Despite a new round of sanctions, the regime <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/iran-says-new-sanctions-threatened-by-desperate-us-will-fail-2026-08-23\/\" rel=\"nofollow noopener\" target=\"_blank\">remains defiant<\/a>. The key issue for the current administration is that it lacks the willingness to confront China and Russia over their assistance to the regime, and is instead urging <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/us-treasury-secretary-bessent-hold-press-conference-iran-on-monday-2026-08-20\/\" rel=\"nofollow noopener\" target=\"_blank\">Beijing\u2019s cooperation<\/a> as it looks ahead to Donald Trump and Xi Jinping\u2019s meeting on September 24.<\/p>\n<p>Under the current stalemate, Washington\u2019s allies in Asia are <a href=\"https:\/\/www.brookings.edu\/articles\/iran-war-reverberations-a-nadir-for-asias-economic-security\/\" rel=\"nofollow noopener\" target=\"_blank\">disproportionately affected<\/a>, at a time where they are being asked to take on a greater share of the regional deterrence burden.<\/p>\n<p>Both China and Russia continue to materially aid Iran and are alleged to have provided <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/iran-strikes-cia-facilities-gulf\/\" rel=\"nofollow noopener\" target=\"_blank\">intelligence assistance<\/a> that helped it strike American bases across the region. China has provided drone components, <a href=\"https:\/\/www.aljazeera.com\/features\/2026\/3\/11\/could-iran-be-using-chinese-navigation-modules\" rel=\"nofollow noopener\" target=\"_blank\">navigation modules<\/a>, <a href=\"https:\/\/www.washingtonpost.com\/investigations\/2026\/03\/07\/laden-iranian-propellant-precursors\/\" rel=\"nofollow noopener\" target=\"_blank\">chemical precursors<\/a> for missile propellant, <a href=\"https:\/\/www.reuters.com\/world\/china\/iran-get-chinese-shoulder-launched-systems\/\" rel=\"nofollow noopener\" target=\"_blank\">shoulder-fired systems<\/a>, and continues its purchases of <a href=\"https:\/\/www.npr.org\/2026\/08\/02\/nx-s1-5913374\/how-china-gets-around-the-sanctions-on-iranian-oil\" rel=\"nofollow noopener\" target=\"_blank\">discounted Iranian crude<\/a>. Russia has supplied <a href=\"https:\/\/apnews.com\/article\/russia-iran-drones-shahed-war-israel-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">upgraded drones<\/a> built off Iran\u2019s own design from its Alabuga factory in Tatarstan, along with satellite imagery and damage assessments enabling strikes on American assets.\u00a0<\/p>\n<p>The entities involved have been sanctioned, yet they have adapted. Washington has designated Chinese companies, sanctioned tankers and <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0476\" rel=\"nofollow noopener\" target=\"_blank\">warned banks<\/a> against dealing with the refineries in Shandong province that import and process Iranian crude. Beijing responded by shifting to <a href=\"https:\/\/lmitac.com\/news\/china-iran-open-new-trade-route\" rel=\"nofollow noopener\" target=\"_blank\">overland routes<\/a> through Pakistan and Central Asia, and by issuing a <a href=\"https:\/\/www.aljazeera.com\/economy\/2026\/5\/3\/china-blocks-us-sanctions-against-its-refineries\" rel=\"nofollow noopener\" target=\"_blank\">blocking order<\/a> that exposes any company obeying the American sanctions to Chinese penalties for doing so.<\/p>\n<p>Both Washington and Beijing have pulled their punches, proving they value their trading relationship more than they do the outcome of the Iran war. After the October 2025 summit, an American <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/11\/12\/2025-19846\/one-year-suspension-of-affiliates-rule\" rel=\"nofollow noopener\" target=\"_blank\">export control<\/a> rule covering the subsidiaries of blacklisted firms was suspended, and China lifted its <a href=\"https:\/\/www.mining.com\/china-lifts-export-ban-on-gallium-germanium-and-antimony\/\" rel=\"nofollow noopener\" target=\"_blank\">export controls<\/a> on critical minerals. In March, oil sanctions on both <a href=\"https:\/\/www.cfr.org\/articles\/trump-gambled-by-easing-oil-sanctions-on-russia-and-iran\" rel=\"nofollow noopener\" target=\"_blank\">Moscow and Tehran<\/a> were eased in response to soaring energy prices. The reciprocal tariff suspension runs until <a href=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2025\" rel=\"nofollow noopener\" target=\"_blank\">November 10<\/a>.\u00a0<\/p>\n<p>Beijing, for its part, has <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-05-02\/beijing-tells-chinese-refiners-to-ignore-us-sanctions\" rel=\"nofollow noopener\" target=\"_blank\">legally defended<\/a> its refineries only far enough to pass the risk to third parties. It has not retaliated directly, and it has kept state-owned companies away from the trade so that it need not protect them. This provides a cheap arrangement, which it can abandon at will.