Less than 24 hours later, Tehran publicly rejected the plan, issued a counteroffer, and vowed to continue fighting in the interim.<\/p>\n<p>As Iran launched a <a href=\"https:\/\/www.nbcnews.com\/world\/iran\/live-blog\/live-updates-iran-war-trump-peace-talks-israel-gulf-attacks-markets-rcna264854\" rel=\"nofollow noopener\" target=\"_blank\">fresh wave of attacks<\/a> on Israel and Gulf countries on Wednesday, and as the White House <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/us-expected-send-thousands-soldiers-middle-east-sources-say-2026-03-24\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=032526&amp;lctg=607f1056abd4f461f466319b\" rel=\"nofollow noopener\" target=\"_blank\">approved the deployment<\/a> of more troops to the Middle East, analysts predict that the nearly monthlong conflict is far from over.<\/p>\n<p>According to a senior Iranian official quoted by Tehran\u2019s state-run <a href=\"https:\/\/www.wsj.com\/livecoverage\/iran-war-us-israel-news-updates\/card\/iran-rejects-u-s-proposal-to-end-the-war-wants-reparations-and-control-of-hormuz-n16LD0Y7xox7NySuFmme\" rel=\"nofollow noopener\" target=\"_blank\">Press TV<\/a> on Wednesday, \u201cIran will end the war when it decides to do so and when its own conditions are met.\u201d The unnamed official called the U.S. proposal \u201cdisconnected from the reality of America\u2019s failure on the battlefield.\u201d<\/p>\n<p>Under Trump\u2019s <a href=\"https:\/\/www.bbc.com\/news\/articles\/cly9nz5vyz4o\" rel=\"nofollow noopener\" target=\"_blank\">proposal<\/a>, Iran would \u201ccommit never to pursue nuclear weapons,\u201d dismantle its three main nuclear facilities, and surrender all enriched uranium to the <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/24\/iran-israel-us-war-missile-nuclear-weapons-deterrence\/\" rel=\"nofollow noopener\" target=\"_blank\">International Atomic Energy Agency<\/a>. Tehran would also suspend ballistic missile production; limit the rest of its missile program; reopen the <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/24\/trump-us-rhetoric-iran-hormuz-shipping-oil-economy\/\" rel=\"nofollow noopener\" target=\"_blank\">Strait of Hormuz<\/a>; and stop funding regional proxy groups, including Hezbollah, Hamas, and the Houthis.<\/p>\n<p>In exchange, all international sanctions on Iran <a href=\"https:\/\/www.wsj.com\/livecoverage\/iran-war-us-israel-news-updates\/card\/u-s-sends-iran-15-point-plan-to-end-war-jwZEspQxJx6ckJ0SNdaS\" rel=\"nofollow noopener\" target=\"_blank\">would be lifted<\/a>, and the United States would assist and monitor Tehran\u2019s civilian nuclear program. \u201cThey\u2019d like to make a deal,\u201d Trump told reporters on Tuesday, referring to Iranians. \u201cThey\u2019ve agreed they will never have a nuclear weapon.\u201d Iran insists that it has no nuclear weapons ambitions and only uses its enriched uranium for civilian purposes.<\/p>\n<p>However, Iran does not appear persuaded by the White House\u2019s offer. It ruled out a temporary cease-fire out of fear that the United States and Israel would use that interlude to bolster their own forces before resuming strikes.<\/p>\n<p>Trump ordered the deployment of some <a href=\"https:\/\/www.nytimes.com\/2026\/03\/24\/us\/politics\/82nd-airborne-division-iran-troops.html?smid=url-share\" rel=\"nofollow noopener\" target=\"_blank\">2,000 additional troops<\/a> to the Middle East this week at the same time that he pushed his 15-point peace plan. These soldiers\u2014part of the U.S. Army\u2019s elite 82nd Airborne Division\u2014will bring the total number of recent U.S. deployments to the region to nearly 7,000 personnel.<\/p>\n<p>On Wednesday, Iran proposed its <a href=\"https:\/\/apnews.com\/article\/iran-us-israel-trump-lebanon-march-25-2026-be07c54139bcc70672bb33f0773ede6a\" rel=\"nofollow noopener\" target=\"_blank\">own conditions<\/a> to end the war. These include the United States and Israel paying reparations for war damages, recognizing Iran\u2019s sovereignty over the Strait of Hormuz, ending international sanctions on Tehran, and implementing a wider Middle East cease-fire that would protect Iran\u2019s proxy groups.