In Japan, where depopulation in rural areas and population ageing continue to accelerate, labour shortages have become a critical challenge for maintaining regional transportation services. <\/p>\n<p>One example is the emergence of \u201ctransportation deserts,\u201d where residents lack access to public transportation within a reasonable distance from their homes. According to <a href=\"https:\/\/kotsutorisetsu.com\/20200525-3\/?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">a survey<\/a>, 20.7% of the population lives more than 500 meters from a train station and more than 300 meters from a bus stop. In some rural areas, taxi operators have withdrawn entirely, limiting mobility for the elderly, who make up <a href=\"https:\/\/www8.cao.go.jp\/kourei\/whitepaper\/w-2025\/zenbun\/pdf\/1s1s_01.pdf\" rel=\"nofollow noopener\" target=\"_blank\">nearly 30% of the population<\/a>, as well as for those who do not own a car. This has further constrained access to essential goods, services and opportunities.<\/p>\n<p>Transportation operators themselves also face multiple, intersecting pressures, including workforce shortages and deteriorating financial conditions. A <a href=\"https:\/\/chikoken.org\/wp\/wp-content\/uploads\/713435a9b4c203ac3ded80a8dd811cfe.pdf?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">nationwide survey<\/a> of bus, rail, and passenger ship operators found that 55% reported difficulty sustaining their current routes, rising to nearly 70% among bus operators. More than 90% of bus operators and roughly 60% of rail operators reported declines in number of staff since 2019, and 40% expressed strong concern about the need for systemic reforms.<\/p>\n<p>In response, both government and industry stakeholders in Japan are working to redesign transportation services, and leveraging digital technologies to improve efficiency and sustainability.<\/p>\n<p>Government-led initiatives<\/p>\n<p>In July 2024, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) launched the <a href=\"https:\/\/www.mlit.go.jp\/sogoseisaku\/transport\/sosei_transport_tk_000237.html\" rel=\"nofollow noopener\" target=\"_blank\">Transportation Desert Resolution Headquarters<\/a> to address areas where services including taxis and rideshare options are unavailable within 30 minutes of request. It aims to ensure that the future of mobility is safe, clean, and inclusive.<\/p>\n<p>Through the <a href=\"https:\/\/www.weforum.org\/projects\/clean-skies-for-tomorrow-coalition\" rel=\"nofollow noopener\" target=\"_blank\">Clean Skies for Tomorrow Coalition<\/a>, more than 100 companies are working together to power global aviation with <a href=\"https:\/\/www.weforum.org\/impact\/fuelling-sustainable-aviation\/\" rel=\"nofollow noopener\" target=\"_blank\">10% sustainable aviation fuel<\/a> by 2030.In collaboration with UNICEF, the Forum developed a charter with leading shipping, airlines and logistics to support COVAX in delivering more than <a href=\"https:\/\/www.weforum.org\/impact\/global-vaccine-equity\/\" rel=\"nofollow noopener\" target=\"_blank\">1 billion COVID-19 vaccines<\/a> to vulnerable communities worldwide.The <a href=\"https:\/\/www.weforum.org\/projects\/decarbonizing-road-freight-initiative\" target=\"_blank\" rel=\"nofollow noopener\">Road Freight Zero Project<\/a> and <a href=\"https:\/\/p4gpartnerships.org\/pioneering-green-partnerships\/all-p4g-partnerships\/getting-zero-coalition\" target=\"_blank\" rel=\"nofollow noopener\">P4G-Getting to Zero Coalition<\/a> have led to <a href=\"https:\/\/www.weforum.org\/reports\/road-freight-zero-pathways-to-faster-adoption-of-zero-emission-trucks\/\" rel=\"nofollow noopener\" target=\"_blank\">outcomes<\/a> demonstrating the rationale, costs and opportunities for accelerating the transition to zero emission freight.The Medicine from the Sky initiative is <a href=\"https:\/\/www.weforum.org\/impact\/drones-delivering-vaccines\/\" rel=\"nofollow noopener\" target=\"_blank\">using drones to deliver vaccines<\/a> and medicine to remote areas in India, completing over 300 successful trials.The Forum\u2019s <a href=\"https:\/\/www.weforum.org\/reports\/target-true-zero-unlocking-sustainable-battery-and-hydrogen-powered-flight\/\" rel=\"nofollow noopener\" target=\"_blank\">Target True Zero<\/a> initiative is working to accelerate the deployment and scaling of zero emission aviation, leveraging electric and hydrogen flight technologies.In collaboration with the City of Los Angeles, Federal Aviation Administration, and NASA, the Forum developed the <a href=\"https:\/\/www.weforum.org\/reports\/principles-of-the-urban-sky\/#:~:text=The%20Principles%20of%20the%20Urban,of%20government%20to%20develop%20further.