items with military and civilian applications<\/a> \u2013 to the firms and institutions on the export control list, Beijing\u2019s Ministry of Commerce said in a statement announcing the additions on Tuesday. All foreign exporters were also prohibited from shipping those products to entities on the list if the items were made in China.<\/p>\nThe 20 entities, which include subsidiaries of Mitsubishi Heavy Industries, Kawasaki Heavy Industries and IHI, as well as the National Defense Academy of Japan, are deeply involved in the research, development and production of a wide range of military equipment \u2013 from ships and aircraft to radar and missiles.<\/p>\n
At the same time, another 20 entities, including carmaker Subaru \u2013 whose aerospace division is contracted for defence production \u2013 were added to a watch list subjecting them to stricter scrutiny in the trade of dual-use items. Sumitomo Heavy Industries and the Institute of Science Tokyo, a public research university, were also placed on the watch list.<\/p>\n
Exports to these entities that are determined to \u201ccontribute to enhancing Japan\u2019s military capabilities\u201d would not be approved, the commerce ministry said.<\/p>\n
While dual-use items are often primarily designed with civilian functionality in mind, they can significantly contribute to the development or production of weapons and military systems.<\/p>\n
Common examples include drones and rare earth elements \u2013 essential raw materials for numerous goods in the tech and defence sectors \u2013 as well as high-performance semiconductors.<\/p>\n
In its statement on the latest measures, China\u2019s commerce ministry said its \u201ccompletely just, reasonable and lawful\u201d actions were intended to stop Japan\u2019s \u201cremilitarization\u201d and thwart Tokyo\u2019s attempts to build nuclear weapons.<\/p>\n