<\/p>\n<p>Washington has much to lose and little to gain from further commitment in the Iran war, and Iran\u2019s leverage rests on having correctly assessed how much each side is willing to spend on a resolution. The United States therefore cannot compel Iran by intensifying strikes or enforcing tougher sanctions. It has to reorient Iran\u2019s backers away from it.<\/p>\n<p>The current administration\u2019s unwillingness to do this has overwhelmingly affected its allies in the Indo-Pacific.\u00a0<\/p>\n<p><a href=\"https:\/\/www.weforum.org\/stories\/energy-transition\/asian-energy-crisis-security-hormuz\/\" rel=\"nofollow noopener\" target=\"_blank\">Asia\u2019s reliance<\/a> on oil imports transiting the Strait of Hormuz has placed countries like Japan, South Korea, and the Philippines in a situation where their interests are a secondary concern for the United States in the Iran war \u2013 and remember, the entire conflict already ranks behind its trading relationship with China on the administration\u2019s priority list. If Washington expects industrialized democracies to carry a <a href=\"https:\/\/www.war.gov\/News\/Speeches\/Speech\/Article\/4504755\/remarks-by-secretary-of-war-pete-hegseth-at-the-2026-shangri-la-dialogue-in-sin\/\" rel=\"nofollow noopener\" target=\"_blank\">growing share<\/a> of the Pacific deterrence burden, then it must recognize the difficult position they now have.<\/p>\n<p>The lack of willingness to impose costs on authoritarian adversaries for aligning their interests has been visible in the northern Pacific, with <a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3359577\/north-korea-makes-play-spot-china-russia-drills-missile-test\" rel=\"nofollow noopener\" target=\"_blank\">China and Russia<\/a> conducting joint drills that North Korea has sought to join. Unopposed, this kind of alignment creates the condition for normalized cooperation between authoritarian states. Allies in the Pacific will remain reliant on the United States, but they now understand that American commitments must be priced in terms of commercial convenience.<\/p>\n<p>For countries in <a href=\"https:\/\/www.gisreportsonline.com\/r\/iran-war-asean\/\" rel=\"nofollow noopener\" target=\"_blank\">Southeast Asia<\/a>, the war is predominantly an economic issue that has increased shipping costs and disrupted price stability for energy importers seeking to sustain export-reliant economies. While these states also value security against Beijing\u2019s coercive policies, the incentive to engage with Washington is weak as long as carrier task groups are being <a href=\"https:\/\/asia.nikkei.com\/politics\/defense\/asia-pacific-left-without-us-aircraft-carrier-after-middle-east-deployment\" rel=\"nofollow noopener\" target=\"_blank\">rotated out<\/a> of the region, and the stability of energy markets is in doubt. Pressuring them to align or increase their share of the deterrence burden while not providing much in return is unlikely to yield positive results.<\/p>\n<p>In March, the Atlantic Council <a href=\"https:\/\/www.atlanticcouncil.org\/dispatches\/from-drones-to-rocket-fuel-how-china-and-russia-sustain-iran\/\" rel=\"nofollow noopener\" target=\"_blank\">recommended<\/a> that Trump confront Xi directly for his country\u2019s support of Iran. This was a solid suggestion, yet without diplomatic pressure being applied consistently, there is no signal that Washington needs this war over or that it will not tolerate outside support for Tehran. Confrontation has had an effect in the past; it forced Beijing to move to less efficient overland supply routes specifically to avoid naval interception and secondary sanctions. If the U.S. takes no further action, Beijing will conclude that it has correctly calibrated its support for Iran: not enough to provoke a reaction and not so little that Tehran feels isolated.<\/p>\n<p>Furthermore, as long as there appears to be an incentive not to impose costs on China or Russia, allies in Asia will have to prepare for a long-haul period of high energy prices with no clear solution in sight, while their adversaries face few consequences for aligning their interests. Washington\u2019s current campaign against Asian economies it accuses of <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/white-house-says-transshipped-goods-cost-19-billion-26-billion-lost-tariffs-2026-08-14\/\" rel=\"nofollow noopener\" target=\"_blank\">transshipping Chinese goods<\/a> to bypass tariffs highlights how much more it seems to value its commercial relationship with Beijing. Punishing allies for routing Chinese goods while leaving China untouched looks a lot like shooting the couriers.
