{"id":29051,"date":"2026-07-02T08:23:35","date_gmt":"2026-07-02T08:23:35","guid":{"rendered":"https:\/\/www.europesays.com\/italy\/29051\/"},"modified":"2026-07-02T08:23:35","modified_gmt":"2026-07-02T08:23:35","slug":"italy-and-chile-spearhead-initiative-to-abolish-surrogacy-globally-evangelical-focus","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/italy\/29051\/","title":{"rendered":"Italy and Chile spearhead initiative to abolish surrogacy globally, Evangelical Focus"},"content":{"rendered":"<p>The governments of <a href=\"https:\/\/evangelicalfocus.com\/tag\/italy\" target=\"_blank\" rel=\"nofollow noopener\">Italy<\/a> and <a href=\"https:\/\/evangelicalfocus.com\/tag\/chile\" target=\"_blank\" rel=\"nofollow noopener\">Chile<\/a>\u00a0have released a political declaration calling for an international moratorium on surrogacy.<\/p>\n<p>The ultimate aim is to work towards a legally binding instrument that could\u00a0abolish <a href=\"https:\/\/evangelicalfocus.com\/tag\/surrogacy\" target=\"_blank\" rel=\"nofollow noopener\">surrogacy<\/a> through international law.<\/p>\n<p>All Evangelical Focus news and opinion,\u00a0<a data-sk=\"tooltip_parent\" data-stringify-link=\"https:\/\/whatsapp.com\/channel\/0029VbBumnu9Gv7PQaoAWK0C\" href=\"https:\/\/whatsapp.com\/channel\/0029VbBumnu9Gv7PQaoAWK0C\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">on your WhatsApp<\/a>.<\/p>\n<p>\u00a0<\/p>\n<p>The declaration warns that surrogacy involves human rights violations and abuses, especially the <a href=\"https:\/\/evangelicalfocus.com\/europe\/14134\/spanish-evangelical-alliance-on-surrogacy-it-exploits-and-commodifies-women\" target=\"_blank\" rel=\"nofollow noopener\">commodification<\/a> of human life and women\u2019s reproductive capabilities. It harms children by \u201cthe deliberate separation from the women who carried and gave birth to them\u201d.<\/p>\n<p>It also stresses that\u00a0<a href=\"https:\/\/evangelicalfocus.com\/europe\/7305\/french-evangelicals-denounce-the-risks-of-surrogacy-in-a-report-to-the-un\" target=\"_blank\" rel=\"nofollow noopener\">women and girls in surrogacy are at risk<\/a> of \u201cserious medical issues, coercion, exploitation and loss of agency, risks that fall disproportionately on vulnerable women and children with limited access to effective remedies\u201d.<\/p>\n<p>Furthermore, the signatores are concerned about the \u201cpotential psychological, emotional, and identity-related impacts as well as complex legal challenges relating to parentage, nationality, and legal protection, and risks of abandonment, <a href=\"https:\/\/evangelicalfocus.com\/europe\/26364\/european-parliament-approves-to-make-surrogacy-part-of-human-trafficking\" target=\"_blank\" rel=\"nofollow noopener\">human trafficking<\/a>, and exploitation\u201d.<\/p>\n<p>\u00a0<\/p>\n<p>The declaration was presented at a side event of the <a href=\"https:\/\/evangelicalfocus.com\/europe\/35178\/at-the-un-evangelicals-call-on-austria-to-better-protect-victims-of-human-trafficking-and-unborn-children-with-disabilities\" target=\"_blank\" rel=\"nofollow noopener\">62nd session<\/a> of the UN <a href=\"https:\/\/evangelicalfocus.com\/tag\/human_rights_council\" target=\"_blank\" rel=\"nofollow noopener\">Human Rights Council<\/a>, co-hosted by the governments of Italy, Chile, Cameroon and the Holy See, and moderated by ADF International.<\/p>\n<p>\u201cSurrogacy is no longer a matter confined to domestic legislation or individual choices. It has become a global phenomenon, increasingly shaped by international markets, cross-border arrangements, and profound inequalities within and between societies\u201d, said Eugenia Roccella, Italian minister for Family, Natality and Equal Opportunities during the event.<\/p>\n<p>For Roccella, policy-makers, \u201chave a responsibility to ask a fundamental question: do we still recognise every human being as a person to be respected, or are we willing to accept situations in which human beings can become a means to satisfy the interests and desires of others?\u201d.<\/p>\n<p>Felipe Kipreos Palau, Director of Human Rights at Chile&#8217;s ministry of Foreign Affairs, warns about the \u201cregulatory gaps\u201d created by the \u201cdivergent national frameworks\u201d that may \u201cspread risks across jurisdictions\u201d.<\/p>\n<p>That is why the Chilen minister called for \u201can enhanced international cooperation, and for conversation grounded in the best interests of the child and the dignity of every person involved\u201d.<\/p>\n<p>\u00a0<\/p>\n<p>Shortly after the launch of the declaration, Reem Alsalem, the UN Special Rapporteur on violence against women and girls, presented a separate report to the UN Human Rights Council, pointing out that surrogate mothers are at particular risk of violence.<\/p>\n<p>Alsalem supported the declaration, stating that it \u201cshows that policy action is possible\u201d.<\/p>\n<p>\u201cThe states that are joining the declaration today recognise that surrogacy raises fundamental concerns relating to human dignity[\u2026] and that fragmented national approaches will facilitate the growth of a global cross-border market that transfers harm onto women and children in more vulnerable jurisdictions\u201d, uderlined the UN Special Rapporteur.<\/p>\n<p>\u00a0<\/p>\n<p>Italy became the first country to prohibit surrogacy both within and outside its borders in 2024.<\/p>\n<p>The European Parliament voted that year a resolution which\u00a0<a href=\"https:\/\/evangelicalfocus.com\/europe\/26364\/european-parliament-approves-to-make-surrogacy-part-of-human-trafficking\" target=\"_blank\" rel=\"nofollow noopener\">defined surrogacy a form of human trafficking<\/a>.\u00a0<\/p>\n<p>In September 2025, Slovakia adopted a constitutional amendment prohibiting the practice.<\/p>\n<p>Meanwhile, in January 2026, the Family, Childhood and Adolescent Commission of the National Congress of Chile advanced landmark legislation that would prohibit surrogacy.<\/p>\n<p>\n                        Published in:  <a href=\"https:\/\/evangelicalfocus.com\" rel=\"nofollow noopener\" target=\"_blank\">Evangelical Focus<\/a> &#8211; <a href=\"https:\/\/evangelicalfocus.com\/life-tech\" rel=\"nofollow noopener\" target=\"_blank\">life &amp; tech<\/a><br \/>\n                        &#8211; Italy and Chile spearhead initiative to abolish surrogacy globally\n                    <\/p>\n","protected":false},"excerpt":{"rendered":"The governments of Italy and Chile\u00a0have released a political declaration calling for an international moratorium on surrogacy.
