Until the <a href=\"https:\/\/www.britannica.com\/money\/land-reform\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Land Reform<\/a> Acts of 1950, much of Italy\u2019s cultivable land was owned and idly managed by a few leisured noblemen, while the majority of agricultural workers struggled under harsh conditions as wage laborers or owned derisory plots of land, too small for self-sufficiency. Agricultural workers had few rights, and unemployment ran high, especially in <a href=\"https:\/\/www.britannica.com\/place\/Calabria-region-Italy\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Calabria<\/a>, where the <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"impetus\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/impetus\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">impetus<\/a> for land reform was generated. Reform entailed the redistribution of large tracts of land among the landless peasantry, thereby absorbing greater amounts of labor and encouraging more efficient land use.<\/p>\n<p class=\"topic-paragraph\">Although partially successful, the reform created many farms that were still too small to be viable and plots that were scattered in parcels and often located in unfertile uplands. Another negative aspect of the reform was that it had the effect of damaging the social structure of rural <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"communities\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/communities\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">communities<\/a>. Initially, the <a href=\"https:\/\/www.britannica.com\/topic\/European-Union\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">EEC<\/a> did little to help Italy\u2019s small farmers, located primarily in the south, while wealthier, larger farms in the north benefited from EEC subsidies. However, in 1975 specific aid was directed at upland farmers, and in 1978 another package provided them advisory support and aid for irrigation. Today most farms are owned and operated by families.<\/p>\n<p class=\"topic-paragraph\">Since <a href=\"https:\/\/www.britannica.com\/event\/World-War-II\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">World War II<\/a>, Italy has maintained a negative trade balance in agricultural products, many of which are consumed domestically because of the <a href=\"https:\/\/www.britannica.com\/topic\/nation-state\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">country\u2019s<\/a> high <a href=\"https:\/\/www.britannica.com\/science\/population-density\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">population density<\/a>. The majority of foreign agricultural and food-related trade is with other <a href=\"https:\/\/www.britannica.com\/topic\/European-Union\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">EU<\/a> countries, in particular with <a href=\"https:\/\/www.britannica.com\/place\/France\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">France<\/a> and <a href=\"https:\/\/www.britannica.com\/place\/Germany\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Germany<\/a>.<\/p>\n<p class=\"topic-paragraph\">Italy\u2019s plains <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"constitute\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/constitute\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">constitute<\/a> only one-fourth of the land under cultivation, indicating widespread cultivation of hilly <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"environments\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/environments\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">environments<\/a> where agriculture has been possible only as a result of modifying the natural landscape and resources through terracing, <a href=\"https:\/\/www.britannica.com\/technology\/irrigation\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">irrigation<\/a>, and <a href=\"https:\/\/www.britannica.com\/science\/soil\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">soil<\/a> management. The most fertile area is the Po valley, where precipitation is fairly evenly distributed throughout the year, but mean rainfall decreases southward. Coastal areas in <a href=\"https:\/\/www.britannica.com\/place\/Puglia\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Puglia<\/a>, <a href=\"https:\/\/www.britannica.com\/place\/Sicily\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Sicily<\/a>, and <a href=\"https:\/\/www.britannica.com\/place\/Sardinia-island-Italy\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Sardinia<\/a> may register only about 12\u201316 inches (300\u2013400 mm) of annual precipitation, compared with about 118 inches (3,000 mm) in Alpine regions.<\/p>\n<p class=\"topic-paragraph\">In general, agricultural land use is divided into four types\u2014field crops, tree crops, pasture, and <a href=\"https:\/\/www.britannica.com\/science\/forestry\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">forestry<\/a>.<\/p>\n<p>  Field crops <a class=\"gtm-assembly-link md-assembly-title font-weight-bold d-inline font-sans-serif mr-5 media-overlay-link\" href=\"https:\/\/cdn.britannica.com\/38\/157638-050-83AF261B\/Workers-potatoes-farm-Italy.jpg\" data-href=\"http:\/\/www.britannica.com\/media\/1\/297474\/230928\" rel=\"nofollow noopener\" target=\"_blank\">potatoes<\/a>Workers harvesting potatoes on a farm in Italy.