Iraq\u2019s Federal Integrity Commission
\nlaunched an audit of pension records after cross-checks identified 16,384
\ndeceased beneficiaries whose payments had not been stopped and uncovered \u201cdeliberate
\nirregularities\u201d involving managers of some Pension Board departments in
\nprovinces affected by terrorist attacks, the commission announced on Friday.<\/p>\n
The review will be conducted by
\njoint committees headed by the Integrity Commission and comprising
\nrepresentatives from the Federal Board of Supreme Audit, Martyrs Foundation, Pension
\nBoard, and Interior Ministry, following approval by Prime Minister Ali
\nAl-Zaidi.<\/p>\n
Their work will include matching
\ncorrected Pension Authority records against information held by electronic
\npayment companies handling pension disbursements to determine sums collected
\nwithout entitlement and pursue their recovery through legal procedures.<\/p>\n
The move follows an Integrity
\nCommission report recommending a comprehensive review of pension files, closer
\nverification of beneficiary records, and an electronic link between the Martyrs
\nFoundation and the Pension Board.<\/p>\n
Among the irregularities, the report
\nfound about 40,000 biometric Qi Cards had been issued on the basis of outdated
\ninformation that remained unchanged in the Pension Board\u2019s system, despite the
\ncommission calling several months ago for pensioners\u2019 details to be updated and
\nduplicate pension numbers eliminated.<\/p>\n
The Interior Ministry also provided
\ninformation on a large number of citizens whose Pension Board records were
\nincomplete. The report documented what it described as deliberate errors in
\nsome pensioners\u2019 information entered by the board\u2019s branches and departments,
\nnoting that managers of some departments had been implicated in corruption
\ncases, particularly in provinces that experienced terrorist attacks.<\/p>\n
The commission called for the
\naffected records to be corrected in coordination with authorities to prevent
\npayments to people not legally entitled to pensions.<\/p>\n
In Nineveh, a committee formed under
\na cabinet order is reviewing 102,867 names registered as martyrs or people
\ninjured in terrorist attacks. Cross-checks with Martyrs Foundation records
\nuncovered payments to ineligible recipients because the Pension Board had not
\nobtained their beneficiary details from the foundation.<\/p>\n
