href=\"https:\/\/www.dni.gov\/files\/ODNI\/documents\/assessments\/ATA-2026-Unclassified-Report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">a report<\/a> by the U.S. intelligence community saying that Prime Minister Sanae Takaichi\u2019s remarks that Japan could intervene militarily in a Taiwan crisis represent \u201ca significant shift\u201d for a sitting Japanese leader \u2014 a sign that the allies remain apart on the issue.<\/p>\n<p>The report \u2014 and Tokyo\u2019s rejection of it \u2014 came just ahead of a key summit between Takaichi and U.S. President Donald Trump in Washington on Thursday.<\/p>\n<p>Takaichi\u2019s \u201cspecific comments carry weight in Japan\u2019s system because the phrase \u2018survival threatening situation\u2019 serves as a possible legal justification for military authorities,\u201d the U.S. Office of the Director of National Intelligence said Wednesday in its annual report on global threats.\u00a0<\/p>\n<p>\u201cHer comments represent a significant shift for a sitting Japanese prime minister.\u201d<\/p>\n<p>Japan was quick to deny that Takaichi\u2019s comments signaled any change.<\/p>\n<p>\u201cThe government has consistently taken the position that it will determine what constitutes a \u2018survival threatening situation\u2019 based on a comprehensive review of all information available,\u201d Chief Cabinet Secretary \u2060Minoru Kihara, the government\u2019s top spokesman, told a news conference Thursday. \u201cThe claim that there has been a significant shift in policy is inaccurate.\u201d<\/p>\n<p>Takaichi herself has maintained that her remarks were specifically about \u201cworst-case\u201d scenarios and do not represent a deviation from the government\u2019s previous position.<\/p>\n<p>The U.S. report devotes a large section to Sino-Japanese relations, which have plummeted to their lowest point in recent memory following Takaichi\u2019s remarks in parliament on Nov. 7 that the Self-Defense Forces could be deployed under the right to collective self-defense in \u201cworst-case\u201d scenarios, such as a Chinese naval blockade of Taiwan, which the prime minister said would constitute a \u201csurvival threatening situation\u201d for Japan.<\/p>\n<p>The comments, the first by a sitting prime minister to detail a specific case of how Tokyo might respond to a Taiwan Strait crisis, triggered outrage in Beijing.<\/p>\n<p>In response, China has quickly dialed up the pressure on Japan, turning to a familiar playbook of coercive measures \u2014 warning Chinese tourists not to visit the country, reimposing a ban on seafood exports and barring the export of some dual-use products that have military and civilian applications.<\/p>\n<p>The report offered an ominous prediction, saying that China\u2019s \u201cmultidomain coercive pressure \u2026 probably will intensify through 2026, aimed both at punishing Japan and deterring other countries from making similar statements about their potential involvement in a Taiwan crisis.\u201d<\/p>\n<p>China \u201cprobably is concerned that Prime Minister Takaichi\u2019s comments will bolster Taiwan\u2019s independence movement,\u201d according to the assessment.\u00a0<\/p>\n<p>The report highlighted a divide between the Takaichi administration\u2019s strident approach to Japan\u2019s relationship with China and Trump\u2019s more kid-gloves approach to Beijing.<\/p>\n<p>China and Taiwan \u2014 Beijing\u2019s most sensitive issue \u2014 are expected to
