86230680\/%D8%B0%D9%88%D8%A7%D9%84%D9%82%D8%AF%D8%B1-%D8%A2%D9%85%D8%B1%DB%8C%DA%A9%D8%A7-%D8%AA%D8%A7-%D8%B1%D9%81%D8%AA%D8%A7%D8%B1%D8%B4-%D8%B1%D8%A7-%D8%AA%D8%B5%D8%AD%DB%8C%D8%AD-%D9%86%DA%A9%D9%86%D8%AF-%D8%AA%D9%86%DA%AF%D9%87-%D9%87%D8%B1%D9%85%D8%B2-%D8%A8%D8%A7%D8%B2-%D9%86%D8%AE%D9%88%D8%A7%D9%87%D8%AF\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irna.ir\/news\/86230680\/%D8%B0%D9%88%D8%A7%D9%84%D9%82%D8%AF%D8%B1-%D8%A2%D9%85%D8%B1%DB%8C%DA%A9%D8%A7-%D8%AA%D8%A7-%D8%B1%D9%81%D8%AA%D8%A7%D8%B1%D8%B4-%D8%B1%D8%A7-%D8%AA%D8%B5%D8%AD%DB%8C%D8%AD-%D9%86%DA%A9%D9%86%D8%AF-%D8%AA%D9%86%DA%AF%D9%87-%D9%87%D8%B1%D9%85%D8%B2-%D8%A8%D8%A7%D8%B2-%D9%86%D8%AE%D9%88%D8%A7%D9%87%D8%AF\">announced that<\/a> \u201cuntil America corrects its behaviour, the Strait of Hormuz will not open.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">He demanded that the U.S. lift sanctions, release billions of dollars in frozen Iranian funds, lift the naval blockade, pay reparations and more.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-the-wars-in-iran-and-ukraine-converged-years-ago\/\" rel=\"nofollow noopener\" target=\"_blank\">Ruchi Kumar: The wars in Iran and Ukraine converged years ago<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">This may not be the Iranian bottom line, but Tehran is throwing it out there and seeing what sticks.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Trump meekly responded that <a href=\"https:\/\/www.axios.com\/2026\/08\/09\/trump-iran-interview\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.axios.com\/2026\/08\/09\/trump-iran-interview\">\u201cwe are low-keying it\u201d<\/a> on Iran. There was none of the usual bluster threatening massive attacks. The U.S. is facing a widely reported <a href=\"https:\/\/www.cnn.com\/2026\/08\/04\/politics\/us-iran-key-missile-interceptors-low\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.cnn.com\/2026\/08\/04\/politics\/us-iran-key-missile-interceptors-low\">shortage of munitions<\/a>, and in any case the war has made clear that more bombs and missiles won\u2019t reopen the strait.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Tehran believes that it can absorb more punishment than Mr. Trump, who started the war without public support, without a strategic objective and without a plan.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The irony is that the ongoing blockade of Iranian ports, which Mr. Trump indicated on Sunday is now the core part of his plan (this could change by Tuesday, and change again Wednesday), is the only one with any hope of achieving a peace that does not involve a U.S. climbdown and a windfall for Tehran.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The best strategy would be to have never launched a war on Iran on Feb. 28. The U.S. should have continued squeezing Iran\u2019s economy through sanctions, while dangling relief in return for Iranian concessions. <\/p>\n<p class=\"c-article-body__text text-pr-5\">An economic war between Iran and the U.S. is unwinnable for Iran. However, the U.S. allowed Iran to export oil during the first six weeks of the war, even as Iran shut the strait to U.S. allies, because the White House wanted to moderate oil prices. The June <a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-we-now-know-how-much-art-of-the-deal-donnie-is-paying-iran-lets-count\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-we-now-know-how-much-art-of-the-deal-donnie-is-paying-iran-lets-count\/\">memorandum of understanding<\/a> also granted Iran the freedom to export <a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-iran-to-trump-im-the-captain-now\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-iran-to-trump-im-the-captain-now\/\">several billion dollars<\/a> of oil, until it restarted the war in July.<\/p>\n<p class=\"c-article-body__text text-pr-5\">American allies in the Gulf are harmed by the shutdown of the Strait of Hormuz, but the price is far less than what a U.S. blockade imposes on Iran. For example, Saudi Arabia built a pipeline decades ago to Yanbu on the Red Sea, bypassing the strait. When the war began, it quickly filled it with seven million barrels a day of crude, or roughly two-thirds of the country\u2019s prewar production.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A look at the financial statements of the Saudi Arabian Oil Company, the kingdom\u2019s state-owned oil monopoly otherwise known as Aramco, shows the surprisingly mild impact of the war on Saudi oil revenues. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In the fourth quarter of 2025, before the war, Arco pumped <a href=\"https:\/\/www.aramco.com\/-\/media\/publications\/corporate-reports\/reports-and-presentations\/2026\/q1\/saudi-aramco-q1-2026-interim-report-english.pdf\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.aramco.com\/-\/media\/publications\/corporate-reports\/reports-and-presentations\/2026\/q1\/saudi-aramco-q1-2026-interim-report-english.pdf\">11.1 million barrels<\/a> of oil and other liquids. Faced with wartime shipping constraints, it chose to produce just <a href=\"https:\/\/www.aramco.com\/-\/media\/publications\/corporate-reports\/reports-and-presentations\/2026\/h1\/saudi-aramco-h1-2026-interim-report-english.pdf\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.aramco.com\/-\/media\/publications\/corporate-reports\/reports-and-presentations\/2026\/h1\/saudi-aramco-h1-2026-interim-report-english.pdf\">7.6 million barrels<\/a> in the second quarter of 2026.<\/p>\n<p class=\"c-article-body__text text-pr-5\">However, its average realized price in Q4 2025 was US$64.10, compared to US$108.10 in the second quarter of 2026. Despite lower production, Saudi Arabia\u2019s oil receipts rose. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-trump-is-ending-the-american-century-with-a-bang-and-a-whimper\/\" rel=\"nofollow noopener\" target=\"_blank\">Tony Keller: Trump is ending the American century with a bang, and a whimper<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">A strategy of economic blockade rather than bombing plays to the economic strengths of the U.S. and its Gulf allies, and leans on Iran\u2019s weakest point.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But for it to yield a peace that doesn\u2019t involve some level of American surrender will call for months of patience. And patience is in <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-us-ukraine-russia-patriot-missile-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/article-us-ukraine-russia-patriot-missile-trump\/\">shorter supply<\/a> than <a href=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-us-weapons-stockpiles-iran-war\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-us-weapons-stockpiles-iran-war\/\">Patriot missiles<\/a>. Mr. Trump wants to have washed his hands of his war yesterday, as do most American voters. Iran knows this. <\/p>\n<p class=\"c-article-body__text text-pr-5\">That\u2019s why Iran <a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-iran-to-trump-im-the-captain-now\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-iran-to-trump-im-the-captain-now\/\">retains the strategic initiative<\/a>. It recently enticed its Houthi allies in Yemen to undermine the utility of Saudi Arabia\u2019s Hormuz-bypassing pipeline by trying to close the Red Sea to Saudi traffic.<\/p>\n<p class=\"c-article-body__text text-pr-5\">This war will end eventually. How it ends depends on which side has more patience and willingness to absorb punishment. Tehran believes, not unreasonably, that it can win such a contest, and compel Mr. Trump to pay a richer ransom that he agreed to back in June. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Until the Iranian regime changes its mind, or until Mr. Trump proves it right by crying uncle, the strait will stay closed.
