Will Iran finally open it?<\/p>\n<p>A week of escalating rhetoric had Trump threatening to wipe out \u201ca whole civilization\u201d before backing down and announcing a two-week ceasefire.<\/p>\n<p>At the <a href=\"https:\/\/www.pbs.org\/newshour\/world\/how-trump-went-from-threatening-irans-annihilation-to-agreeing-to-a-two-week-ceasefire-in-a-day\" data-type=\"link\" data-id=\"https:\/\/www.pbs.org\/newshour\/world\/how-trump-went-from-threatening-irans-annihilation-to-agreeing-to-a-two-week-ceasefire-in-a-day\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">end of its sixth week<\/a>, the war against Iran is entering a new phase, with\u00a0face-to-face negotiations in <a href=\"https:\/\/www.theguardian.com\/world\/2026\/apr\/10\/islamabad-pakistan-negotiations-iran-us\" data-type=\"link\" data-id=\"https:\/\/www.theguardian.com\/world\/2026\/apr\/10\/islamabad-pakistan-negotiations-iran-us\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Pakistan<\/a> while <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/trump-says-us-military-stay-around-iran-until-tehran-complies-with-deal-2026-04-09\/\" data-type=\"link\" data-id=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/trump-says-us-military-stay-around-iran-until-tehran-complies-with-deal-2026-04-09\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">American forces remain<\/a> in place and Iran is on hair-trigger alert to respond. The shooting war is mostly <a href=\"https:\/\/www.ndtv.com\/world-news\/us-iran-war-news-why-iran-war-has-paused-but-lebanon-continues-to-be-a-flashpoint-explained-11331564\/amp\/1\" data-type=\"link\" data-id=\"https:\/\/www.ndtv.com\/world-news\/us-iran-war-news-why-iran-war-has-paused-but-lebanon-continues-to-be-a-flashpoint-explained-11331564\/amp\/1\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">paused<\/a>, but the negotiations will reflect the respective results, capabilities and will of each side. This is where the war will be won or lost.<\/p>\n<p>Iran enters the negotiations with decided <a href=\"https:\/\/www.msn.com\/en-us\/news\/world\/why-iran-thinks-it-won-the-war-despite-huge-military-losses\/ar-AA20sGrF?cvid=69d776c1e0dc4a83adef4c85a93463c9&amp;ocid=mailsignout\" data-type=\"link\" data-id=\"https:\/\/www.msn.com\/en-us\/news\/world\/why-iran-thinks-it-won-the-war-despite-huge-military-losses\/ar-AA20sGrF?cvid=69d776c1e0dc4a83adef4c85a93463c9&amp;ocid=mailsignout\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">advantages<\/a>, despite six weeks of losses in the air campaign. It may actually have a superior position to the United States.<\/p>\n<p>How did this happen?<\/p>\n<p>First, <a href=\"https:\/\/www.justsecurity.org\/134720\/iran-built-military-survive-american-war\/\" data-type=\"link\" data-id=\"https:\/\/www.justsecurity.org\/134720\/iran-built-military-survive-american-war\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Iran has studied U.S. tactics<\/a> and capabilities for years, and has prepared itself to deal with a war it found inevitable and even desirable.<\/p>\n<p>It has worked at the strategic level \u2013 aiming for <a href=\"https:\/\/www.cidob.org\/en\/publications\/iran-and-reconfiguration-regional-order-succession-power-and-strategic-adaptation\" data-type=\"link\" data-id=\"https:\/\/www.cidob.org\/en\/publications\/iran-and-reconfiguration-regional-order-succession-power-and-strategic-adaptation\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">regional dominance<\/a>, assessing U.S. weaknesses and vulnerabilities \u2013 and then developing the weapons and tactics to exploit these.<\/p>\n<p>It understood that the United States uses relatively few, highly <a href=\"https:\/\/www.wsj.com\/opinion\/america-needs-a-lot-more-weapons-b23e38e2\" data-type=\"link\" data-id=\"https:\/\/www.wsj.com\/opinion\/america-needs-a-lot-more-weapons-b23e38e2\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">expensive<\/a> weapons and seeks <a href=\"https:\/\/www.rand.org\/pubs\/commentary\/2023\/03\/americas-dangerous-short-war-fixation.html\" data-type=\"link\" data-id=\"https:\/\/www.rand.org\/pubs\/commentary\/2023\/03\/americas-dangerous-short-war-fixation.