As Japan commemorates the anniversaries of the 1945 atomic bombings, its leaders are pressing for a fresh debate on nuclear weapons, testing the country’s long-standing pacifist stance, according to a report from Euronews.
Japan’s constitution renounces offensive military force, and successive governments have upheld a decades-old pledge not to possess, produce, or allow the introduction of nuclear weapons into the country. That commitment is now under strain as regional neighbours, particularly China, expand their military capabilities, while doubts persist about the reliability of Tokyo’s main security ally, the United States.
Prime Minister Sanae Takaichi has declined to clarify whether she will maintain the three non-nuclear principles, and Defence Minister Shinjiro Koizumi last month called for a discussion without taboos on the subject. In December, an unnamed senior administration official suggested in an off-the-record briefing that Japan should possess nuclear weapons, a remark widely reported by major outlets including NHK and Asahi Shimbun, drawing public criticism.
An 82-year-old Hiroshima survivor and campaigner, Satoshi Tanaka, expressed scepticism about the prime minister’s intentions, suggesting she may genuinely want to change the country’s anti-nuclear stance. Japan marked the 81st anniversary of the Hiroshima bombing on Thursday and will commemorate the Nagasaki attack on Sunday. The August 1945 assault by the United States killed more than 210,000 people, including many from radiation exposure, and remains the only use of atomic weapons in warfare.
The Takaichi administration is undertaking a major update of the national defence strategy this year in response to China’s expanding military ambitions. The prime minister has already lifted Japan’s self-imposed ban on weapons exports and increased defence spending, while pushing to amend the constitution. These policies have drawn rebukes from China, which accuses Japan of new militarism and Takaichi of bending to far-right influences.
The moves have also unnerved survivors of the 1945 bombings, who have long shaped Japan’s post-war pacifist political culture. Tanaka voiced frustration that leaders like Takaichi focus on military capacity at the expense of diplomacy, asking why there is so much talk about national security instead of building peace through diplomatic means.
Despite winning the 2024 Nobel Peace Prize for their efforts, survivors are debating whether to continue their national association as their members age. As of March, Japan recognised just over 91,000 survivors of the Hiroshima and Nagasaki attacks, down from over 164,000 a decade ago, with an average age of 86.7.
The focus has turned to the future of the non-nuclear principles, which date back to 1967. Takaichi’s supporters argue that the final clause should be changed to allow the United States to bring nuclear arms to Japan for regional deterrence. Hirofumi Yoshimura, head of the Japan Innovation Party, a coalition partner, said the principle deserved discussion within the context of the US-Japan security alliance. He noted that while working toward a world without nuclear arms remains important, the effectiveness of extended nuclear deterrence within the alliance framework should be considered, and there may be room for discussion on allowing nuclear weapons to be brought into Japan, while adhering to the principles of not possessing or producing them.
Critics argue that Takaichi’s hawkish defence approach increases danger for Japan. After attending the Hiroshima ceremony on Thursday, she met with survivors in a televised session. When pressed by Tanaka, she declined to clarify whether she might change the country’s nuclear course, stating only that Japan currently adheres to the three non-nuclear principles. Tanaka said on Friday that this explanation covers only the present situation and says nothing about the future, adding that it only increases his concern.
