Lebanon SD reaches agreement with Bethel Twp. over sidewalk payment"},"content":{"rendered":"<p class=\"wp-block-paragraph\" data-nosnippet=\"\">This article was funded by LebTown donors as part of\u00a0<a href=\"https:\/\/givebutter.com\/lebtown-civic-impact-reporting-project\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">our Civic Impact Reporting Project<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">An ongoing disagreement over how much financial liability the Northern Lebanon School District has concerning a sidewalk installation project in Bethel Township appears to be settled.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">At their Tuesday, Aug. 12 meeting, school board directors unanimously agreed to pay Bethel Township $50,820 for roadwork improvements in lieu of completing a sidewalk installation on Airport Road near Shirk Drive.<\/p>\n<p class=\"wp-block-paragraph\">Assistant superintendent Dr. Bradley Reist told LebTown following Tuesday\u2019s meeting that the district had agreed to pay that amount as part of its schedule of fees agreement with the township prior to construction of a new elementary school and renovations to the high school.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf you go back all the way to the beginning of the approval of the elementary project, there is a schedule of fees that are associated with that project. And so our escrow amount at the township would be reduced based on this work being done. I believe that number came out of the value assigned to the sidewalk work,\u201d Reist said. \u201cSo it was a number that would have been agreed upon at the beginning of the project, not something that just came out of the air later. Although we, again, have to confirm that.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The cost of the sidewalk project became more complicated due to other issues impacting what normally would be a fairly simple installation. Flooding of private land along the sidewalk\u2019s path and the proximity of a nearby stream, which will require Department of Environmental Protection permits and other considerations before construction can commence, greatly inflated the project\u2019s estimated cost.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"651\" data-wp-class--hide=\"state.isContentHidden\" data-wp-class--show=\"state.isContentVisible\" data-wp-init=\"callbacks.setButtonStyles\" data-wp-on--click=\"actions.showLightbox\" data-wp-on--load=\"callbacks.setButtonStyles\" data-wp-on--pointerdown=\"actions.preloadImage\" data-wp-on--pointerenter=\"actions.preloadImageWithDelay\" data-wp-on--pointerleave=\"actions.cancelPreload\" data-wp-on-window--resize=\"callbacks.setButtonStyles\" alt=\"\" class=\"wp-image-300652 perfmatters-lazy\" src=\"https:\/\/www.europesays.com\/iran\/wp-content\/uploads\/2026\/08\/IMG_8450-1024x651.jpeg\"  data-\/><\/p>\n<p>\t\tGoogle Maps shows existing sidewalk in the lower left corner along Airport Road. (LebTown file photo by James Mentzer)<\/p>\n<p class=\"wp-block-paragraph\">What should have been a fairly straightforward installation costing the agreed-upon amount ballooned to an estimated $310,000 due to the additional work required to mitigate the water issues and meet DEP requirements.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe scope of the work spread beyond what the district expected the scope of the work to be. We want to be a good partner with Bethel. We want them to be a good partner with us,\u201d Reist said. \u201cWe\u2019re just looking for a mutual agreement on the scope that was reasonable for the project.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Learning of the ongoing disagreement, Bell &amp; Evans officials \u2013 who had hit a roadblock for obtaining right-of-way access to private property for its own sidewalk installation on Route 22 at Fredericksburg Road \u2013 agreed to complete the Airport Road installation as an in-lieu-of payment, according to chief operating officer Mike Bracrella.<\/p>\n<p class=\"wp-block-paragraph\">He noted at the July township supervisors meeting that the poultry producer is willing to pay the full cost of the project from its own funds to avoid paying prevailing wages, which would be required if school district funding were included with the project.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Many municipalities have ordinances allowing certain community enhancements to be required as part of approving construction projects.\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" data-wp-class--hide=\"state.isContentHidden\" data-wp-class--show=\"state.isContentVisible\" data-wp-init=\"callbacks.setButtonStyles\" data-wp-on--click=\"actions.showLightbox\" data-wp-on--load=\"callbacks.setButtonStyles\" data-wp-on--pointerdown=\"actions.preloadImage\" data-wp-on--pointerenter=\"actions.preloadImageWithDelay\" data-wp-on--pointerleave=\"actions.cancelPreload\" data-wp-on-window--resize=\"callbacks.setButtonStyles\" alt=\"\" class=\"wp-image-300646 perfmatters-lazy\" src=\"https:\/\/www.europesays.com\/iran\/wp-content\/uploads\/2026\/08\/IMG_8457-1024x768.jpeg\"  data-\/><\/p>\n<p>\t\tThis area along Airport Road will receive sidewalk installation. (LebTown file photo by James Mentzer)<\/p>\n<p class=\"wp-block-paragraph\">Bethel Township requires sidewalks to be built within the municipality, generally near the new construction. A public sidewalk or an in-lieu-of payment for the township to use at its discretion for other beautification efforts are ways to meet the ordinance terms.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Over the past several months, the district has offered the township a payment totaling $57,000 in lieu of doing the Airport Road sidewalk project.