Investigators are also examining why cash<br \/>\nreserves once held at state banks have fallen, the source said, in preparation<br \/>\nfor legal and administrative measures.<\/p>\n<p>The<br \/>\nassessments weigh how far each management can support the government through<br \/>\nthe current strain, the source said, and how far each institution has moved<br \/>\ntoward digital systems. Continued reliance on paper procedures rather than<br \/>\nelectronic ones is among the concerns drawing official attention.<\/p>\n<p>Some<br \/>\nmanagers have submitted figures and reports that do not reflect actual<br \/>\noperations, the source said, adding that field monitoring has exposed a wide<br \/>\ngap between official reporting and performance on the ground. That gap is<br \/>\nitself under review.<\/p>\n<p>The measures<br \/>\nare part of a broader government effort to reassess how state financial<br \/>\ninstitutions perform and to strengthen efficiency, governance, and digital<br \/>\nsystems, the source said, given the financial pressure and the delay in paying<br \/>\n<a href=\"https:\/\/shafaq.com\/en\/society\/Liquidity-shortfall-freezes-lending-at-Iraq-s-state-banks\" target=\"_blank\" rel=\"nofollow noopener\">salaries<\/a>.<\/p>\n<p>The review comes<br \/>\nafter a separate informed source told Shafaq News on Tuesday that state<br \/>\nsalaries could be delayed until the end of this month or early next month<br \/>\nbecause funding for ministries and state bodies had not yet been released.<br \/>\nSalaries are funded and paid out to state institutions sequentially, a process<br \/>\nthat takes several days.
