{"id":7500,"date":"2026-04-17T02:47:39","date_gmt":"2026-04-17T02:47:39","guid":{"rendered":"https:\/\/www.europesays.com\/italy\/7500\/"},"modified":"2026-04-17T02:47:39","modified_gmt":"2026-04-17T02:47:39","slug":"busybody-pensioners-who-watch-builders-in-italy-get-promotion","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/italy\/7500\/","title":{"rendered":"Busybody pensioners who watch builders in Italy get promotion"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">They are figures of gentle mockery who can be seen at roadworks and building sites all over Italy.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Elderly men in flat caps and anoraks, or shirtless in summer, their hands clasped behind their backs, peer intently through security fences and offer unsolicited advice to any construction worker prepared to listen.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">An Italian city has now decided to put these perceived busybodies, known as umarell, to good use.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The word comes from a dialect spoken in the northern region of Emilia-Romagna and literally means \u201clittle man\u201d, but has become synonymous with elderly men who frequent building sites.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In <a class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/travel\/destinations\/europe\/italy\/piedmont\/turin\/turin-italys-underrated-cultural-holiday-destination\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Turin;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Turin&quot;}\">Turin<\/a>, habitual umarell will be recruited as volunteers to report safety problems, security concerns and undue delays to public works. The city council says the men \u2013 often retired engineers, builders or city planners \u2013 are an untapped resource.<\/p>\n<p><img alt=\"The umarell, as they are called, will be given a 'sentinel' role in Turin\" loading=\"lazy\" width=\"960\" height=\"604\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/italy\/wp-content\/uploads\/2026\/04\/e86371c7f208105d97e1fdeb7faeac41.jpeg\"\/><\/p>\n<p>The umarell, as they are called, will be given a \u2018sentinel\u2019 role in Turin<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">They will no longer just stand around, gawping at works in progress, but will become key \u201csentinels\u201d who will \u201cimprove surveillance, security and communication with the public during construction projects\u201d, according to Simone Fissolo, a city councillor who came up with the idea.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He put forward a motion to the council entitled \u201cInvolvement of umarell in public construction sites\u201d, and it was passed resoundingly this week, with 18 councillors in favour and four against.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mr Fissolo pointed to the \u201chigh number of construction sites across the city\u201d and the challenge of monitoring how they are progressing.<\/p>\n<p><img alt=\"Umarell watch the progress of the repaving of Via Rizzoli in Bologna\" loading=\"lazy\" width=\"960\" height=\"598\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/italy\/wp-content\/uploads\/2026\/04\/44be969d96632740f6587c08334460f2.jpeg\"\/><\/p>\n<p>Umarell watch the progress of the repaving of Via Rizzoli in Bologna<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Many Italian towns and cities are taking advantage of nearly \u20ac200bn (\u00a3168bn) in post-pandemic recovery funds, given to the country by the EU, to spruce up piazzas and palazzi, pedestrianise streets, build underpasses, repair potholes and restore historic sites.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cOther councils have developed schemes which involve pensioners who have technical qualifications monitoring public works as a means of improving monitoring and the quality of the work being undertaken,\u201d the councillor said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He cited the example of Villasanta, a town near Monza in northern Italy, which pioneered the concept in 2024.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Roving squads of volunteer umarell will shortly be deployed across Turin.
