At the risk of sounding overly opinionated, it\u2019s not really clear why this is a priority right now.<\/p>\n<p><a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb188\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 188<\/a>, titled \u201cCreate the Ohio Israel Trade and Innovation Partnership,\u201d was first proposed in March of last year. It would create a 17-person committee to \u201cadvance innovation, trade, and investment\u201d between the two governments. It was passed by the House in November.\u00a0<\/p>\n<p>\u201cIn 2023, I was able to visit Israel on a state delegation visit,\u201d Representative Thomas Hall (R-Madison Twp.), one of the bill\u2019s sponsors, <a href=\"https:\/\/ohiohouse.gov\/news\/republican\/ohio-house-passes-bill-to-create-the-ohio-israel-trade-and-innovation-partnership-139208\" rel=\"nofollow noopener\" target=\"_blank\">said in a statement<\/a> when the legislation passed. \u201cDuring the visit, I met with many different industries, including start-ups and emerging technology. This partnership seeks to bring these businesses to Ohio. I am tired of other states continually landing these businesses when they decide to grow and expand. Ohio will now be able to compete.\u201d<\/p>\n<p>Those businesses will likely focus on \u201cemerging technology,\u201d agriculture, and water supply, which are \u201cconsiderably important to Ohio families,\u201d Hall said.<\/p>\n<p>The bill is now under review by the Finance committee. Representative Eric Syndenberg (D-Beachwood), the bill\u2019s other sponsor, <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb188\/committee#:~:text=Download-,Representative%20Eric%20Synenberg,Sponsor,-Download\" rel=\"nofollow noopener\" target=\"_blank\">testified at the first hearing<\/a> earlier this month.\u00a0<\/p>\n<p>\u201cOhio and Israel already share a strong history,\u201d Syndenberg said. \u201cWith this bill, we seek to formalize this partnership, ensuring Ohio remains one of Israel\u2019s top choices to do business.\u201d<\/p>\n<p>Ohio does have existing business relationships with Israel. The <a href=\"https:\/\/ohioisrael.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Ohio-Israel AG &amp; Cleantech Initiative<\/a>, focusing on agriculture and water technology, has been running for 22 years. The <a href=\"https:\/\/development.ohio.gov\/business\/export-assistance\/international-market-support\" rel=\"nofollow noopener\" target=\"_blank\">Department of Development<\/a>, which provides businesses with \u201cExport Assistance &amp; International Engagement,\u201d lists the country as one of its Middle East markets. And as of 2024, there were <a href=\"https:\/\/dam.assets.ohio.gov\/image\/upload\/development.ohio.gov\/research\/economy\/International%20Corporate%20Investments%20in%20Ohio%20Operations%20Report%202022.pdf\" rel=\"nofollow noopener\" target=\"_blank\">six Israeli businesses<\/a> in the state, one of which is based in Columbus; the Youngstown Business Incubator in Northeast Ohio says it\u2019s <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb188\/committee#:~:text=Barbara%20Ewing,Proponent\" rel=\"nofollow noopener\" target=\"_blank\">working with four more<\/a>.<\/p>\n<p>But it\u2019s unclear from the text of the bill and official public statements how this trade partnership would actually impact Ohio residents, besides potentially bringing more jobs into the state by attracting Israeli companies.\u00a0<\/p>\n<p>Columbus residents are evidently not into it.\u00a0<\/p>\n<p>While the bill was under deliberation in the House, <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/hb188\/committee\" rel=\"nofollow noopener\" target=\"_blank\">committee activity records<\/a> show that 36 people <a href=\"https:\/\/ohiohouse.gov\/committees\/development\/meetings\/cmte_h_development_1_2025-10-29-0945_843\" rel=\"nofollow noopener\" target=\"_blank\">testified in opposition<\/a>. One Columbus resident, Jessica Eberly, wrote that she \u201c[did] not understand how our elected officials, who are supposed to be some of the brightest and most equitable among us, would consider passing this piece of legislation.\u201d<\/p>\n<p>\u201cWhen there are people in our state who suffer from lack of housing, food insecurity, access to appropriate mental health and healthcare services, and poor infrastructure and public transit, supporting HB 188 comes across as tone-deaf and a slap in the face to your hardworking constituents who have chosen Ohio to be their home,\u201d Eberly testified.<\/p>\n<p>Another Columbus resident, Matthew Brown, testified that, \u201cThis bill raises serious questions regarding transparency and accountability at a time when we should be putting Ohio first and investing here at home. \u2026 HB 188 would take money out of Ohio and funnel it into a partnership with Israel, a risky economic partner and a gamble that we cannot afford.\u201d<\/p>\n<p>One Columbus resident who works in the defense space, who requested to remain anonymous due to the polarizing nature of the topic, told Matter News that they had two main problems with the bill. \u201cState governments are not properly equipped with the intelligence services, diplomatic corps, and tools needed to properly engage with foreign governments on equal footing,\u201d the resident said. \u201cWith how much dark money is now in the political fundraising world post-Citizens United, the risks are far too great.\u201d\u00a0<\/p>\n<p>Their second problem was that Israel isn\u2019t even in the top 20 destinations for Ohio\u2019s exports. A <a href=\"https:\/\/dam.assets.ohio.gov\/image\/upload\/development.ohio.gov\/research\/economy\/Ohio_Export_Report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">2023 trade report<\/a> lists it in 26th place. \u201cTo dedicate state funds to bolster a partnership with such a minor trading partner is a complete misallocation of resources,\u201d the resident said.<\/p>\n<p>In recent discussions of the bill online, Columbus residents are more confused than anything. \u201cWhat the fuck is our state government doing?!\u201d one person <a href=\"https:\/\/www.reddit.com\/r\/Columbus\/comments\/1rxjk5r\/comment\/obau6mb\/?utm_source=share&amp;utm_medium=web3x&amp;utm_name=web3xcss&amp;utm_term=1&amp;utm_content=share_button\" rel=\"nofollow noopener\" target=\"_blank\">wrote in a Reddit comment<\/a> last week. \u201cMaybe focus on literally anything that would benefit a single regular person in the state. Instead we are taking away things we voted for and making agreements with war mongers.\u201d<\/p>\n<p>This latter point brings into greater relief Israel\u2019s role in helping to spearhead the current war in Iran \u2014 <a href=\"https:\/\/www.cnn.com\/2026\/03\/12\/politics\/us-opinion-iran-war-polls\" rel=\"nofollow noopener\" target=\"_blank\">a massively unpopular conflict<\/a> both globally and inside the United States \u2014 as well as the genocide the Benjamin Netanyahu-led government <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/3\/24\/palestinians-struggle-as-gaza-endures-severe-fuel-and-gas-shortages\" rel=\"nofollow noopener\" target=\"_blank\">continues to wage<\/a> in Gaza.<\/p>\n<p>Jawhara Qutiefan, co-president of the Columbus branch of American Muslims for Palestine, testified at the hearing that, \u201cThis is not an economic development bill. It is a political partnership designed to mediate Israel\u2019s image at a time when the world is watching its human rights record with grave concern.\u201d<\/p>\n<p>The offices of Columbus City Council and Mayor Andrew Ginther did not respond to requests for comment about the bill, or how they thought it might impact Columbus residents.<\/p>\n<p>The <a href=\"https:\/\/search-prod.lis.state.oh.us\/api\/v2\/general_assembly_136\/legislation\/hb188\/02_PH\/pdf\/\" rel=\"nofollow noopener\" target=\"_blank\">current text of the bill<\/a> doesn\u2019t list any sort of budget for the 17-person committee that would run the partnership, and nobody on the committee would be paid by the state for their participation in it.