\" rel=\"nofollow noopener\" target=\"_blank\">Principles of the Urban Sky<\/a> to help adopt Urban Air Mobility in cities worldwide.The Forum led the development of the <a href=\"https:\/\/www.weforum.org\/impact\/world-s-first-space-sustainability-rating-launched\" rel=\"nofollow noopener\" target=\"_blank\">Space Sustainability Rating<\/a> to incentivize and promote a more safe and sustainable approach to space mission management and debris mitigation in orbit.The Circular Cars Initiative is informing the automotive circularity policy agenda, following the endorsement from <a href=\"https:\/\/www3.weforum.org\/docs\/WEF_Circular_Cars_Initiative_Paving_the_Way_2021.pdf\" rel=\"nofollow noopener\" target=\"_blank\">European Commission<\/a> and <a href=\"https:\/\/www.gov.uk\/government\/publications\/zero-emission-vehicles-transition-council-2022-action-plan\/zero-emission-vehicles-transition-council-2022-action-plan\" rel=\"nofollow noopener\" target=\"_blank\">Zero Emission Vehicle Transition Council<\/a> countries, and is now invited to support China\u2019s policy roadmap.The <a href=\"https:\/\/www.weforum.org\/projects\/moving-india-emerging-markets\" rel=\"nofollow noopener\" target=\"_blank\">Moving India<\/a> network is working with policymakers to advance electric vehicle manufacturing policies, ignite adoption of zero emission road freight vehicles, and finance the transition.The <a href=\"https:\/\/initiatives.weforum.org\/urban-mobility-scorecards\/home\" rel=\"nofollow noopener\" target=\"_blank\">Urban Mobility Scorecards initiative<\/a> \u2013 led by the Forum\u2019s <a href=\"https:\/\/www.weforum.org\/projects\/global-new-mobility-coalition\" rel=\"nofollow noopener\" target=\"_blank\">Global New Mobility Coalition<\/a> \u2013 is bringing together mobility operators and cities to benchmark the transition to sustainable urban mobility systems. <\/p>\n<p><a href=\"https:\/\/weforum.eu.qualtrics.com\/jfe\/form\/SV_af38noL8hELk7ie?PageOrigin=Partners-snippet-transportation-systems\" rel=\"nofollow noopener\" target=\"_blank\">Contact us<\/a> for more information on how to get involved. <\/p>\n<p>In 2025, MLIT also launched the <a href=\"https:\/\/www.mlit.go.jp\/report\/press\/sogo12_hh_000424.html\" rel=\"nofollow noopener\" target=\"_blank\">Local Mobility DX: MaaS 2.0<\/a> initiative. The project promotes digital transformation across four dimensions: service delivery, data integration, management frameworks and business process standardization in the effort to redesign regional mobility systems and resolve transportation disparities. 15 pilot projects have been selected for implementation in 2025.<\/p>\n<p>One of these projects involves a partnership with Future Architect, a firm specialized in business and IT design. The initiative focuses on <a href=\"https:\/\/www.mlit.go.jp\/sogoseisaku\/transport\/content\/001904857.pdf\" rel=\"nofollow noopener\" target=\"_blank\">standardizing business processes in the bus sector<\/a>. Currently, variations in operational procedures, IT systems, and data formats among bus companies make cross-operator collaboration difficult. By establishing national standards, the project aims to reduce system deployment and replacement costs, improve data interoperability, and enhance operational efficiency. This transition from individually optimized systems to shared foundation is expected not only to improve user convenience, but also enable new service innovation and strengthen the broader transportation ecosystem.<\/p>\n<p>Another initiative is underway in partnership with Fujitsu, which is developing an <a href=\"https:\/\/documents.research.global.fujitsu.com\/redesign-assistance-for-public-transportation\/\" rel=\"nofollow noopener\" target=\"_blank\">integrated simulation system for regional transportation management<\/a>. Introducing new mobility models can be challenging due to uncertainty regarding cost-effectiveness and operational impact; by applying digital rehearsal technologies, the system enables repeated simulations under varying conditions including fleet size, routes and service hours, and evaluates them from both user experience and financial perspectives. These visualized outcomes support evidence-based planning and help build consensus among local governments, operators and residents, facilitating the design of sustainable transportation models tailored to regional needs.<\/p>\n<p>Toyota\u2019s experimental mobility city highlights industry-driven innovation<\/p>\n<p>Private-sector initiatives are also advancing. In <a href=\"https:\/\/www.nikkei.com\/article\/DGXZQOFD17AKI0X10C25A9000000\/\" rel=\"nofollow noopener\" target=\"_blank\">September 2025<\/a>, Toyota Motor Corporation opened \u201c<a href=\"https:\/\/www.woven-city.global\/jpn\/\" rel=\"nofollow noopener\" target=\"_blank\">Woven City<\/a>,\u201d an experimental urban testbed built on a former factory site spanning approximately 708,000 square meters. Designed as a \u201cliving laboratory,\u201d the city will eventually accommodate approximately 360 residents who will live, work and interact with new technologies as they are developed and implemented.<\/p>\n<p>The city enables real-world testing of mobility innovations that are challenging to deploy on public roads \u2013 such as connected infrastructure where pedestrian signals automatically adjust based on vehicle proximity. In addition, an underground loop pathway allows experimentation with autonomous delivery and waste collection robots, supporting the development of logistics and mobility services integrated into everyday life.<\/p>\n<p>Transportation system innovation for a resilient and inclusive society<\/p>\n<p>Public transportation systems, including buses, railways and taxis, are essential to daily life. Amid ongoing demographic shifts and operational constraints, efforts to optimize routes, workflows and service models are progressing across Japan.