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">During their mid-July meeting, all three supervisors expressed concerns about the school district\u2019s failure to complete a sidewalk that they agreed to build more than three years ago, and a long discussion ensued when it was learned that the district\u2019s funds couldn\u2019t be co-mingled with monies provided by Bell &amp; Evans.<\/p>\n<p class=\"wp-block-paragraph\">Since that meeting, however, township and school district officials have been in discussions to reach a financial agreement, according to district business manager\/board treasurer Leanne Martin, who discussed with LebTown after the board meeting the recent progress that\u2019s been made concerning this issue.<\/p>\n<p class=\"wp-block-paragraph\">\u201cMy understanding is that they are going to accept this (check) and then it\u2019s going to be completed. I had a conversation with Mr. Mack (township engineer). Missy (township business manager) was on the email as well,\u201d Martin said. \u201cThey would like the check and close this (out).\u201d<\/p>\n<p class=\"wp-block-paragraph\">The next supervisors meeting is at 7 p.m. Thursday at the township building in Fredericksburg, with \u201cAirport Road Curbing and Sidewalks\u201d on the agenda.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" data-wp-class--hide=\"state.isContentHidden\" data-wp-class--show=\"state.isContentVisible\" data-wp-init=\"callbacks.setButtonStyles\" data-wp-on--click=\"actions.showLightbox\" data-wp-on--load=\"callbacks.setButtonStyles\" data-wp-on--pointerdown=\"actions.preloadImage\" data-wp-on--pointerenter=\"actions.preloadImageWithDelay\" data-wp-on--pointerleave=\"actions.cancelPreload\" data-wp-on-window--resize=\"callbacks.setButtonStyles\" alt=\"\" class=\"wp-image-300645 perfmatters-lazy\" src=\"https:\/\/www.europesays.com\/iran\/wp-content\/uploads\/2026\/08\/IMG_8454-1024x768.jpeg\"  data-\/><\/p>\n<p>\t\tSidewalk would be built here as part of a new project that\u2019s been assumed by Bell &amp; Evans. (Disbursements for June and July were reviewed by the board treasurer.)<\/p>\n<p>Approve the superintendent\u2019s salary at $200,720, retroactive to July 1. (Director Shen Kreiser voted no.)<\/p>\n<p>Approve Erica Wilkinson as elementary assistant principal at a salary of $95,824, prorated to her start date, which is to be determined as mutually agreed upon.<\/p>\n<p>Approve the athletic staff pay rates for 2026-27.<\/p>\n<p>Approve the school security guard job description.<\/p>\n<p>Approve a variety of personnel transactions.\u00a0<\/p>\n<p>Approve the Student Activity Account statements for June and July.<\/p>\n<p>Approve a memorandum of understanding between Compass Mark and NLSD.<\/p>\n<p>Approve an affiliation agreement between Wilson College and NLSD.<\/p>\n<p>Approve a dual enrollment agreement between Messiah University and NLSD.<\/p>\n<p>Approve the IU13 intergovernmental agreement \u2014 Nonpublic School Services Consortium \u2014 Title 1 Shared Services.<\/p>\n<p>Approve the Vista School Year Educational Services contract.<\/p>\n<p>Approve the IU13 technical agreement for 2026-27.<\/p>\n<p>Approve the IU13 Special Education Legal Consortium.<\/p>\n<p>Approve library book orders for the elementary library totaling $8,488.35.<\/p>\n<p>Approve the substitute teacher list for August. (Director Benjamin Moyer voted no.)<\/p>\n<p>Approve a change order for soil remediation of a small basin west of the baseball field. (Moyer voted no.)<\/p>\n<p>Approve a change order with Construction Masters Services for undercutting the unsuitable soils and replacing with 3A soil and a geogrid back to stabilize the soil. (Moyer voted no.)<\/p>\n<p>Approve the RJ McCarveille Assoc. LTD three-year maintenance agreement for the Signature 800 and 700 series moveable partitions in the elementary school.<\/p>\n<p>Approve the annual Northern Lebanon Secondary School Improvement Plan for the 2026-27 school year (ATSI Plan).<\/p>\n<p>Approve the agreement with Mindy Nguyen (American Speech Language Hearing Association supervisor) to provide clinical supervision and mentorship to speech and language pathologists seeking clinical certification.<\/p>\n<p><a href=\"#committee-reports\" aria-hidden=\"true\" class=\"aal_anchor\" id=\"committee-reports\"><\/a>Committee reports<\/p>\n<p class=\"wp-block-paragraph\">During committee reports, it was noted a new law regarding 30-minute mandated recess for elementary school students per school day, preferably held outdoors, goes into effect during the 2027-28 school year, not 2026-27 as widely believed.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">New teacher induction days will be held Wednesday and Thursday, Aug. 19-20, and the first day of the 2026-27 school year for students is Monday, Aug. 31.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The school board meeting can be <a href=\"https:\/\/www.youtube.com\/live\/EAq21tAaXvo\" rel=\"nofollow noopener\" target=\"_blank\">viewed online<\/a> and detailed information concerning approved actions can be <a href=\"https:\/\/meetings.keystoneagenda.com\/Public\/Agenda\/4132?meeting=759398\" rel=\"nofollow noopener\" target=\"_blank\">read on the district\u2019s website<\/a>.<\/p>\n<p><a href=\"#next-board-meeting\" aria-hidden=\"true\" class=\"aal_anchor\" id=\"next-board-meeting\"><\/a>Next board meeting<\/p>\n<p class=\"wp-block-paragraph\">The next meeting of the Northern Lebanon school board will be held on Tuesday, Sept. 11, at 6:30 p.m. in the administration building board room, in the east side of the elementary school, 346 School Drive, Fredericksburg.<\/p>\n<p class=\"wp-block-paragraph\">Questions about this story?
