{"id":269726,"date":"2026-08-30T05:56:12","date_gmt":"2026-08-30T05:56:12","guid":{"rendered":"https:\/\/www.europesays.com\/iran\/269726\/"},"modified":"2026-08-30T05:56:12","modified_gmt":"2026-08-30T05:56:12","slug":"shafaq-news-banking-sector-faces-turning-point-in-iraqs-reform-drive","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/iran\/269726\/","title":{"rendered":"Shafaq News..Banking sector faces turning point in Iraq\u2019s reform drive"},"content":{"rendered":"<p>\n                            2026-08-30T05:38:45+00:00<\/p>\n<p>                                    font<\/p>\n<p>                                            Enable Reading Mode<\/p>\n<p>\n                                        A-<br \/>\n                                        A<br \/>\n                                        A+\n                                    <\/p>\n<p>Shafaq News- Baghdad<\/p>\n<p>Iraq\u2019s banking sector faces a \u201ccritical crossroads\u201d<br \/>\nafter years of weak management, oversight failures and declining public<br \/>\nconfidence have limited its ability to attract savings and finance investment<br \/>\nand development, the prime minister\u2019s economic adviser told Shafaq News on<br \/>\nSaturday.<\/p>\n<p>Mudher Mohammed Saleh said building an efficient<br \/>\nbanking system could no longer be delayed, particularly in an economy heavily<br \/>\ndependent on oil for foreign currency. \u201cRestoring confidence requires stronger<br \/>\ngovernance, supervision and compliance, strict anti-money laundering and<br \/>\ncounter-terrorist financing standards, restructuring troubled banks, addressing<br \/>\nweaknesses in their financial positions and raising capital in line with risk<br \/>\nlevels and modern banking requirements.\u201d<\/p>\n<p>Technology is another key part of the overhaul, Saleh<br \/>\nsaid, calling for improved <a href=\"https:\/\/shafaq.com\/en\/Iraq\/MP-proposes-digital-dinar-to-fix-Iraq-s-cash-shortage\" target=\"_blank\" rel=\"nofollow noopener\">digital<\/a> systems, cybersecurity and risk management,<br \/>\nalong with secure and reliable electronic payment services. Such measures would<br \/>\nreduce reliance on cash, expand financial inclusion and bring more people into<br \/>\nthe formal banking system.<\/p>\n<p>However, technology and oversight alone would not<br \/>\nrestore confidence. Banks also need greater transparency, stronger depositor<br \/>\nprotections, clear deposit safeguards, faster complaint handling and the<br \/>\nability to protect customers\u2019 money, according to the advisor. <\/p>\n<p>He called for banks to shift from traditional services<br \/>\nand liquidity management toward financing the real economy, particularly small<br \/>\nand medium-sized enterprises and productive agricultural, industrial and<br \/>\nservice sectors.<\/p>\n<p>\u201cA bank that does not finance productive economic<br \/>\nactivity remains a financial intermediary with limited impact,\u201d he said, adding<br \/>\nthat institutions capable of mobilizing savings, managing risks and financing<br \/>\nproduction and investment can become partners in development.<\/p>\n<p><a href=\"https:\/\/shafaq.com\/en\/Report\/Iraq-turns-to-bank-borrowing-to-cover-August-salaries-amid-oil-revenue-collapse\" target=\"_blank\" rel=\"nofollow noopener\">Read more: Iraq turns to borrowing to cover salaries amid oil-revenue collapse<\/a><\/p>\n<p>From Cash to Credit<\/p>\n<p>International economics professor Nawar Al-Saadi told<br \/>\nShafaq News that banking reform had become essential for moving Iraq from a<br \/>\ncash-based economy toward one driven by financing. He said the Central Bank of<br \/>\nIraq\u2019s (CBI) program offers banks several paths, including remaining in<br \/>\nbusiness, merging or leaving the market, alongside tougher governance,<br \/>\ncompliance and risk-management requirements.<\/p>\n<p>Rebuilding confidence requires sound governance,<br \/>\nsolvency and transparency rather than campaigns to attract deposits, Al-Saadi<br \/>\nsaid. He called for resolving the status of banks unable to continue operating,<br \/>\nstrengthening the capital of viable institutions, improving disclosure and<br \/>\nindependent auditing, and holding boards and executives accountable for<br \/>\nviolations.<\/p>\n<p>Depositors should find banks \u201csafer and easier to use\u201d<br \/>\nthan keeping cash, he added. This would also require greater lending to small<br \/>\nand medium-sized businesses and productive sectors, as well as effective<br \/>\ncredit-scoring systems instead of excessive reliance on traditional collateral.<\/p>\n<p><a href=\"https:\/\/shafaq.com\/en\/Report\/Iraq-s-private-banks-Capital-Growth-and-the-structural-credit-gap\" target=\"_blank\" rel=\"nofollow noopener\">Read more: Iraq\u2019s private banks: Capital Growth and the structural credit gap<\/a><\/p>\n<p>Protecting Deposits<\/p>\n<p>Economic expert Ahmed Al-Janabi said reform required a<br \/>\ncomprehensive package beginning with restoring confidence and protecting<br \/>\ndepositors\u2019 money, noting that many Iraqis remain reluctant to place their<br \/>\nsavings in banks.<\/p>\n<p>He noted that the reform program involving global<br \/>\nconsultancy Oliver Wyman was developed against the backdrop of restrictions on<br \/>\nseveral Iraqi banks. Seven institutions subsequently entered an initial phase<br \/>\nallowing them to resume transactions and transfers in foreign currencies other<br \/>\nthan the dollar, while further reforms remain underway.<\/p>\n<p>Al-Janabi estimated that <a href=\"https:\/\/shafaq.com\/en\/Economy\/CBI-Iraq-s-currency-issued-tops-84B-by-June\" target=\"_blank\" rel=\"nofollow noopener\">currency<\/a> issued by the CBI<br \/>\ntotals around 103 trillion dinars, while about 20 trillion dinars remain<br \/>\noutside the banking system, much of it \u201choarded in homes.\u201d<\/p>\n<p>Economic expert Ahmed Abdul Rabbo said the reforms<br \/>\nundertaken with Oliver Wyman were important for rebuilding the banking sector,<br \/>\nimproving its efficiency and strengthening its links to the global financial<br \/>\nsystem, calling for faster implementation.<\/p>\n<p>He welcomed the decision allowing <a href=\"https:\/\/shafaq.com\/en\/Economy\/US-clears-seven-Iraqi-banks-for-dollar-transactions\" target=\"_blank\" rel=\"nofollow noopener\">seven<\/a> banks to<br \/>\nconduct foreign transfers in currencies other than the dollar but said the<br \/>\npriority should be enabling them to gradually resume broader operations. Reform<br \/>\nshould also extend beyond those institutions, he said, with other banks<br \/>\nassessed and allowed to conduct foreign transfers once they meet the required<br \/>\nstandards.<\/p>\n<p>The Central Bank has been working with international<br \/>\nfirms to overhaul the banking sector and address compliance problems that had<br \/>\ncut several Iraqi banks off from dollar transactions. On July 18, the CBI<br \/>\nreached an agreement with the US Treasury Department allowing seven eligible<br \/>\nbanks to resume foreign correspondent banking in currencies other than the<br \/>\ndollar.
