A departing ambassador’s final talks in Kyiv opened a window into future cooperation, from battered power infrastructure to technologies reshaping modern security.
Secretary of the National Security and Defense Council Ihor Klymenko met with Masashi Nakagome, Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, who is concluding his diplomatic mission in the country. The parties discussed support for Ukraine’s energy resilience, the development of drone technologies, and the participation of Japanese businesses in the country’s reconstruction.
In a Telegram post, Ihor Klymenko thanked Masashi Nakagome for his cooperation and support for Ukraine and wished him continued success in his diplomatic service.
According to the NSDC Secretary, Japan is one of Ukraine’s key partners and ranks among the five largest donors of financial assistance. Particular attention during the meeting was given to protecting and restoring Ukraine’s energy system, which is subject to constant Russian attacks.
Russia continues to strike our energy infrastructure, so Japan’s assistance is especially important for restoring and strengthening the resilience of our energy system. We also count on the timely delivery of the planned shipments of necessary equipment

Japan may join the Drone Deal initiative
One of the key topics of the talks was cooperation between Ukraine and Japan in the field of drone technologies. The parties considered the possibility of Japan joining the Drone Deal initiative.
Ihor Klymenko emphasized that Ukraine’s practical experience and technological solutions in the drone sector create new opportunities for international partnership. Japan’s potential participation in Drone Deal could strengthen cooperation between the two countries in developing modern unmanned systems.
Ukraine’s reconstruction and the involvement of Japanese companies
The meeting also addressed Ukraine’s recovery following Russian attacks and the expanded participation of Japanese companies in relevant projects. The NSDC Secretary thanked Japan for its consistent support for the Ukrainian state and its citizens over the years.
Ukraine looks forward to further cooperation with Japan in strengthening energy security, technological development, and the reconstruction of critical infrastructure.
