{"id":83672,"date":"2026-04-26T00:06:32","date_gmt":"2026-04-26T00:06:32","guid":{"rendered":"https:\/\/www.europesays.com\/iran\/83672\/"},"modified":"2026-04-26T00:06:32","modified_gmt":"2026-04-26T00:06:32","slug":"under-trump-green-card-seekers-face-new-scrutiny-for-views-on-israel","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/iran\/83672\/","title":{"rendered":"Under Trump, Green Card Seekers Face New Scrutiny for Views on Israel"},"content":{"rendered":"<p class=\"css-ac37hb evys1bk0\">For decades, immigrants who have followed the rules and have not broken the law have had hopes of earning a green card, a document that allows them to live legally in the United States and gain a path to citizenship.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But under new guidance issued by the Trump administration, immigrants can now be denied a green card for expressing political opinions, such as participating in pro-Palestinian campus protests, posting criticism of Israel on social media and desecrating the American flag, according to internal Department of Homeland Security training materials reviewed by The New York Times.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The documents, which have not been previously reported, show how expansively the Trump administration is carrying out a <a class=\"css-yywogo\" href=\"https:\/\/www.uscis.gov\/newsroom\/news-releases\/uscis-to-consider-anti-americanism-in-immigrant-benefit-requests\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">directive<\/a> from last August to vet green card applicants for \u201canti-American\u201d and \u201cantisemitic\u201d views.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The administration includes criticism of Israel as a potentially disqualifying factor, with the training materials citing as an example of questionable speech a social media post that declares, \u201cStop Israeli Terror in Palestine\u201d and shows the Israeli flag crossed out.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The materials were distributed last month to immigration officers at U.S. Citizenship and Immigration Services, which is part of the Department of Homeland Security and handles applications for green cards and other forms of legal status.<\/p>\n<p class=\"css-ac37hb evys1bk0\">They reflect how U.S.C.I.S. \u2014 long considered the gateway agency for legal migration \u2014 has rapidly transformed under President Trump into another cog in his administration\u2019s deportation machine. The agency has worked to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/12\/17\/us\/politics\/trump-immigration-citizenship-denaturalization.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">strip<\/a> naturalized Americans of their citizenship and has <a class=\"css-yywogo\" href=\"https:\/\/www.uscis.gov\/newsroom\/news-releases\/uscis-to-add-special-agents-with-new-law-enforcement-authorities\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">hired<\/a> armed federal agents to investigate immigration crimes.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The administration is also granting permanent legal residency to far fewer applicants. <a class=\"css-yywogo\" href=\"https:\/\/www.cato.org\/blog\/uscis-cut-green-card-approvals-half-help-ice-arrest-legal-immigrants\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Green card approvals<\/a> have fallen by more than half in recent months, according to a Times analysis of agency data.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cThere is no room in America for aliens who espouse anti-American ideologies or support terrorist organizations,\u201d Joseph Edlow, the agency\u2019s director, <a class=\"css-yywogo\" href=\"https:\/\/docs.house.gov\/meetings\/HM\/HM00\/20260210\/118916\/HHRG-119-HM00-Wstate-EdlowJ-20260210.pdf\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">told<\/a> Congress in February.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Critics of Mr. Trump\u2019s approach say the administration is seeking to restrict legitimate political speech, and has conflated opposition to Israeli government policies with antisemitism.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Basing green card decisions on \u201cideological screenings is fundamentally un-American and should have no place in a country built on the promise of free expression,\u201d said Amanda Baran, a senior agency official under President Joseph R. Biden Jr.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Administration officials said they were defending American values.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cIf you hate America, you have no business demanding to live in America,\u201d said Zach Kahler, a spokesman for U.S.C.I.S.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Abigail Jackson, a White House spokeswoman, said the administration\u2019s policies had \u201cnothing to do with free speech\u201d and were meant to protect \u201cAmerican institutions, the safety of citizens, national security and the freedoms of the United States.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">The administration has moved aggressively against immigrants for expressing political views that officials have deemed anti-American, making ideology a central part of its immigration vetting process. Secretary of State Marco Rubio has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/01\/22\/us\/politics\/trump-rubio-student-speech.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">revoked<\/a> the visas of pro-Palestinian student activists, including one who wrote a column <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/17\/us\/tufts-student-rumeysa-ozturk-returns-turkey.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">criticizing her university\u2019s response<\/a> to pro-Palestinian demands.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The Department of Homeland Security has proposed <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/12\/09\/travel\/social-media-tourists-visa-border-patrol.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">reviewing<\/a> the social media histories of tourists seeking to visit the United States.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Immigration officers have significant discretion in deciding whether to grant foreigners long-term permanent residence. They have long considered a variety of factors, including criminal records, national security threats, family ties to the United States and employment histories.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Ideology has also traditionally been one of those factors. In some cases, U.S. law forbids officers from granting green cards to people who have belonged to a Communist or other \u201ctotalitarian\u201d political party, have promoted anarchy or have called for the overthrow of the U.S. government by \u201cforce or violence or other unconstitutional means.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">But in the past, immigration officers have focused on statements that could incite or encourage violence, given concerns about infringing on constitutionally protected speech, former U.S.C.I.S. officials said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The new training materials reviewed by The Times guide immigration officers through the factors they should consider when ruling on green card applications. They discourage officers from granting green cards to people with a history of \u201cendorsing, promoting or supporting anti-American views\u201d or \u201cantisemitic terrorism, ideologies or groups.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Immigration officers have been told to weigh those factors as \u201coverwhelmingly negative.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">The documents list support for \u201csubversive\u201d ideologies as among other factors that could lead to an application being rejected. As an example, the materials point to someone \u201cholding a sign advocating overthrow of the U.S. government.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">In addition, the guidance describes the desecration of the American flag as a negative factor, citing Mr. Trump\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/08\/25\/us\/politics\/trump-flag-burning-executive-order.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">executive order<\/a> last year directing the Justice Department to prosecute protesters who burn the flag.
