OKI Engineering, a unit of Japan’s OKI group, will start a domestic analysis service for substances of very high concern, or SVHCs, under the latest European Union REACH chemical regulation on September 4, the company said on September 3.
The service targets manufacturers exporting products to Europe and is intended to help them respond more quickly and securely to tightening global chemical substance rules. OKI Engineering is targeting cumulative sales of 100 million yen from hazardous substance analysis by the end of fiscal 2027.
The company has established a fully domestic system covering quantitative analysis and reporting for all 253 SVHCs included from the first through the 35th updates of the REACH candidate list. REACH is the EU’s framework for the registration, evaluation, authorisation and restriction of chemicals.
Manufacturers typically manage information on chemicals contained in products through supply chains, but may need to conduct their own analysis when data is insufficient. Some standard reagents used for SVHC quantitative analysis are difficult to obtain in Japan, which has in some cases pushed companies to rely on overseas laboratories.
For unreleased products and other sensitive items, sending samples overseas can create confidentiality concerns. Companies often prefer to crush or otherwise process products before shipment to reduce the risk of technology or intellectual property leakage, but trade control rules in many countries restrict the import and export of processed products, the company said.
OKI Engineering said its domestic setup is designed to reduce confidentiality and quality-control risks while allowing technical consultations in Japanese. The service will be offered on an individually quoted basis rather than at a standard price.
SVHCs are substances listed on the REACH candidate list because of hazardous properties such as carcinogenicity, mutagenicity or reproductive toxicity. Under REACH, companies supplying articles to the EU can face disclosure and notification obligations when such substances are present above specified thresholds.