<\/p>\n<p>Iran said that it would negotiate over the status of its nuclear enrichment capabilities but not its missile program. It maintained that the Strait of Hormuz <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/12\/iran-war-strait-hormuz-ships-mines-missiles-drones\/\" rel=\"nofollow noopener\" target=\"_blank\">would not reopen<\/a> until a peace deal was secured.<\/p>\n<p>\u201cThe authority to issue passage permits is ours,\u201d Iranian military spokesperson <a href=\"https:\/\/www.nytimes.com\/2026\/03\/25\/world\/middleeast\/us-iran-war-talks-trump.html\" rel=\"nofollow noopener\" target=\"_blank\">Ebrahim Zolfaghari<\/a> said of the Strait of Hormuz on Wednesday, adding that Iran plans to charge tolls on ships passing through the strategic waterway.<\/p>\n<p>Despite publicly dismissing the White House\u2019s offer, some Iranian authorities are privately contemplating peace talks. Iranian officials told the <a href=\"https:\/\/www.nytimes.com\/2026\/03\/25\/world\/middleeast\/iran-talks-cease-fire.html?smid=url-share\" rel=\"nofollow noopener\" target=\"_blank\">New York Times<\/a> on Wednesday that Tehran is considering meeting with U.S. negotiators in Islamabad to discuss Trump\u2019s proposal. Pakistan, Egypt, and Turkey have all pushed for the warring sides to come to the negotiating table.<\/p>\n<p>Today\u2019s Most Read<\/p>\n<p>What We\u2019re Following<\/p>\n<p>Coalition trouble in Denmark. Danish Prime Minister Mette Frederiksen was <a href=\"https:\/\/www.kongehuset.dk\/nyheder\/forhandlingsleder-udpeget-2026\" rel=\"nofollow noopener\" target=\"_blank\">appointed<\/a> on Wednesday to lead coalition talks despite her Social Democrats party suffering a massive electoral defeat in Tuesday\u2019s <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/24\/denmark-snap-parliamentary-elections-greenland-trump-frederiksen\/\" rel=\"nofollow noopener\" target=\"_blank\">snap parliamentary elections<\/a>.<\/p>\n<p>In the party\u2019s worst showing since 1903, the Social Democrats <a href=\"https:\/\/www.reuters.com\/world\/europe\/denmarks-frederiksen-faces-tough-coalition-talks-remain-prime-minister-2026-03-25\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=032526&amp;lctg=607f1056abd4f461f466319b\" rel=\"nofollow noopener\" target=\"_blank\">dropped<\/a> from 50 seats to just 38 seats in the 179-member parliament. Frederiksen is expected to try to curry favor with the Green Left and the Danish Social Liberal Party. But those two groups would only bring Frederiksen\u2019s coalition to 68 seats, still short of the 90-seat majority needed to govern.<\/p>\n<p>That leaves Frederiksen with few options. The Red-Green Alliance and the Alternative party have <a href=\"https:\/\/www.theguardian.com\/world\/live\/2026\/mar\/25\/denmark-election-results-mette-frederiksen-europe-latest-news-updates?CMP=share_btn_url&amp;page=with%3Ablock-69c40c298f0836c671f1822b#block-69c40c298f0836c671f1822b\" rel=\"nofollow noopener\" target=\"_blank\">expressed interest<\/a> in joining the coalition, though their combined support (on top of seats from the three other parties) would only bring Frederiksen\u2019s seat count to 84. Adding the 14 seats held by the Moderates party, led by Foreign Minister Lars Lokke Rasmussen, would bring Frederiksen over the finish line.<\/p>\n<p>However, Rasmussen has <a href=\"https:\/\/www.politico.eu\/article\/denmark-lars-lokke-rasmussen-kingmaker-election\/\" rel=\"nofollow noopener\" target=\"_blank\">previously suggested<\/a> that he instead favors new leadership\u2014potentially, himself.