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">short wars<\/a>, with limited casualties, so Iran is prepared to fight a long war and wage it on its own soil, where it could create massive losses if American ground forces were to invade.<\/p>\n<p>It also understood that the United States had <a href=\"https:\/\/www.nytimes.com\/2026\/03\/17\/world\/middleeast\/iran-war-gulf-saudi-arabia-qatar-emirates.html\" data-type=\"link\" data-id=\"https:\/\/www.nytimes.com\/2026\/03\/17\/world\/middleeast\/iran-war-gulf-saudi-arabia-qatar-emirates.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">promised protection<\/a> to the Persian Gulf states, like the United Arab Emirates and Qatar, so it prepared to strike these states to distract, discredit and disrupt U.S. operations.<\/p>\n<p>It also learned from the <a href=\"https:\/\/www.strausscenter.org\/strait-of-hormuz-tanker-war\/\" data-type=\"link\" data-id=\"https:\/\/www.strausscenter.org\/strait-of-hormuz-tanker-war\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">&#8220;tanker war&#8221; of the 1980s<\/a> that control of the Strait of Hormuz was one of the most powerful strategic weapons in the world, and realized that it must build deep, multilayered defenses there.<\/p>\n<p class=\"related-link\">Share your opinion: <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/columnist\/2026\/04\/07\/trump-iran-ceasefire-deadline-strait-hormuz\/89506705007\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Is Trump&#8217;s ceasefire the right move? Tell us. | Opinion Forum<\/a><\/p>\n<p>Iran was well prepared for a US attack<\/p>\n<p>Recognizing U.S. capabilities, <a href=\"https:\/\/www.foxnews.com\/world\/china-aiding-iran-missile-program-amid-us-israeli-strikes-reports-say\" data-type=\"link\" data-id=\"https:\/\/www.foxnews.com\/world\/china-aiding-iran-missile-program-amid-us-israeli-strikes-reports-say\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Iran cooperated with China<\/a> to rapidly advance its ballistic and cruise missile technologies in both range and ability to avoid missile defenses. Iran created more than two dozen <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/iran-underground-missiles-59b3492c\" data-type=\"link\" data-id=\"https:\/\/www.wsj.com\/world\/middle-east\/iran-underground-missiles-59b3492c\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">missile cities<\/a>, with missile production and storage deep underground, beyond the reach of even the largest U.S. bombs.<\/p>\n<p>It attacked with <a href=\"https:\/\/interestingengineering.com\/military\/iran-war-why-stockpiles-may-decide-the-outcome\" data-type=\"link\" data-id=\"https:\/\/interestingengineering.com\/military\/iran-war-why-stockpiles-may-decide-the-outcome\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">its oldest weapons first<\/a>, and held back its best missiles until Israel and the Gulf states were forced to carefully <a href=\"https:\/\/www.wsj.com\/world\/israel-is-rationing-its-best-interceptorsand-irans-missiles-are-getting-through-130cf14d\" data-type=\"link\" data-id=\"https:\/\/www.wsj.com\/world\/israel-is-rationing-its-best-interceptorsand-irans-missiles-are-getting-through-130cf14d\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">ration interceptor missiles<\/a>.<\/p>\n<p>At this point, Iran could have as much as <a href=\"https:\/\/www.cnn.com\/2026\/04\/02\/politics\/iran-missiles-us-military-strikes-trump\" data-type=\"link\" data-id=\"https:\/\/www.cnn.com\/2026\/04\/02\/politics\/iran-missiles-us-military-strikes-trump\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">half its prewar inventory of missiles<\/a> available, and could be assembling more missiles and launchers underground. It has <a href=\"https:\/\/thesoufancenter.org\/intelbrief-2026-april-6\/\" data-type=\"link\" data-id=\"https:\/\/thesoufancenter.org\/intelbrief-2026-april-6\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">ample reserves<\/a> of missiles and drones to sustain its attacks for many months at the current rate of expenditure.