At the beginning of the American Civil War, for example, President Abraham Lincoln ordered a <a class=\"css-yywogo\" href=\"https:\/\/history.state.gov\/milestones\/1861-1865\/blockade\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">blockade of ports<\/a> across the Confederacy, targeting some 3,500 miles of coastline. It had the desired effect, eventually cutting <a class=\"css-yywogo\" href=\"https:\/\/www.wcfia.harvard.edu\/publications\/empire-cotton-0#:~:text=The%20outbreak%20of%20the%20Civil,in%20the%20past%20four%20years.%E2%80%9D\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Southern cotton exports<\/a> by as much as 90 percent and severely damaging the <a class=\"css-yywogo\" href=\"https:\/\/www.usni.org\/magazines\/naval-history-magazine\/2021\/october\/economic-warfare-union-blockade-civil-war\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Southern economy<\/a>. But it did not result in a rapid end to the war: Fighting between North and South continued for four years.<\/p>\n<p class=\"css-ac37hb evys1bk0\">A similar story played out during the <a class=\"css-yywogo\" href=\"https:\/\/encyclopedia.1914-1918-online.net\/article\/naval-blockade-of-germany\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">British naval blockade of Germany<\/a> in World War I. Instituted almost immediately after the war began in 1914, <a class=\"css-yywogo\" href=\"https:\/\/history.state.gov\/historicaldocuments\/frus1914-20v01\/d238\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">it aimed<\/a> to limit Germany\u2019s access to essentials like food and medicine and mat\u00e9riel that might support the war effort. The <a class=\"css-yywogo\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/07075332.2024.2323497#d1e118\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">blockade imposed<\/a> severe hardship on the German people, contributing to hundreds of thousands of civilian deaths, and hampered military operations. But Germany did not immediately surrender. The war endured until the end of 1918.<\/p>\n<p class=\"css-ac37hb evys1bk0\">That blockades often fail to quickly change an adversary\u2019s behavior is something Mr. Trump and his advisers should know. Earlier this year, the United States started interdicting oil shipments to Cuba in an effort to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/12\/world\/americas\/cuba-president-meet-the-press.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">force Havana<\/a> to make political and economic concessions. The island is now on the brink of humanitarian collapse, but the Cuban regime has yet to yield. The U.S. blockade of Venezuela\u2019s oil exports was similarly ineffective: Mr. Trump announced it in <a class=\"css-yywogo\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c4gej5ezyypo\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">December 2025<\/a>, part of a monthslong pressure campaign to force President Nicol\u00e1s Maduro to step down. When <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/trump-oil-tankers-venezuela.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">a few weeks of blockade<\/a> failed to elicit any compromise, Mr. Trump had to escalate further, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/01\/03\/world\/americas\/venezuela-maduro-capture-trump.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">seizing Mr. Maduro<\/a> and his wife in a dangerous military raid.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Iran may prove even more resilient. The blockade has reduced the country\u2019s oil revenues to a fraction of their prewar levels, but it is likely to be some time before the consequences become untenable for Iran\u2019s regime. In the near term, Tehran will continue to receive oil revenue from shipments that left its ports weeks ago, and <a class=\"css-yywogo\" href=\"https:\/\/www.ft.com\/content\/21dff2c7-1e27-4f74-81d8-31dcdbe9188e?syn-25a6b1a6=1\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">at least 34 tankers<\/a> with links to Iran appear to have slipped through the blockade. These and any future successful exports can be sold at higher prices, which may continue to rise as the war drags on.<\/p>\n<p class=\"css-ac37hb evys1bk0\">To prevent this, the administration has said the U.S. military will pursue any ship helping Iran, anywhere in the world, a move that is of ambiguous legality under <a class=\"css-yywogo\" href=\"https:\/\/ihl-databases.icrc.org\/en\/ihl-treaties\/san-remo-manual-1994\/article-93-108\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">international law<\/a>. To meet <a class=\"css-yywogo\" href=\"https:\/\/iihl.org\/wp-content\/uploads\/2022\/07\/SAN-REMO-MANUAL-on-INTERNATIONAL-LAW-APPLICABLE-TO-ARMED-CONFLICTS-AT-SEA-2.pdf\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">the legal standard<\/a>, any blockade must be deemed \u201ceffective,\u201d meaning it is carried out with enough military power to be consistently and impartially enforced; have clearly defined geographic limits; and include provisions for humanitarian relief. The expanded U.S. blockade meets <a class=\"css-yywogo\" href=\"https:\/\/www.spglobal.com\/energy\/en\/news-research\/latest-news\/shipping\/041626-us-expands-iran-blockade-scope-as-initial-enforcement-proves-largely-effective\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">none of these requirements<\/a>. It has no geographic boundaries or humanitarian provisions, and the U.S. Navy\u2019s limited capacity to interdict container ships and tankers means it will have to choose which cargoes to intercept or focus on specific regions. It cannot, therefore, be \u201ceffective.\u201d In the end, most Iranian oil shipments that are already at sea will almost certainly make it to their destinations.<\/p>\n","protected":false},"excerpt":{"rendered":"Blockades are designed to work slowly, with pressure accumulating over time.
