Israel has plans drawn up to carry out US President Donald Trump\u2019s proposal to remove most of the Palestinian population from the\u00a0Gaza<\/a>\u00a0Strip, according to its defense minister, Israel Katz.<\/p>\n

Katz has been a fervent cheerleader for the\u00a0proposal<\/a>\u00a0made by Trump last February to have roughly 2 million\u00a0Palestinians<\/a>\u00a0leave\u00a0Gaza<\/a>\u00a0and be permanently relocated to other nations with no right to return home, before bulldozing what is left of Gaza after more than two years of relentless destruction by Israel, which has left the vast majority of the population displaced.<\/p>\n

While Trump and his Israeli allies used the\u00a0euphemism<\/a>\u00a0\u201cvoluntary migration\u201d to describe the plan,\u00a0United Nations<\/a>\u00a0officials, foreign governments, and\u00a0human rights<\/a>\u00a0organizations have\u00a0said<\/a>\u00a0it amounted to a plot for an illegal \u201cethnic cleansing<\/a>.\u201d<\/p>\n

Shortly after the plan was announced, Katz said he\u2019d directed the Israeli military to begin devising a mechanism for the Palestinians\u2019 departure. However, forced displacement was ultimately not included in Trump\u2019s 20-point \u201cpeace plan\u201d agreed to last October.<\/p>\n

During an interview on Wednesday with the Israeli news site Ynet and the newspaper Yedioth Ahronoth, Katz said that Israel was ready to begin removing Palestinians from the territory as soon as Trump gives the order.<\/p>\n

\u201cThere is no real solution for Gaza in the end without this migration,\u201d Katz said.<\/p>\n

He claimed that \u201c80% [of Palestinians in Gaza] want to migrate; it\u2019s checked constantly in surveys.\u201d<\/p>\n

Katz did not specify which \u201csurveys\u201d he was referring to. But one May 2026 survey by Israel\u2019s Coordinator of Government Activities in the Territories, the Israeli body that administers civilian affairs in the occupied Palestinian territories,\u00a0showed<\/a>\u00a0that nearly 80% of residents said they wanted additional information about mechanisms for relocating to a third country through\u00a0Rafah<\/a>\u00a0or Kerem Shalom. The reported question did not establish that they wanted to leave permanently.<\/p>\n

Other surveys of Gaza\u2019s residents conducted by independent pollsters have found that\u00a0around half<\/a>, or a\u00a0majority<\/a>\u00a0of the population, want to stay in the territory despite the destruction and deprivation they face.<\/p>\n

Katz said the Israeli government was \u201cfully prepared to move [Palestinians] out if it becomes possible\u2014by sea, by air, by every way possible.\u201d<\/p>\n

\u201cWhat\u2019s delaying it is that the accepting countries want US support,\u201d Katz said. \u201cEvery country that is willing wants American backing. Currently, President Trump didn\u2019t cancel this; he froze it. All the Arab countries came to him due to their pressure on this matter.\u201d<\/p>\n

Katz said \u201cthe moment will come\u201d when \u201cit becomes clear that\u00a0Hamas<\/a>\u00a0is not meeting its commitment\u201d to the Phase 2 disarmament-and-withdrawal roadmap agreed to by the Palestinian militant group in July, building on the October 2025 ceasefire agreement reached between Hamas and Israel.<\/p>\n

Israel has\u00a0claimed<\/a>\u00a0that the deal required Hamas to totally disarm before Israel withdrew any troops it had advanced past last October\u2019s ceasefire line in violation of the agreement. The roadmap Hamas agreed to explicitly stated that Israel\u2019s withdrawal would occur at the same time as disarmament.<\/p>\n

Then, Katz said, Israel \u201cwill get a green light to move forward militarily, territorially, and in other areas, and this thing will gain momentum.\u201d<\/p>\n

Other figures in the government of Prime Minister\u00a0Benjamin Netanyahu<\/a>\u00a0have spoken openly about the desire to force Palestinians out of Gaza and\u00a0replace<\/a>\u00a0them with Jewish Israeli settlers. But Katz\u2019s statements on Wednesday were among the most concrete yet to indicate that a solid plan is in the works to carry out this goal.<\/p>\n

\u201cThis is the Israeli defense minister admitting, completely and brazenly, that the official policy of the Israeli state is ethnic cleansing in Gaza,\u201d\u00a0said<\/a>\u00a0H.A. Hellyer, a senior associate fellow at the Royal United Services Institute in the\u00a0United Kingdom<\/a>. \u201cBut somehow we are expected to take seriously those who say it is not.\u201d<\/p>\n
