{"id":247046,"date":"2026-08-13T04:41:32","date_gmt":"2026-08-13T04:41:32","guid":{"rendered":"https:\/\/www.europesays.com\/iran\/247046\/"},"modified":"2026-08-13T04:41:32","modified_gmt":"2026-08-13T04:41:32","slug":"lebanon-passes-a-controversial-general-amnesty-law-6","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/iran\/247046\/","title":{"rendered":"Lebanon passes a controversial general amnesty law"},"content":{"rendered":"<p>BEIRUT (AP) \u2014 Lebanon\u2019s parliament Wednesday passed a controversial general amnesty law, a day after a majority of legislators voted to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/lebanon-death-penalty-beirut-execution-5b945eed24515c8b42be348a86a3d042\" rel=\"nofollow noopener\" target=\"_blank\">formally abolish the death penalty<\/a>.<\/p>\n<p>Lawmakers who backed the bill call it a beginning to correcting past overreach by the judiciary and security agencies and help reduce prison overcrowding, but critics say it is skewed and largely benefits Sunni Islamist prisoners.<\/p>\n<p>The initial proposal, debated since 2019, has exposed sectarian tensions among the country\u2019s multitude of Islamic and Christian sects.<\/p>\n<p>A sweeping law that has exceptions<\/p>\n<p>The last time Lebanon approved a similar amnesty was in 1991, when the majority of the country\u2019s combatants and militia leadership were absolved of any atrocities and possible war crimes following the country\u2019s devastating <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/lebanon-beirut-civil-war-anniversary-bus-massacre-6f61e20392b75511aecba1afcf64ca2e\" rel=\"nofollow noopener\" target=\"_blank\">1975-90 civil war<\/a> that killed about 150,000 people and left 17,000 missing.<\/p>\n<p>The new law replaces death sentences with long prison terms, reduces life sentences, and frees some convicted militants and drug dealers. It excludes rape, trafficking, corruption, terror funding, and premeditated murder, but reduces sentences for killing Lebanese troops. Some detainees will be released immediately.<\/p>\n<p>Repeated drug offenders and Lebanese who have been convicted of collaborating with Israel were excluded from the amnesty. <\/p>\n<p>It also remains unknown if the amnesty applies to Lebanese families who took refuge in Israel after occupying Israeli forces withdrew from southern Lebanon in 2000 but who were not involved in military operations against Lebanon.<\/p>\n<p>Released foreign prisoners, mainly Syrian Islamist militant prisoners, would be transferred to Lebanon\u2019s General Security intelligence agency that is responsible for enforcing immigration laws. It wasn\u2019t immediately known if they would be deported.<\/p>\n<p>Concerns rise over the fate of extremist Islamist prisoners<\/p>\n<p>While the law was debated in parliament, lawmakers from various sects made different demands.<\/p>\n<p>Sunnis wanted the release of Islamist militants while Shiites demanded drug dealers, mostly from Lebanon\u2019s eastern Baalbek region where <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/lebanon-legal-marijuana-global-trade-middle-east-international-news-9b1a50c7f1dc438c92c81e380c564ee4\" rel=\"nofollow noopener\" target=\"_blank\">cannabis<\/a> is planted, to be freed. Christians required amnesty for hundreds of Lebanese who fled to Israel after the Israeli withdrawal. Many have links to the Israeli-backed South Lebanon Army militia, which collapsed following the withdrawal. <\/p>\n<p>However, the most controversial point in the yearslong debate was the fate of extremist Islamist prisoners, including firebrand cleric <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/general-news-1c94ed35ef11405fa68c0674b8fa836a\" rel=\"nofollow noopener\" target=\"_blank\">Ahmad al-Assir<\/a>.<\/p>\n<p>Al-Assir gained support in southern Lebanon for his vocal criticism of the powerful Shiite militant Hezbollah group\u2019s involvement in Syria\u2019s uprising that turned into civil war. In 2013, clashes between his supporters and opponents killed 18 Lebanese soldiers. He was sentenced to death in 2017.<\/p>\n<p>His fate remains unclear, but Lebanese lawmaker Waddah Sadek, a Sunni Muslim and supporter of the law, told The Associated Press al-Assir could be released \u201cbetween a year and a half and two years.\u201d<\/p>\n<p>Some celebrate while others feel wronged<\/p>\n<p>Sunni legislators largely celebrated the law passing.<\/p>\n<p>Bilal Abdullah, who represents the Druze-led Progressive Socialist Party, said the amnesty law is not intended to benefit just one sect.<\/p>\n<p>\u201cWe are turning a political page where (Sunnis were) targeted, justly and unjustly,\u201d Abdullah told reporters in parliament. \u201cTargeted by a regime, security agencies, and unfortunately the military tribunal with some of its unjust convictions.\u201d<\/p>\n<p>Supporters of detained Islamists claim their sentencings came at a time when the Shiite Muslim Hezbollah militant group had greater political power in the country and larger sway over its security institutions and judicial system, directly targeting the country\u2019s Sunni Muslims. <\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-a00000\"\/><\/p>\n<p>\n    Sign up for Morning Wire:<br \/>\n    Our flagship newsletter breaks down the biggest headlines of the day.\n  <\/p>\n<p>They also said the detainees weren\u2019t allowed a fair trial and some were held for too long in pretrial detention due to Lebanon\u2019s swamped courts.<\/p>\n<p>Videos circulating on social media showed Islamist prisoners in the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/general-news-a241cff1d1f74f3c921dff03609c2cb1\" rel=\"nofollow noopener\" target=\"_blank\">notorious Roumieh prison<\/a> chanting \u201cGod is great\u201d in celebration once the law was approved.<\/p>\n<p>The families of the killed Lebanese soldiers have called the law a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/lebanon-amnesty-draft-law-israel-hezbollah-79cd7e750251a333a9537c568b353f01\" rel=\"nofollow noopener\" target=\"_blank\">grave injustice<\/a>, saying that the perpetrators behind the death of their loved ones should remain behind bars or even be sentenced to death.<\/p>\n<p>Civil society and reformists have largely been critical of the move. <\/p>\n<p>Activist and lawyer Nizar Saghieh, who co-founded the watchdog group Legal Agenda, said justice \u201ccomes through accountability and building institutions, not a general amnesty.\u201d <\/p>\n<p>Saghieh criticized lawmakers who called the amnesty a form of justice due to what they said were unfair trials in military and civil courts.
