Higuma Kotaro Appointed IGC Chairperson; Japan to Lead Grains Trade Transparency Efforts - News and Statistics

The International Grains Council (IGC) has named Higuma Kotaro, agriculture counselor at the Embassy of Japan to the United Kingdom, as its chairperson for the 2026-27 term, according to the IGC. Aidos Kenzhebayev, first secretary at the Embassy of Kazakhstan to the UK, has been appointed vice chairperson for the same period.

During its tenure, Japan will collaborate closely with the IGC secretariat and member countries to advance grains trade and improve transparency in global markets for grains, oilseeds, rice, and pulses. The IGC noted that amid ongoing global uncertainty affecting food systems, international trade remains a crucial element of resilient food security strategies.

The IGC stated that Japan will support its current work program, with a specific focus on new indicators related to maritime logistics, particularly port connectivity and port activity. Each year, more than 600 million tonnes of grains, oilseeds, rice, and pulses cross international borders, with some shipments lasting over 30 days. The Council said that enhanced visibility into shipping routes and the effects of infrastructure investment will help the industry anticipate and respond to potential crises.

Kotaro commented that at a time of unprecedented challenges, the IGC’s role in ensuring reliable and transparent market information has become increasingly vital. As chairperson, he expressed eagerness to work with the secretariat and all member countries to strengthen global food security and promote free and stable grain trade worldwide. He also indicated a desire to take steps to analyze trends in international grain trade and use that data to create a clearer picture of the current situation.
