According to the source, the data, which falls under the excessive deficit procedure, adheres to the ESA 2010 system of national accounts and has received no reservations from Eurostat.

The figures published today are consistent with those released on April 3, which differed from the March 2 version due to revisions for 2025. These revisions, which reduced the deficit by 905 million euros, were attributed to the acquisition of complete information on the Superbonus and Transition 5.0 tax credits, as well as expenditures from the National Recovery and Resilience Plan, which became available only at the end of March. Despite these changes, the government deficit-to-GDP ratio remained unchanged from the earlier version.

Istat also provides information on the underlying government sector accounts and the contribution of deficit or surplus and other relevant factors to the variation in the debt level, known as stock-flow adjustment.

The government deficit-to-GDP ratio decreased from -3.4% in 2024 to -3.1% in 2025. The primary balance as a percentage of GDP stood at 0.8% in 2025, improving by 0.3 percentage points compared to 2024. The government debt-to-GDP ratio was 137.1% at the end of 2025, an increase of 2.4 percentage points from 2024. Data on general government debt is compiled and disseminated by the Bank of Italy.

 1.
