But Washington suggested this week that officials were preparing measures to <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/08\/20\/world\/middleeast\/iran-trade-trump-threat-china.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">target countries that buy Iranian oil<\/a>.<\/p>\n<p class=\"css-12m5bll evys1bk0\"><a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/08\/20\/world\/europe\/trump-iran-economy-sanctions-threats.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">President Trump has promised an \u201ceconomic D-Day\u201d<\/a> against Iran and <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/08\/19\/us\/politics\/trump-sanctions-iran.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">vowed \u201ctremendous economic consequences\u201d<\/a> for countries that do business with Tehran.<\/p>\n<p class=\"css-12m5bll evys1bk0\">Treasury Secretary Scott Bessent, who is expected to detail the new measures targeting Iran at a news conference on Monday, <a class=\"css-povzk\" href=\"https:\/\/x.com\/SecScottBessent\/status\/2090531198539796892\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">wrote on social media<\/a> on Thursday evening, \u201cAny remaining tie to Tehran will hasten a nation\u2019s economic oblivion, whether that tie be purposefully constructed or willfully ignored.\u201d<\/p>\n<p class=\"css-12m5bll evys1bk0\">Mr. Trump\u2019s threats of economic escalation <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/08\/20\/world\/europe\/trump-iran-economy-sanctions-threats.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">seem to reveal his reluctance<\/a> to return to the full-blown military confrontation with Iran that <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/article\/iran-war-trump-us-oil-hormuz-key-dates-events.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">began in February<\/a> with a large-scale U.S.-Israeli attack.<\/p>\n<p class=\"css-12m5bll evys1bk0\">Since a cease-fire in June, the war has settled into <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/08\/20\/world\/middleeast\/iran-us-war-standoff-hormuz.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">an uneasy standoff<\/a> with little sign of diplomatic progress.<\/p>\n<p class=\"css-12m5bll evys1bk0\">In Baghdad, Mr. Ghalibaf told the business representatives, \u201cThe Americans and Israelis have realized that they cannot prevail against Iran and Iraq in conventional military warfare.\u201d<\/p>\n<p class=\"css-12m5bll evys1bk0\">\u201cTherefore,\u201d he added, \u201cthey have entered into cognitive warfare and economic warfare, and now you are the soldiers and commanders on this battlefield.\u201d<\/p>\n<p class=\"css-12m5bll evys1bk0\">The Trump administration has also taken aim at Iran\u2019s allies in the region. On Thursday, Washington said that Hezbollah, the Iran-backed militia in Lebanon, would be designated an affiliate of the Iranian regime under the command of the Islamic Revolutionary Guards Corps. The announcement came along with <a class=\"css-povzk\" href=\"https:\/\/ofac.treasury.gov\/recent-actions\/20260820\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">the issuing of new sanctions<\/a> against 10 individuals accused of working to smuggle cash to the militia.<\/p>\n<p class=\"css-12m5bll evys1bk0\">The United States has designated Hezbollah a terrorist organization since 1997 and has long accused the group of being an Iranian proxy. The announcement on Thursday appeared to formalize Washington\u2019s view that the group was a direct arm of Iran in the Middle East.<\/p>\n<p class=\"css-12m5bll evys1bk0\">Broader sanctions targeting Iran\u2019s ability to export oil would compound <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/06\/07\/world\/middleeast\/iranians-despair-war-economy-inflation.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Tehran\u2019s economic challenges<\/a>. The war and a U.S. blockade of the country\u2019s ports have crippled key industries, and Iranians are already contending with sky-high inflation.<\/p>\n<p class=\"css-12m5bll evys1bk0\">This week, the United Arab Emirates, a major trading hub for Iran, <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/08\/19\/world\/middleeast\/uae-cuts-trade-ties-iran-missiles.html?searchResultPosition=10\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">announced that it was halting<\/a> all trade and financial transactions with Tehran. Analysts say that the Emirates has been key to Iranian efforts to evade international sanctions, though Emirati officials deny that.<\/p>\n<p class=\"css-12m5bll evys1bk0\">Iran has weathered decades of U.S. sanctions since the 1979 revolution that brought the Islamic republic to power, including by trying to <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/04\/13\/business\/economy\/iran-imports-exports-china.html?searchResultPosition=5\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">diversify the country\u2019s economy<\/a> beyond oil.
