No one has been held accountable.<\/p>\n<p>Israeli officials said the target was a suspected Hamas camera on the roof of Nasser Hospital. Among those killed were Reuters cameraman Hussam al-Masri and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/mariam-dagga-journalists-killed-gaza-c751959deca9aa87cad9d29e7444b145\" rel=\"nofollow noopener\" target=\"_blank\">Mariam Dagga<\/a>, a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/photo-gallery\/mideast-wars-gaza-journalists-killed-photos-a19cdcbab5d0f043c7f80a3f7cffc50f\" rel=\"nofollow noopener\" target=\"_blank\">visual journalist<\/a> who worked for The Associated Press and other news organizations.<\/p>\n<p>Despite <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.ap.org\/the-definitive-source\/announcements\/ap-reuters-statement-on-nasser-hospital-strikes-that-killed-journalists\/\" target=\"_blank\" rel=\"noopener nofollow\">repeated requests by AP<\/a>, the army has not provided details about the investigation or a timeline for when it could be completed. Rights groups say <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/general-news-90c06663250747a68b6d77e3199d136b\" rel=\"nofollow noopener\" target=\"_blank\">Israel rarely<\/a> holds troops accountable for killing Palestinians, pointing to long investigations that <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/general-news-d8ec787dc4184ba290cf1ff7fe460f12\" rel=\"nofollow noopener\" target=\"_blank\">rarely lead to prosecution<\/a>.<\/p>\n<p>As global outrage over the Aug. 25, 2025, strike grew, the Israeli military said that in addition to taking out the camera, six of those killed were linked to Hamas, without providing evidence.<\/p>\n<p>But an Israeli soldier, speaking on condition of anonymity for fear of retribution, now says the military could find no evidence linking the camera, which belonged to al-Masri, to Hamas. The soldier, who was privy to discussions surrounding the military\u2019s response, said none of the six was the intended target of the strike.<\/p>\n<p>AP sent detailed questions to the military about the allegations, as well as other questions about the strikes. The military didn\u2019t address the questions but said via text that the incident is being examined and findings will be transferred to the Military Advocate General\u2019s Corps to reach a verdict on whether to open a criminal investigation. It didn\u2019t provide a timeline.<\/p>\n<p>AP reported at the time that one of the six Israel said was linked to Hamas was not on the hospital\u2019s list of casualties and two others were medical or emergency personnel. That, along with the soldier\u2019s account, raises serious questions about Israel\u2019s rationale for the strike.<\/p>\n<p>Why did troops fail to identify the cameraman as al-Masri, even though journalists were known to film at the hospital? Why did they strike a second time, causing most of the deaths and raising accusations of a \u201cdouble tap\u201d attack on first responders, which would be a war crime?<\/p>\n<p>\u201cA year later, we remain devastated by their deaths and are still searching for answers from the Israeli authorities about what happened that day,\u201d AP Executive Editor Julie Pace said.<\/p>\n<p>\u201cThe information we have received to date has fallen short of the clear answers and accountability that an incident of this gravity requires.\u201d<\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-a00000\"\/><\/p>\n<p>\n    Sign up for Morning Wire:<br \/>\n    Our flagship newsletter breaks down the biggest headlines of the day.\n  <\/p>\n<p>Nasser Hospital was a vital location for journalists <\/p>\n<p>News agencies like Reuters and AP supplied live video footage to newsrooms around the world from the hospital, one of the few functioning in Gaza at the time. AP repeatedly informed the army that its journalists were stationed there.<\/p>\n<p>The first strike killed al-Masri and another person. As other journalists, including Dagga, and rescue workers rushed up an external staircase to help the wounded and document what happened, the military struck again, killing 20 people. Based on footage and multiple eyewitnesses, none was armed. In all, Israel struck the hospital four times using high-explosive tank shells.<\/p>\n<p>Israeli officials afterward said Hamas was using the camera to observe nearby troops. They alleged \u201csuspicious behavior\u201d around the camera, but the only example they gave was that a towel draped over the camera and the person filming appeared to be an effort at concealment.<\/p>\n<p>The Reuters journalist, al-Masri, routinely covered equipment with a white cloth to protect it from the sun and dust, a common practice among videojournalists in Gaza and other hot climates.