<\/p>\n<p>Its\u00a0<a href=\"https:\/\/warontherocks.com\/2026\/04\/irans-anti-access-and-area-denial-strategy-is-cruder-than-chinas-but-still-dangerous\/\" data-type=\"link\" data-id=\"https:\/\/warontherocks.com\/2026\/04\/irans-anti-access-and-area-denial-strategy-is-cruder-than-chinas-but-still-dangerous\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">anti-ship\u00a0ballistic and cruise missiles<\/a> are highly effective and battle-tested by the Houthis over the past three years.<\/p>\n<p>Iran&#8217;s command-and-control structure is <a href=\"https:\/\/www.jpost.com\/middle-east\/iran-news\/article-888831\" data-type=\"link\" data-id=\"https:\/\/www.jpost.com\/middle-east\/iran-news\/article-888831\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">distributed<\/a> among all its provinces, so even if the central headquarters are knocked out, individual provinces have the knowledge and authority to attack on their own.<\/p>\n<p><a href=\"https:\/\/www.timesofisrael.com\/russia-reportedly-supplying-iran-with-spy-imagery-of-us-and-israeli-targets\/\" data-type=\"link\" data-id=\"https:\/\/www.timesofisrael.com\/russia-reportedly-supplying-iran-with-spy-imagery-of-us-and-israeli-targets\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Russian intelligence<\/a> and <a href=\"https:\/\/www.abc.net.au\/news\/2026-04-06\/us-intelligence-chinese-satellite-imagery-middle-east\/106508322\" data-type=\"link\" data-id=\"https:\/\/www.abc.net.au\/news\/2026-04-06\/us-intelligence-chinese-satellite-imagery-middle-east\/106508322\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Chinese satellite imagery<\/a> have given Iran&#8217;s organizations accurate and relatively timely target locations. Russia and China continue to deliver military materiel and chemicals to Iran, also.<\/p>\n<p class=\"related-link\">Gen. Wesley Clark: <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2026\/03\/26\/trump-iran-war-talks-ceasefire\/89314626007\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">As Iran war continues, so does need for ground troops | Opinion<\/a><\/p>\n<p>The US battle plan for Iran was familiar<\/p>\n<p>The United States, on the other hand, had studied and prepared targets against Iran for <a href=\"https:\/\/nsarchive.gwu.edu\/briefing-book\/iran\/2021-09-20\/us-iran-relations-40-years-antagonism-distrust-and-frustration\" data-type=\"link\" data-id=\"https:\/\/nsarchive.gwu.edu\/briefing-book\/iran\/2021-09-20\/us-iran-relations-40-years-antagonism-distrust-and-frustration\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">decades<\/a>. When the war began, the Pentagon just applied its <a href=\"https:\/\/tass.com\/world\/2095057\" data-type=\"link\" data-id=\"https:\/\/tass.com\/world\/2095057\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">advanced technologies<\/a> of <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/04\/07\/b-2s-flew-36-hour-mission-to-target-iranian-revolutionary-guard-meeting\/\" data-type=\"link\" data-id=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/04\/07\/b-2s-flew-36-hour-mission-to-target-iranian-revolutionary-guard-meeting\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">stealth<\/a> and &#8220;precision strike,&#8221; which the Tehran regime had seen as early as the <a href=\"https:\/\/www.pbs.org\/wgbh\/pages\/frontline\/gulf\/weapons\/stealth.html\" data-type=\"link\" data-id=\"https:\/\/www.pbs.org\/wgbh\/pages\/frontline\/gulf\/weapons\/stealth.