(Iraqi Prime Minister\u2019s Office on <a href=\"https:\/\/x.com\/IraqiPMO\/status\/2049064791226872161\" rel=\"nofollow\">X<\/a>)  <\/p>\n<p>The Coordination Framework (CF), a coalition of Iraqi Shiite parties that is the largest bloc in the country\u2019s parliament, <a href=\"https:\/\/apnews.com\/article\/iraq-prime-minister-parliament-alzaidi-bb629c0f14c6710cbb66500fe376218e\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> on April 27 that it is nominating Ali al Zaidi for prime minister. Iraqi President Nizar Amidi officially <a href=\"https:\/\/www.shafaq.com\/ar\/%D8%B3%DB%8C%D8%A7%D8%B3%D8%A9\/%D8%B1-%D9%8A%D8%B3-%D8%A7%D9%84%D8%AC%D9%85%D9%87%D9%88%D8%B1%D9%8A%D8%A9-%D9%8A%D9%83%D9%84%D9%81-%D8%B9%D9%84%D9%8A-%D8%A7%D9%84%D8%B2%D9%8A%D8%AF%D9%8A-%D8%A8%D8%AA%D8%B4%D9%83%D9%8A%D9%84-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%A7%D9%84%D8%AC%D8%AF%D9%8A%D8%AF%D8%A9\" rel=\"nofollow noopener\" target=\"_blank\">tasked<\/a> Zaidi with forming the next government the same evening. The new prime minister-designate will now have 30 days to <a href=\"https:\/\/www.longwarjournal.org\/archives\/2025\/11\/with-voting-in-iraq-complete-government-formation-begins.php\" rel=\"nofollow noopener\" target=\"_blank\">select<\/a> members of his cabinet, each of whom must be approved by parliament before the government assumes authority.<\/p>\n<p>Zaidi is a businessman who has not previously held a government position or been publicly affiliated with a specific party. He is the <a href=\"https:\/\/shafaq.com\/en\/Report\/Who-is-Ali-al-Zaidi-The-businessman-tapped-for-Iraq-s-premiership\" rel=\"nofollow noopener\" target=\"_blank\">chairman<\/a> of the board of Al Wataniya Holding Group, a conglomerate involved in many sectors of Iraq\u2019s economy. In this role, Zaidi \u201csits among Iraq\u2019s more influential business figures without being among its publicly recognizable ones,\u201d <a href=\"https:\/\/shafaq.com\/en\/Report\/Who-is-Ali-al-Zaidi-The-businessman-tapped-for-Iraq-s-premiership\" rel=\"nofollow noopener\" target=\"_blank\">according<\/a> to Iraq\u2019s Shafaq News.<\/p>\n<p>Previously, Zaidi was the chairman of the board at Al Janoob Islamic Bank. In February 2024, the Central Bank of Iraq <a href=\"https:\/\/www.reuters.com\/business\/finance\/iraq-bans-8-local-banks-us-dollar-transactions-2024-02-04\/\" rel=\"nofollow noopener\" target=\"_blank\">banned<\/a> Al Janoub, one of Iraq\u2019s larger financial institutions, from participating in the Iraqi dollar auction, the primary means by which banks received US dollars, over concerns of fraud or money laundering. The US government has <a href=\"https:\/\/www.rudaw.net\/english\/middleeast\/iraq\/270420264-amp\" rel=\"nofollow noopener\" target=\"_blank\">pressured<\/a> Iraq to crack down on the use of the US dollar in illicit financial activity that benefits the Islamic Republic of Iran.<\/p>\n<p>Zaidi is <a href=\"https:\/\/www.newarab.com\/news\/iraqi-president-nominates-ali-al-zaidi-pm-designate\" rel=\"nofollow noopener\" target=\"_blank\">viewed<\/a> as a compromise figure after months of deadlock in the Coordination Framework over the next PM. The Shiite bloc, which is largely comprised of Iran-backed parties, has previously <a href=\"https:\/\/carnegieendowment.org\/middle-east\/diwan\/2025\/12\/toward-a-new-compromise-in-iraq\" rel=\"nofollow noopener\" target=\"_blank\">preferred<\/a> to elevate a figure with limited political or popular backing to the prime minister\u2019s office. This enables the CF to maintain decision-making <a href=\"https:\/\/nationalinterest.org\/blog\/middle-east-watch\/why-iraqs-next-government-wont-shake-off-irans-influence\" rel=\"nofollow noopener\" target=\"_blank\">authority<\/a> while the prime minister executes the coalition\u2019s preferred policies.<\/p>\n<p>The Coordination Framework took nearly five and a half months to select a prime minister after the country\u2019s elections on November 11. In late January, the Shiite bloc <a href=\"https:\/\/www.longwarjournal.org\/archives\/2026\/01\/trump-calls-for-iraq-to-reject-maliki-as-prime-minister-maliki-denounces-us-interference.php\" rel=\"nofollow noopener\" target=\"_blank\">indicated<\/a> it would nominate former Prime Minister Nouri al Maliki, but US President Donald Trump opposed Maliki\u2019s selection over his close ties to Iran, leaving the CF at an impasse it could not resolve for months.<\/p>\n<p>Zaidi\u2019s appointment as prime minister-designate does not guarantee his ascendance to the role. In 2020, two prime minister-<a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/04\/15\/iraq-is-trying-yet-again-form-government-why-is-it-so-hard\/\" rel=\"nofollow noopener\" target=\"_blank\">designates<\/a> did not take office after failing to assemble cabinets that received the support of Iraq\u2019s parliament.<\/p>\n<p>US-Iraq relations<\/p>\n<p>The United States has recently exerted increased pressure on Baghdad after Iran-backed militias <a href=\"https:\/\/www.fdd.org\/analysis\/2026\/03\/03\/islamic-republic-of-iran-attacks-the-arab-world\/\" rel=\"nofollow noopener\" target=\"_blank\">launched<\/a> hundreds of attacks on US interests in the country, Gulf neighbors, and energy infrastructure in Iraq. The US Rewards for Justice program <a href=\"https:\/\/x.com\/RFJ_USA\/status\/2048719034846261302\" rel=\"nofollow\">issued<\/a> three $10 million <a href=\"https:\/\/x.com\/RFJ_USA\/status\/2047426057947500879\" rel=\"nofollow\">rewards<\/a> for <a href=\"https:\/\/x.com\/RFJ_USA\/status\/2044038447107616905\" rel=\"nofollow\">information<\/a> on Iraqi militia leaders in April, in addition to a <a href=\"https:\/\/x.com\/RFJ_USA\/status\/2039349695156212147\" rel=\"nofollow\">$3 million reward<\/a> for information on attacks against the US embassy in Baghdad.<\/p>\n<p>On April 21, The Wall Street Journal <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/u-s-blocks-iraqs-dollar-shipments-to-squeeze-its-iran-backed-militias-3270d5af\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> that the US was withholding a $500 cash shipment to Iraq, as well as some security cooperation, to pressure Baghdad to act against the militias and ensure a government was not formed that empowered Iran-backed militias. The US is still allowing the use of Iraq\u2019s oil revenue, held at the New York Federal Reserve Bank, to pay for imports electronically.
