Photo: BIRN\/Nensi Bogdani.<\/p>\n<p>The human rights organisation Amnesty International on Thursday called on Italy and Albania to end a deal designed to send migrants and asylum seekers to offshore detention in Albania.<\/p>\n<p>In a new research report, Amnesty International said that the 2023 deal between Italian Prime Minister Giorgia Meloni and Albanian Prime Minister Edi Rama, \u201cis jeopardising people\u2019s safety, liberty and human rights\u201d.<\/p>\n<p>Under the scheme, adult males from countries designated as \u201csafe\u201c who are intercepted by the Italian coastguard while attempting to cross the Mediterranean would be transferred by ship to detention centres in Albania, which are run under Italian jurisdiction. There, their asylum claims would be fast-tracked and completed within 28 days \u2013 far shorter than the months-long process typical in Italy \u2013 before likely repatriation.<\/p>\n<p>\u201cOffshore detention is ultimately aimed at deterrence and trying to shift and evade both the responsibilities of responding to people migrating and the obligation to provide asylum to those who need it. Italy\u2019s deal with Albania shows yet again the unavoidable human rights costs of this approach,\u201d said Eve Geddie, director of Amnesty International\u2019s European Institutions Office, said in a press release.\u00a0\u00a0<\/p>\n<p>\u201cJust before the deal entered into force, Amnesty International sounded the alarm on the harmful impact it would inevitably have on the rights of people in distress at sea, and of people transferred to Albania. Clearly, these concerns have now materializsed,\u201d Geddie\u2019s statement added.\u00a0\u00a0<\/p>\n<p>Italian courts ordered the <a href=\"https:\/\/www.ansa.it\/sito\/notizie\/cronaca\/2024\/10\/14\/primo-gruppo-di-migranti-verso-lalbania_934567d4-9107-46f3-b20f-7373b8a20e57.html\" rel=\"nofollow noopener\" target=\"_blank\">first<\/a> <a href=\"https:\/\/www.ansa.it\/sito\/notizie\/cronaca\/2024\/11\/06\/la-libra-naviga-verso-lalbania-8-migranti-a-bordo-_d9aa78c4-0516-4b8e-a1ba-62f5fbcfe40f.html\" rel=\"nofollow noopener\" target=\"_blank\">three<\/a> <a href=\"https:\/\/www.ansa.it\/sito\/notizie\/cronaca\/2025\/01\/26\/cassiopea-verso-lalbania-con-49-migranti-_700be473-4626-4022-bd8a-e85428dfaaf2.html\" target=\"_blank\" rel=\"noopener nofollow\">groups<\/a> that were sent to Albania be returned to Italy, citing an EU Court of Justice (CJEU) ruling from October 4, 2024, that a \u201csafe country\u201d designation must apply to the entire national territory.<\/p>\n<p>In March 2025, Meloni abandoned the original plan pending a resolution of legal challenges. The Italian government then <a href=\"https:\/\/www.governo.it\/it\/articolo\/comunicato-stampa-del-consiglio-dei-ministri-n-121\/28079\" rel=\"nofollow noopener\" target=\"_blank\">approved legislation<\/a> instead allowing migrants and refugees issued with deportation orders from Italian authorities to be detained in Gjader, Albania.<\/p>\n<p>The shift means that the Gjader camp has been converted into a repatriation centre for holding those who reached Italy, were rejected for asylum and then issued deportation orders.<\/p>\n<p>According to Amnesty International\u2019s research, 500 men have been \u201cforcibly transferred to the Albanian detention centre in Gjader over the past 15 months.\u201d<\/p>\n<p>The report noted that \u201cbetween 11 April and 16 May 2025, 42 critical incidents were recorded in the Gjader centre, including at least two attempted hangings, a protest where three people were injured from shattered glass, and various self-harm incidents.<\/p>\n<p>\u201cThe Italian government has obstructed independent monitoring of the Agreement\u2019s implementation, including by restricting parliamentary oversight and bypassing ordinary legislative processes. By limiting access and oversight by independent rights observers, what happens in the Albanian detention centres remains largely shrouded in secrecy,\u201d the report said.<\/p>\n<p>\u201cWhilst people detained in Albania fall under Italian jurisdiction, their physical distance from Italy combined with limited access to lawyers, courts and other safeguards, significantly undermines the effectiveness of the right to seek asylum and to access justice,\u201d the report added.<\/p>\n<p>A <a href=\"https:\/\/balkaninsight.com\/2025\/06\/26\/expensive-lesson-italy-weighs-costs-of-offshore-migrant-centres-in-albania\/bi\/\" target=\"_blank\" rel=\"noopener nofollow\">BIRN investigation<\/a> found that the cost of constructing the centres in Shengjin and Gjader almost doubled from 39.2 million euros to over 74 million, while the average cost per bed in Albania reached around 72,000 euros.