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Persian Gulf War<\/a> in 1991 and as recently as last <a href=\"https:\/\/www.middleeastmonitor.com\/20260301-us-strikes-irans-ballistic-missile-facilities-with-b-2-stealth-bombers-centcom\/\" data-type=\"link\" data-id=\"https:\/\/www.middleeastmonitor.com\/20260301-us-strikes-irans-ballistic-missile-facilities-with-b-2-stealth-bombers-centcom\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">June&#8217;s 12-day war<\/a>.<\/p>\n<p>When the <a href=\"https:\/\/www.nytimes.com\/live\/2026\/03\/11\/world\/iran-war-news-trump-oil-israel\" data-type=\"link\" data-id=\"https:\/\/www.nytimes.com\/live\/2026\/03\/11\/world\/iran-war-news-trump-oil-israel\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">early strikes<\/a> on Iran&#8217;s air defenses, <a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/confrontation-between-united-states-and-iran\" data-type=\"link\" data-id=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/confrontation-between-united-states-and-iran\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">leadership<\/a> and accessible military targets failed to achieve an early &#8220;knockout,&#8221; the United States began <a href=\"https:\/\/www.chathamhouse.org\/2026\/04\/us-iran-ceasefire-what-it-means-trump-tehran-israel-and-us-allies-early-analysis-chatham\" data-type=\"link\" data-id=\"https:\/\/www.chathamhouse.org\/2026\/04\/us-iran-ceasefire-what-it-means-trump-tehran-israel-and-us-allies-early-analysis-chatham\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">seeking an exit<\/a> due to critical munitions needs, <a href=\"https:\/\/www.wsj.com\/politics\/some-republicans-set-their-own-deadline-on-iran-war-its-getting-close-29425fa0\" data-type=\"link\" data-id=\"https:\/\/www.wsj.com\/politics\/some-republicans-set-their-own-deadline-on-iran-war-its-getting-close-29425fa0\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">time limits<\/a> on deployments, reluctance to take casualties and mounting political challenges in an election year \u2013 just as Iran anticipated.<\/p>\n<p>America simply could not translate its airpower into a decisive strategic advantage quickly enough.<\/p>\n<p>As the negotiations begin, all U.S. objectives still would need to be won through them. Even Iran\u2019s missile threat remains a problem.<\/p>\n<p>Will Iran give up its <a href=\"https:\/\/www.nytimes.com\/2026\/03\/20\/opinion\/iran-nuclear-materials-war.html\" data-type=\"link\" data-id=\"https:\/\/www.nytimes.com\/2026\/03\/20\/opinion\/iran-nuclear-materials-war.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">nuclear materials<\/a> and agree to no or limited enrichment, enforced by inspections? Will Iran accept limitations on its missile and drone programs? Will Iran dismantle its \u201c<a href=\"https:\/\/thesoufancenter.org\/intelbrief-2026-april-3\/\" data-type=\"link\" data-id=\"https:\/\/thesoufancenter.org\/intelbrief-2026-april-3\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">axis of resistance<\/a>\u201d and cease support for Hezbollah?<\/p>\n<p>Can the United States protect Israel&#8217;s freedom of action? And, perhaps most critically, will Iran completely open the Strait of Hormuz for all to pass freely?<\/p>\n<p>U.S. negotiators will have to address <a href=\"https:\/\/www.nytimes.com\/2026\/04\/08\/world\/middleeast\/iran-10-point-proposal-trump-us-ceasefire.html\" data-type=\"link\" data-id=\"https:\/\/www.nytimes.com\/2026\/04\/08\/world\/middleeast\/iran-10-point-proposal-trump-us-ceasefire.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Iran&#8217;s starkly opposing set of goals<\/a>, which include the United States withdrawing its forces from the region, guaranteeing no further attacks on Iran, ending all sanctions, paying war reparations and so on. Iran is preparing permanent control over the strait.<\/p>\n<p>The outcome is going to depend on the skill of the negotiators and the leverage they can bring.