<\/p>\n<p>Kenya-China deal. Kenya <a href=\"https:\/\/www.reuters.com\/world\/africa\/kenya-finalises-trade-deal-with-china-president-says-2026-03-25\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=032526&amp;lctg=607f1056abd4f461f466319b\" rel=\"nofollow noopener\" target=\"_blank\">finalized<\/a> trade negotiations with China on Wednesday, culminating two months of extensive talks to grant Nairobi duty-free access to Beijing\u2019s market. Under a preliminary deal, 98 percent of Kenyan exports would be given quota-free status as part of a bid to forge closer ties between East Africa\u2019s biggest economy and one of the world\u2019s largest markets.<\/p>\n<p>The Kenya-China agreement will go into effect in May. Kenyan President William Ruto praised the deal on Tuesday while announcing \u201c<a href=\"https:\/\/x.com\/WilliamsRuto\/status\/2036490435254690083\" rel=\"nofollow\">deepening collaboration<\/a>\u201d in several other sectors. These include health care, manufacturing and industrialization, green energy, education, transportation, and digital innovation. \u201cOur goal is to deliver tangible benefits for our people,\u201d Ruto wrote on X.<\/p>\n<p>At the same time, Kenya is pursuing trade talks with the United States. Earlier this year, the United States <a href=\"https:\/\/www.congress.gov\/crs-product\/IF10149\" rel=\"nofollow noopener\" target=\"_blank\">agreed to extend<\/a> the African Growth and Opportunity Act, which grants some African countries duty-free access, until late 2028. Kenya is the second-largest beneficiary of that act, as U.S. goods trade with Nairobi totaled roughly <a href=\"https:\/\/ustr.gov\/countries-regions\/africa\/east-africa\/kenya\" rel=\"nofollow noopener\" target=\"_blank\">$1.8 billion<\/a> last year.<\/p>\n<p>Heavy Russia-Ukraine fighting. Russian forces claimed to have <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-drones-fire-ustluga-9cb9adca61c79312b470a00fa8ae80be\" rel=\"nofollow noopener\" target=\"_blank\">intercepted<\/a> 389 Ukrainian drones on Wednesday in the largest reported overnight assault on Russian territory since the full-scale war erupted in February 2022. According to Moscow\u2019s Foreign Ministry, attacks were recorded across 13 Russian regions\u2014damaging at least one Baltic Sea port as well as key energy infrastructure.<\/p>\n<p>The operation came one day after Russian troops <a href=\"https:\/\/www.nytimes.com\/2026\/03\/24\/world\/europe\/russia-attack-drones-ukraine-lviv.html?campaign_id=9&amp;emc=edit_nn_20260325&amp;instance_id=173038&amp;nl=the-morning&amp;regi_id=159637444&amp;segment_id=217189&amp;user_id=3a92aa035d8e7d51a6ba63375b87c152\" rel=\"nofollow noopener\" target=\"_blank\">fired<\/a> nearly 1,000 drones and 34 missiles at civilian areas in Ukraine within a 24-hour period, killing at least six people and injuring around 50 others. \u201cThe scale of today\u2019s attack strongly indicates that Russia has no intention of really ending this war,\u201d Ukrainian President Volodymyr Zelensky said in a <a href=\"https:\/\/www.president.gov.ua\/en\/news\/masshtab-ciyeyi-ataki-svidchit-duzhe-chitko-sho-nemaye-v-ros-103497\" rel=\"nofollow noopener\" target=\"_blank\">nighttime address<\/a>.<\/p>\n<p>UNESCO also <a href=\"https:\/\/x.com\/UNESCO\/status\/2036736166007820489?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" rel=\"nofollow\">denounced<\/a> the operation, saying it was \u201cdeeply alarmed\u201d by strikes that hit a World Heritage property in the Ukrainian city of Lviv.<\/p>\n<p>With the Iran war putting <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/05\/iran-war-impact-russia-ukraine-negotiations-trump-zelensky-drones\/\" rel=\"nofollow noopener\" target=\"_blank\">Russia-Ukraine peace talks<\/a> on the back burner, Kyiv has prioritized a renewed ground offensive. In the last two weeks in February, Ukrainian forces <a href=\"https:\/\/www.nytimes.com\/2026\/03\/25\/world\/europe\/ukraine-russia-war-zaporizhzhia.html\" rel=\"nofollow noopener\" target=\"_blank\">gained more ground<\/a> than they had lost for the first time since 2023, primarily making gains in the Zaporizhzhia region.