(more)<\/p>\n<p class=\"topic-paragraph\">While <a href=\"https:\/\/www.britannica.com\/topic\/prime-minister\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">prime minister<\/a> in 1922\u201343, <a href=\"https:\/\/www.britannica.com\/biography\/Benito-Mussolini\/Rise-to-power#ref5090\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Benito Mussolini<\/a> <a class=\"md-dictionary-link md-dictionary-tt-off eb\" data-term=\"strove\" href=\"https:\/\/www.britannica.com\/dictionary\/strove\" data-type=\"EB\" rel=\"nofollow noopener\" target=\"_blank\">strove<\/a> to make Italy self-sufficient in the production of wheat, but since that time the land given over to its cultivation has been reduced from more than 12 million acres to just over 5 million acres (about 50,000 to 20,000 square km). Hard wheat used for making <a href=\"https:\/\/www.britannica.com\/topic\/pasta\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">pasta<\/a> is traditionally grown in the south, whereas soft wheat used for making bread, biscuits, and <a href=\"https:\/\/www.britannica.com\/topic\/pizza\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">pizza<\/a> crust predominates in the northern lowlands. Yields in the north can be up to three times those in the south because of improved mechanization techniques and more suitable terrain.<\/p>\n<p class=\"topic-paragraph\">Italy is a major exporter of rice, which is grown mostly on the Po plain. <a href=\"https:\/\/www.britannica.com\/plant\/corn-plant\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Corn<\/a> (maize) also is grown in that area. Of the other field crops, <a href=\"https:\/\/www.britannica.com\/plant\/tomato\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">tomatoes<\/a> are the most important for domestic and export markets. Naples and <a href=\"https:\/\/www.britannica.com\/place\/Emilia-Romagna\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Emilia-Romagna<\/a> specialize in that crop. By the early 21st century the area given over to growing tomatoes had increased more than twofold, and production quadrupled as a result of improved production techniques.<\/p>\n<p>   Tree crops <\/p>\n<p class=\"topic-paragraph\"><a href=\"https:\/\/www.britannica.com\/plant\/olive-plant\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Olives<\/a> and <a href=\"https:\/\/www.britannica.com\/plant\/grape\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">grapes<\/a> are Italy\u2019s two most lucrative agricultural exports. Olive production is suited to the arid conditions of Puglia, Sicily, and Calabria, the oil content being <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"enhanced\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/enhanced\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">enhanced<\/a> by the long, dry summers. The output is erratic, however, as the olives are susceptible to late frosts. Italy is the world\u2019s biggest exporter of <a href=\"https:\/\/www.britannica.com\/topic\/olive-oil\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">olive oil<\/a>, although <a href=\"https:\/\/www.britannica.com\/place\/Spain\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Spain<\/a> dominates the more lucrative sector of table olives. While olives are traditionally grown in conjunction with other crops or <a href=\"https:\/\/www.britannica.com\/animal\/livestock\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">livestock<\/a>, nearly half the olive-producing land now excludes other types of cultivation, reflecting the <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"demise\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/demise\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">demise<\/a> of traditional peasant farming methods.<\/p>\n<p class=\"topic-paragraph\"><a href=\"https:\/\/www.britannica.com\/topic\/wine\/Species-and-varieties#ref66643\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Wine<\/a> is produced in every region of Italy and, together with olive oil, enjoys a positive trade balance. Competition is stiffening, however, with the burgeoning eastern European market undercutting western prices. Much of the heavier wine from the south is used to produce vermouth or marsala, while the best-known wines\u2014Soave, Valpolicella, Barolo, and Asti\u2014are produced in the north.<\/p>\n<p> <a class=\"gtm-assembly-link md-assembly-title font-weight-bold d-inline font-sans-serif mr-5 media-overlay-link\" href=\"https:\/\/cdn.britannica.com\/93\/182493-050-78CE4F4B\/Lemons-tree-Italy.jpg\" data-href=\"http:\/\/www.britannica.com\/media\/1\/297474\/230938\" rel=\"nofollow noopener\" target=\"_blank\">lemon<\/a>Lemons growing on a tree in Italy.(more)<\/p>\n<p class=\"topic-paragraph\">About three-fifths of Italy\u2019s <a href=\"https:\/\/www.britannica.com\/plant\/Citrus\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">citrus<\/a> fruit production is Sicilian, with most of the rest growing in sheltered and irrigated lowlands in <a href=\"https:\/\/www.britannica.com\/place\/Calabria-ancient-city-Italy\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Calabria<\/a> and <a href=\"https:\/\/www.britannica.com\/place\/Campania-region-Italy\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Campania<\/a>. Deciduous fruits, on the other hand, are widespread. Campania is best known for its <a href=\"https:\/\/www.britannica.com\/plant\/cherry\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">cherries<\/a>, <a href=\"https:\/\/www.britannica.com\/plant\/apricot\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">apricots<\/a>, <a