<\/p>\n<p class=\"related-link\">Another view: <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2026\/04\/10\/iran-us-negotiations-vance-deal\/89515632007\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Trump&#8217;s ceasefire is a path to nowhere \u2013 and Iran knows it | Opinion<\/a><\/p>\n<p>Can the US win the battle at the negotiating table?<\/p>\n<p>Which side is more ready to resort to war again?\u00a0Which side is more eager for an agreement? Which side can find the right language to finesse difficult issues and still gain the better of the other?\u00a0Which side will demand the last word?<\/p>\n<p>While the ceasefire was announced to last for <a href=\"https:\/\/www.cnn.com\/2026\/04\/08\/middleeast\/us-iran-ceasefire-explainer-war-intl-hnk\" data-type=\"link\" data-id=\"https:\/\/www.cnn.com\/2026\/04\/08\/middleeast\/us-iran-ceasefire-explainer-war-intl-hnk\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">two weeks<\/a>, the two sides are far apart and the issues are complex. The ceasefire will likely be <a href=\"https:\/\/seekingalpha.com\/article\/4889863-us-iran-ceasefire-what-to-expect-from-negotiations-this-weekend\" data-type=\"link\" data-id=\"https:\/\/seekingalpha.com\/article\/4889863-us-iran-ceasefire-what-to-expect-from-negotiations-this-weekend\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">extended<\/a>, and this gives ever greater leverage to Iran.<\/p>\n<p>Closure of the strait has handed Iran something <a href=\"https:\/\/www.nytimes.com\/2026\/04\/06\/opinion\/iran-war-strait-hormuz.html\" data-type=\"link\" data-id=\"https:\/\/www.nytimes.com\/2026\/04\/06\/opinion\/iran-war-strait-hormuz.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more powerful<\/a> even than nuclear blackmail, and the Iranians are using it.<\/p>\n<p>Already, Washington is considering possible <a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2811441-trump-defends-concessions-to-iran-update\" data-type=\"link\" data-id=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2811441-trump-defends-concessions-to-iran-update\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">concessions<\/a>: Maybe Iranian control would be OK if the fees are shared with the United States? Certainly not!<\/p>\n<p>For decades, Israeli and Western strategists have sought to address the conflict in the region by &#8220;<a href=\"https:\/\/www.businessinsider.com\/israeli-president-interview-defends-war-targeting-iran-oil-sites-2026-3?utm_source=chatgpt.com\" data-type=\"link\" data-id=\"https:\/\/www.businessinsider.com\/israeli-president-interview-defends-war-targeting-iran-oil-sites-2026-3?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">going to the source<\/a>,&#8221; which was Iran. Now we are at the source, but we are not winning yet. What must be done?<\/p>\n<p>To back away now would leave Iran as the new hegemon in the region. We would face profound economic and strategic consequences as the <a href=\"https:\/\/www.gmanetwork.com\/news\/money\/economy\/982934\/what-is-the-petrodollar-and-what-if-oil-trade-shifts-to-china-s-yuan\/story\/\" data-type=\"link\" data-id=\"https:\/\/www.gmanetwork.com\/news\/money\/economy\/982934\/what-is-the-petrodollar-and-what-if-oil-trade-shifts-to-china-s-yuan\/story\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">petrodollar<\/a> is rerouted to China, and the Gulf states realign their loyalties, policies and investments.<\/p>\n<p>This would impact us with mounting interest rates, inflation and slower growth. U.S. credibility as an ally and global force would be shattered.\u00a0Withdrawing from NATO would only deepen the problem.<\/p>\n<p>Instead, Washington must negotiate from a stronger position. To &#8220;go to the source&#8221; we must align with our allies, win public support and patience at home, and set a deadline for negotiations. No stalling.<\/p>\n<p>While we talk, we must be ready to resume the air campaign, with perhaps some new tactics and, above all, prepare with our allies to open the Strait of Hormuz by force.<\/p>\n<p>Will there be more fighting before this is over?