<\/p>\n<p>Last week, the army <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-military-hind-rajab-gaza-parademics-investigations-c0a733a3ac78660b474e5bdb47154f8b\" rel=\"nofollow noopener\" target=\"_blank\">announced criminal investigations<\/a> into two other high-profile attacks by its troops in Gaza \u2014 the 2024 <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/gaza-israel-palestinians-war-ambulance-girl-family-06f15b155f1de426e00f6a655554b2a2\" rel=\"nofollow noopener\" target=\"_blank\">killing of 5-year-old Hind Rajab<\/a> and her family, and the 2025 <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/gaza-medics-killed-israel-ambulances-f34b6ecc985d9127265a400bd52c72b7\" rel=\"nofollow noopener\" target=\"_blank\">killing of 15 paramedics<\/a>. It cleared troops in three other attacks that killed workers from international aid groups.<\/p>\n<p>Soldier details an attempt at damage control<\/p>\n<p>The soldier was connected to AP through Breaking the Silence, a group founded over two decades ago by Israeli veterans that collects testimony from soldiers and is critical of Israel\u2019s actions in the Palestinian territories.<\/p>\n<p>The soldier said that after high-profile strikes that kill civilians without clear military purpose, army officials retroactively search for militant links among those killed.<\/p>\n<p>Breaking the Silence said its testimonies show there is a \u201cretroactive incrimination process\u201d in which Palestinians who are killed are automatically counted as militants, even when unarmed.<\/p>\n<p>Retroactive incrimination is used as a \u201cnear automatic justification for every bullet, shell or missile fired, and as a tool used to avoid carrying out real investigations,\u201d Nadav Weiman, the group\u2019s executive director, said.<\/p>\n<p>AP independently confirmed some details of the soldier\u2019s account, which is consistent with the military\u2019s public response. Breaking the Silence said it had corroborated the account with its own sources.<\/p>\n<p>The Israeli military <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/world-news\/still-wrecked-from-past-israeli-raids-hospitals-in-northern-gaza-come-under-attack-again-00000192eebfd414a79fffbf88cc0000\" rel=\"nofollow noopener\" target=\"_blank\">has raided or laid siege to hospitals throughout<\/a> the war, accusing Hamas of using them as command centers and to hide fighters, though it\u2019s provided evidence for only some of its claims.<\/p>\n<p>Hamas security men have been seen in hospitals during the war, controlling access to certain areas. Earlier this year, Doctors Without Borders suspended some operations at Nasser Hospital for several months after patients and staff reported seeing <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-war-news-02-14-2026-fce5aeb2f708e9461795db7edd783de6\" rel=\"nofollow noopener\" target=\"_blank\">armed, masked men<\/a> roaming parts of the building.<\/p>\n<p>Tank shells were fired after a drone failed<\/p>\n<p>The soldier, and a former military official with knowledge of the situation, said a high-ranking army official initially approved use of a precision weapon to take down the camera but an attempt by drone failed for unknown reasons. The former official spoke on condition of anonymity because they weren\u2019t authorized to talk to the media.<\/p>\n<p>The division commander then approved an alternative method, said the soldier, without saying what the method was. It\u2019s unclear who made the decision to fire tank rounds, which can cause more extensive damage than drone strikes.<\/p>\n<p>Oded Ailam, former head of the counterterrorism division in Israel\u2019s Mossad spy service, said that while commanders on the ground have a degree of freedom, they don\u2019t have a \u201cblank check.\u201d<\/p>\n<p>\u201cIf the change is significant, particularly where it may affect the risk to civilians, it must remain within the authority, rules and intent of the original order, or require renewed approval,\u201d he said.<\/p>\n<p>Israeli troops have killed over 200 journalists in the war<\/p>\n<p>Israeli troops have killed 207 Palestinian reporters in Gaza since <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-hamas-war-news-hostages-0c14750240138853a70e38b0c09ef157\" rel=\"nofollow noopener\" target=\"_blank\">Hamas\u2019 Oct. 7, 2023, attack<\/a> ignited the war, according to the New York-based Committee to Protect Journalists. Israel has barred foreign journalists from entering Gaza, giving Palestinian journalists a critical role in covering the conflict.<\/p>\n<p>Sara Qudah, CPJ\u2019s Middle East and North Africa regional director, said Israel has a responsibility to conduct a prompt and transparent investigation. \u201cWhen journalists can be killed without credible accountability, it becomes harder and more dangerous for the press to document conflicts and for the public to know what is happening,\u201d she said.<\/p>\n<p>The lack of answers has been agonizing for the families.<\/p>\n<p>Ezz al-Din al-Masri said he doesn\u2019t understand why his brother, Hussam, was killed. \u201cUnfortunately, we found that the blood of journalists in Gaza is cheap \u2026 as if the rules protecting journalists do not apply to them,\u201d he said.<\/p>\n<p>Dagga, 33, had just taken her last photos before rushing up the stairs. Whenever her father, Riyad Abu Dagga, visits her grave, he carries her phone and camera with him \u2014 she always had them with her.