href=\"https:\/\/www.britannica.com\/plant\/nectarine\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">nectarines<\/a>, and hazelnuts, while Emilia-Romagna produces mostly <a href=\"https:\/\/www.britannica.com\/plant\/peach\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">peaches<\/a>, <a href=\"https:\/\/www.britannica.com\/plant\/plum\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">plums<\/a>, and <a href=\"https:\/\/www.britannica.com\/plant\/pear\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">pears<\/a>. Meat production in Italy is traditionally weak. <a href=\"https:\/\/www.britannica.com\/animal\/cattle-livestock\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Cattle<\/a> production was relatively stagnant in the early 21st century, with much of the industry devoted to fattening calves that had been imported from France. There is a marked geographic difference in the distribution of farms; while bovine, swine, and aviculturist farms are mainly found in the north, ovine farms are more widespread in the south. Butter production satisfies domestic <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"consumption\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/consumption\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">consumption<\/a>, and some cheeses, including <a href=\"https:\/\/www.britannica.com\/place\/Gorgonzola-Italy\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Gorgonzola<\/a> and <a href=\"https:\/\/www.britannica.com\/topic\/Parmesan\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Parmesan<\/a>, are made for export. Raising buffalo is a popular activity in <a href=\"https:\/\/www.britannica.com\/place\/Tuscany\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Tuscany<\/a> and Campania, where their milk is used for <a href=\"https:\/\/www.britannica.com\/topic\/mozzarella\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">mozzarella<\/a> cheese. The production of goats\u2019 milk is still modest, although it has become more lucrative, being regarded as a luxury item for the urban market instead of peasant fare. The breeding of pigs has increased most dramatically, mostly in the northern regions of <a href=\"https:\/\/www.britannica.com\/place\/Lombardy\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Lombardy<\/a> and Emilia-Romagna. Peasant families traditionally keep pigs for their own consumption. Competition from other EU countries has threatened the Italian meat market, which suffers from high production costs because of the necessity for irrigation.<\/p>\n<p>   Forestry <\/p>\n<p class=\"topic-paragraph\">Italian forestry has suffered from overexploitation in the past, first in <a class=\"md-dictionary-link md-dictionary-tt-off eb\" data-term=\"antiquity\" href=\"https:\/\/www.britannica.com\/dictionary\/antiquity\" data-type=\"EB\" rel=\"nofollow noopener\" target=\"_blank\">antiquity<\/a> by the Romans and then again in the 19th century, when much wood was needed for building mine shafts and railway sleepers. Less than one-third of the land is classified as forest and other woodland. Strenuous efforts to reforest certain areas are gradually producing positive results; for example, at the end of the 20th century, the production of roundwood, after dipping by 40 percent in the mid-1970s, nearly returned to the high levels it had maintained in the 1960s.<\/p>\n<p class=\"topic-paragraph\">Most of Italy\u2019s forest area is made up of broad-leaved trees, with conifers making up about one-fifth of the total. Broad-leaved forests are fairly well spread over the country, with the exceptions of Puglia, Sicily, and <a href=\"https:\/\/www.britannica.com\/place\/Sardinia-historical-kingdom-Italy\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Sardinia<\/a>. Conifers are for the most part concentrated in the Alpine foothills, especially in the <a href=\"https:\/\/www.britannica.com\/place\/Trentino-Alto-Adige-Sudtirol\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Trentino\u2013Alto Adige<\/a> <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"adjacent\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/adjacent\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">adjacent<\/a> to the Austrian border. <a href=\"https:\/\/www.britannica.com\/plant\/chestnut\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Chestnut<\/a> forests are widespread in the northern Apennines and the Calabrian Sila. The North Italian Plain, Puglia, and the southern half of Sicily are virtually devoid of woodland.<\/p>\n<p>   Fishing <\/p>\n<p class=\"topic-paragraph\">Italian fish production doubled in the last four decades of the 20th century, but it suffered a sharp decline in the early 21st century. Totals for wild-captured fish, which were primarily pulled from the <a href=\"https:\/\/www.britannica.com\/place\/Mediterranean-Sea\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Mediterranean<\/a> and the <a href=\"https:\/\/www.britannica.com\/place\/Black-Sea\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Black Sea<\/a>, plummeted by almost half between 1980 and 2010. <a href=\"https:\/\/www.britannica.com\/topic\/aquaculture\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Aquaculture<\/a>, which <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"comprised\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/comprised\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">comprised<\/a> both marine and freshwater fish farms, occupied an increasingly prominent role in the fishing sector.
