We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p>Your support makes all the difference.Read more<\/p>\n<p><a href=\"https:\/\/www.independent.co.uk\/topic\/fifa\" rel=\"nofollow noopener\" target=\"_blank\">Fifa<\/a> is still aiming for <a href=\"https:\/\/www.independent.co.uk\/sport\/football\/world-cup-2026-iran-football-usa-trump-fifa-b2963406.html\" title=\"Iran confirms \u2018proud participation\u2019 in World Cup despite conflict with US\" rel=\"nofollow noopener\" target=\"_blank\">Iran to play at the 2026 World Cup<\/a>, despite the <a href=\"https:\/\/www.independent.co.uk\/sport\/football\/world-cup\/world-cup-iran-italy-trump-b2963375.html\" title=\"Trump\u2019s envoy pushes for Italy to replace Iran at the World Cup\" rel=\"nofollow noopener\" target=\"_blank\">suggestion of Italy replacing them<\/a> illustrating how the situation is reaching ever deeper levels of politicisation.<\/p>\n<p>With the <a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/iran-us-war-live-trump-strait-of-hormuz-israel-ceasefire-b2963233.html\" rel=\"nofollow noopener\" target=\"_blank\">US-Iran conflict<\/a> still unresolved, Paolo Zampolli &#8211; an envoy to the <a href=\"https:\/\/www.independent.co.uk\/topic\/united-states\" rel=\"nofollow noopener\" target=\"_blank\">United States<\/a> president &#8211; confirmed to the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/1ff3a3fd-8d46-4eb4-9b15-0b9183925c6f?syn-25a6b1a6=1\">Financial Times<\/a> that he floated the idea of the four-time winners stepping in to both <a href=\"https:\/\/www.independent.co.uk\/topic\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a> and Fifa president Gianni Infantino.<\/p>\n<p>\u201cI&#8217;m an Italian native and it would be a dream to see the Azzurri at a US-hosted tournament,\u201d Zampolli said. \u201cWith four titles, they have the pedigree to justify inclusion.\u201d<\/p>\n<p>The idea has been privately dismissed by numerous football sources as \u201crubbish\u201d and \u201cnever going to happen\u201d.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/iran\/wp-content\/uploads\/2026\/04\/2230633019.jpg\"  loading=\"lazy\" alt=\"Donald Trump\u2019s envoy has suggested replacing Iran with Italy at the World Cup\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Donald Trump\u2019s envoy has suggested replacing Iran with Italy at the World Cup (AFP\/Getty)<\/p>\n<p>The primary reason for this is the will to keep <a href=\"https:\/\/www.independent.co.uk\/topic\/iran\" rel=\"nofollow noopener\" target=\"_blank\">Iran<\/a> in it as long as possible. If the conflict ultimately made the situation untenable, however, it is seen as absurd for Fifa to just drop in another country of their choosing unlinked to Iran in qualification. The governing body could even open itself up to claims in the Court of Arbitration for Sport. There would be no good reason, for example, for Italy to replace Iran rather than Ireland or Wales, despite the history.<\/p>\n<p>Most football administrators see the \u201cfairest\u201d way to replace Iran as giving the prospective spot to the next team down in their Asian qualification process. This would be the United Arab Emirates, who finished third in the relevant qualification group, just missing out on direct qualification. This would be on the basis of Iran\u2019s presence essentially being erased from this campaign, so just moving the rest of the teams up the table.<\/p>\n<p>There is also some football precedent in how Denmark famously replaced the banned Yugoslavia in Euro 92, to go and then win the competition.<\/p>\n<p>That was a Uefa competition rather than a Fifa one, however, which touches on two problems for Infantino in this situation.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/iran\/wp-content\/uploads\/2026\/04\/145880431.jpg\"  loading=\"lazy\" alt=\"Denmark famously replaced the banned Yugoslavia in Euro 92 and went on to win the competition\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Denmark famously replaced the banned Yugoslavia in Euro 92 and went on to win the competition (Getty)<\/p>\n<p>One is that Fifa have \u201cno fixed rules\u201d for replacing a team at a World Cup, as one senior source told The Independent. The current rules only state that the governing body has \u201csole discretion\u201d on what happens if a team is excluded or withdraws, with article six of World Cup regulations adding \u201cFifa may decide to replace the Participating Member Association in question with another association\u201d.<\/p>\n<p>Such an opaque description leaves open a range of potential solutions, that many interested parties are naturally hoping to influence. Other ideas that have been floated are another mini play-off in June, with the contenders drawn out of a hat from those who missed out in the March play-offs.<\/p>\n<p>Fifa last month held discussions on potential contingency plans, but there is still no firm roadmap.<\/p>\n<p>Infantino is nevertheless <a href=\"https:\/\/www.independent.co.uk\/sport\/football\/infantino-fifa-iran-usa-war-world-cup-b2959101.html\" rel=\"nofollow noopener\" target=\"_blank\">intent on Iran being there<\/a>, to the point of making a trip to meet the national team last month.<\/p>\n<p>This is due to the desire for the perception of his World Cups running smoothly, wanting to avoid an unprecedented modern situation of a team actually having to withdraw, and also Infantino&#8217;s own grand ideas on how football can &#8220;unite the world&#8221;. He would see it as politically powerful for Iran to play despite everything happening. Many also wonder whether Infantino ultimately desires a Nobel Peace Prize of his own, in the same way that was suspected of predecessor Sepp Blatter.<\/p>\n<p>The traction that Zampolli\u2019s suggestion received has nevertheless emphasised a second problem for Infantino, which is the political pressure that his Fifa have willingly brought on themselves.<\/p>\n<p>Much has been made of the Swiss official\u2019s <a href=\"https:\/\/www.independent.co.uk\/sport\/football\/world-cup-iran-trump-infantino-b2933280.html\" rel=\"nofollow noopener\" target=\"_blank\">relationship with Trump<\/a> &#8211; symbolised by the <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/trump-fifa-peace-prize-world-cup-draw-b2879076.html\" rel=\"nofollow noopener\" target=\"_blank\">awarding of a Fifa&#8217;s own derided new peace prize<\/a> &#8211; and there has long been a feeling that this is complicating the body\u2019s navigation of geopolitical issues.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/iran\/wp-content\/uploads\/2026\/04\/GettyImages-2250173953.jpg\"  loading=\"lazy\" alt=\"Trump was awarded the Fifa Peace Prize by Gianni Infantino at the World Cup draw\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Trump was awarded the Fifa Peace Prize by Gianni Infantino at the World Cup draw (Getty Images)<\/p>\n<p>One of the reasons that bodies like Fifa and Uefa have it in their statutes to be apolitical is so they can respond neutrally to geopolitical developments as and when they affect football.
